COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is September 05, 2022.

2-06.3.0 FORMAT REQUIREMENTS

1. COMMENT: 2-06.3.12 – An index of sheets in the development package shall be provided on the first sheet. It doesn’t appear that the submitted drawing set is in the correct order. It appears that a cover sheet was provided as the 5th sheet of the submitted set and if this is the case some of the following comments may not apply.

CONTENT REQUIREMENTS

2. COMMENT: 2-06.4.1 - The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet.

3. COMMENT: 2-06.4.2.D – Provide the page number and the total number of pages in the package (i.e., sheet xx of xx). This shall include all sheets submitted/

4. COMMENT: 2-06.4.3 – Provide the development package case number, DP21-0214, adjacent to the title block on all sheets.

5. COMMENT: 2-06.4.4 - The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three-inch equals one mile, and provide the following information.


6. COMMENT: 2-06.4.4.A – Show the subject property approximately centered within the one square mile area;

7. COMMENT: 2-06.4.4.B - Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property; and,

8. COMMENT: 2-06.4.4.C - Section, township, and range; section corners; north arrow; and the scale will be labeled.

9. COMMENT: 2-06.4.6 – If the project is located within the boundaries of a Planned Area Development (PAD) zone, include a reduced-scale map of the PAD on the first sheet, indicating the location of the portion being developed.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

10. COMMENT: 2-06.4.7.A.1 - List as a general note: "Existing zoning is PAD-15."

11. COMMENT: 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses

12. COMMENT: 2-06.4.7.A.6.a – As this site boarders on a street designated on the COT MS&R map provide a general note stating “THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE(S) CRITERIA, UDC ARTICLE 5.4 MAJOR STREETS AND ROUTES SETBACK ZONE (MS&R).”

2-06.4.7.A.8 - For development package documents provide:

13. COMMENT: 2-06.4.7.A.8.d – As this site is part of a larger site provided and updated Bridges tracking table. Contact Elisa Hamblin at Elisa.Hamblin@tucsonaz.gov, for a copy of the current excel file.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

14. COMMENT: 2-06.4.8.B – Provide the recordation information for all existing easements shown on the plan.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

15. COMMENT: 2-06.4.9.E - It appears that some type of land split is proposed and the original block “Block 9” was created via plat, The Bridges Blocks 1 – 15, and block 9 has already be split once at a minimum a minor subdivision will be required. The subdivision is a separate submittal from the development package.

16. COMMENT: 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined.

17. COMMENT: 2-06.4.9.H.5 – Provide a width dimension form the proposed parking to the trash compactor enclosure wall. Per UDC Figure 7.4.6-A and Table 7.4.6-1 and 7.4.6.F.2.b the minimum width should be 26”, 24’ wide PAAL and a 2’ setback to the wall.

This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting.
1. UDC 2-10.4.1 Identification and Descriptive Data
A. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.

Ensure that Zoning and Engineering comments are addressed prior to landscape section approval.

2. Please provide all landscape calculations on the landscape plan, including required trees for the parking areas, Admin. Manual 2-10-4.2.A.2.c and landscape borders, UDC Technical Standards 2-10.4.2.f & g.

3. Remove photos of plant materials, replace with notes detailed above and below this comment.

4. Per Admin. Manual 2-10-4.2.D, provide page/detail reference to civil drawings/details that show bike racks, walkways, and screening/retaining walls on landscape plans. See civil drawing is not sufficient.

5. Provide a maintenance schedule for the landscape and irrigation for this project. UDC 2-10-4.2.A.4.


6. A irrigation details are required per UDC Administration Manual 2-10.4.2.C and Technical Standards Manual Section 4-01.4.2, Irrigation Standards.

7. A Commercial Rainwater Harvesting plan is required UDC Technical Standards Manual – Section 4-01.0.0. and Section 5-01.0.0 Landscaping and Screening.

8. Grading, hydrology, and landscape plans must be integrated to make maximum use of site storm water runoff for supplemental on-site irrigation purposes. The landscape plan shall indicate use of all runoff, from individual catch basins around single trees to basins accepting flow from an entire vehicular use area or roof area. UDC 7.7.6.C.2. The landscape and grading plans must match.

9. The Bridges PAD-15 requires that “additional canopy trees will be added and clustered together, creating large pockets of shade”.

10. The intent is to provide as much shade on the asphalt as possible, and the requirement is 1 tree per 4 parking spaces, meaning that trees are expected to be placed within the parking area itself. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.1.B.1, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a.

11. Identify water meter and POC on irrigation plan.

12. Please add/call out soil moisture gauge/tensiometers and rain shut-off device on irrigation plans and details. UDC 4.2.A.

10/27/2021 LOREN MAKUS ENGINEERING REVIEW Reqs Change 1. Sheet 7 (C-3) references a MAG standard. Please provide a copy of the standard or reference the applicable PAG standard. This project is in Pima County and not Maricopa County.
2. Provide sufficient proposed grade information to demonstrate the maximization of water harvesting. Show that the paved areas will be graded to drain to landscape areas to the maximum extent practicable.
3. The grading plan and the landscape plan must show sufficient detail demonstrating water harvesting for the development area.
4. As indicated in the pre-submittal comments, show how detention and first flush retention requirements are met. Detention and retention requirements may be met in water harvesting basins.
