This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is August 15, 2022. CONTENT REQUIREMENTS 1. COMMENT: 2-06.4.3 – Provide the development package case number, DP21-0212, adjacent to the title block on all sheets. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 2. COMMENT: 2-06.4.9.A – General Note 7 states that this site is made up of parcel numbered 106-04-171A & 160-04-1760, these parcel numbers do not match the parcel number, 106-04-176A, that is listed on the Assessor’s info. Plus, this site is a single parcel not 2. If by chance this site is made up of two parcels a lot combination will be required. 3. COMMENT: 2-06.4.9.H.5 – Per UDC Article 7.4.6.F.2.b Access lanes and PAALs must be setback at least two feet from a wall, screen , or other obstruction over six inches. That said demonstrate on the plan that this requirement is met at the following areas: Along the south side of the access lane that runs east from the entrance off of Los Altos Ave, along the east side of the PAAL providing access to the vehicle parking directly east of Bldg #4, and along the south side of the PAAL providing access to the vehicle parking directly south of Bldg #4. 4. COMMENT: 2-06.4.9.H.5 – If a TSMR for the sidewalk along the east side of Bldg #3 is approved so the required 2’ setback from the building to the access lane/PAAL. 5. COMMENT: 2-06.4.9.H.5.a – The PDMR for the reduction in parking will need to be submitted and approved prior to approval of this DP. If approved provide the PDMR case number adjacent to the title block on all sheets and provide a general note stating the case number, date of approval, what was modified and if applicable list any conditions. 6. COMMENT: 2-06.4.9.O – The setback listed for the “WEST (STREET) is not correct and should be listed as 20’-0” or 1-1/2 times the height of the building wall, greater of the two, as measured from the street property line, see UDC Article 6.4.5.C.1.a. 7. COMMENT: 2-06.4.9.R - The 2’ x 6’ space required for the short-term bicycle parking shown north of Bldg #1 cannot encroach into the 4’-0” sidewalk width. Clearly demonstrate that the minimum 4’ sidewalk width is maintained. 8. COMMENT: 2-06.4.9.R – Per TSM Section 7-01.4.1.B a sidewalk is required adjacent and parallel to any access lane or PAAL on the side where buildings are located. That said provide the required 4’ sidewalk along the south side of Bldg #1 and the east side of Bldg #3. 9. COMMENT: 2-06.4.9.R - Per ICC A117.1-2009 Section 505.10 handrails shall extend beyond and in the same direction of stair flights and ramp runs. That said the handrail extensions shown at the north and south ends of the ramp shown along the west end of Bldg #1 do not meet this requirement 10. COMMENT: 2-06.4.9.R – The sidewalk along the east side of the access lane that provides access off of Navajo Rd needs to go to the property line. This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting. 1. UDC 2-10.4.1 Identification and Descriptive Data A. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan. Ensure that Zoning and Engineering comments are addressed prior to landscape section approval. 2. There is a substandard parking space at the northeast corner of the property, maybe this could be a planter instead and tree #5 could be left in place. 3. Please label the existing and future rights of way for Los Altos and Navajo Rd, UDC 7.6.4.C.2.a. 4. A 10’ landscape border is also required for Navajo Rd, but clearly there isn’t room. Is the tamarisk tree going to be removed? Is it possible to replace with another tree there? Please calculate the required plants for the border and place them elsewhere on the property, or submit an application for a DDO. 5. While the trees in the parking lot meet the 40’ trunk to parking space requirement, their locations do not meet the intent of the requirement. The intent is to provide as much shade on the asphalt as possible, and to do that the length between islands should be less than 7 spaces. 6. Per Admin. Manual 2-10-4.2.D, provide page/detail reference to civil drawings/details that show bike racks, walkways, and screening/retaining walls on landscape plans. 7. Provide a maintenance schedule for the landscape and irrigation for this project. UDC 2-10-4.2.A.4. 8. Please add/call out soil moisture gauge/tensiometers and rain shut-off device on irrigation plans and details. UDC 4.2.A. 9. Revise NPP plan to inventory only plants that will be potentially disturbed by new construction. Remove id no. 2,3, and 4 and redo the calculations based on the remaining existing plants. 10. Please identify existing plants along the northeast side of the parking lot, on site or not?
