Drainage Comments:

2. Maps C400 & 401 - A portion of Drainage Area 1 from Pre-Developed was removed in Post-Developed and moved to Drainage area 3, making comparison of Pre- and Post- numbers difficult. Please review and revise as necessary.
3. Summary Table - Drainage Area 1 Total Runoff increases from Pre- to Post-, while the Peak Runoff decreases, even with the removal of pervious area. Please review and revise as necessary.
4. Summary Table - The table shows Total and Peak Runoff increase under Post-Developed Conditions, which does not meet City of Tucson requirements. Where does this additional runoff go and will it cause adverse impacts? Please review and revise as necessary.
5. Maps C400 & C401 - Provide flow arrows to indicate where Pre- and Post-Developed flows discharge from the project.
6. Map C401 - Flows from property to the north discharge south, onto the project (within the existing gravel roadway) then flow east or west to discharge. New curb is proposed, which will block flow and cause ponding. Please indicated how offsite run-on flows will be handled with the addition of curb.
7. Map C401/C200 - Numerous "flume with steel plate" across sidewalks are show on Site Map. Please provide scupper/flume calculations to demonstrate conveyance capacity.
8. Map C401/C200 - Existing flows along east side of project appear to be conveyed north along the wall and discharge across the gravel roadway. No new scupper/flumes are shown in this location, will flows overtop sidewalk to discharge via curb opening? Please review and revise as necessary.
9. Maps C400 & C401 - Total square footage of site in tables for Pre- and Post-Developed do not match. Please describe why or revise as necessary.
10. Map C401 - Post-Developed Table shows negative square footage for pervious area. Please revise to reflect actual conditions or explain what this means. Please review and revise as necessary.

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is August 11, 2022.

2-06.3.0 FORMAT REQUIREMENTS

1. COMMENT: 2-06.3.7 – The location map shall be provided in the upper right corner of the cover sheet.

2. COMMENT: 2-06.3.12 – The sheet index does not appear to be complete as there were 21 sheets provided and only 19 listed.

CONTENT REQUIREMENTS

3. COMMENT: 2-06.4.1 – Provide an email address for the Engineer, Architect & Owner listed on the cover sheet.

4. COMMENT: 2-06.4.2.D - The page number and the total number of pages in the package (i.e., sheet xx of xx) shall be provided on all sheets.

5. COMMENT: 2-06.4.3 – Provide the development package case number, DP21-0208 & DP19-0291, adjacent to the title block on all sheets.

6. COMMENT: 2-06.4.4 - The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three-inch equals one mile.

7. COMMENT: 2-06.4.4.A – Show the subject property approximately centered within the one square mile


8. COMMENT: 2-06.4.4.C – The section corners; north arrow; and the scale will be labeled on the location map.

9. COMMENT: 2-06.4.6 – As this site is within the boundaries of PAD-16 provide a reduced-scale map of the PAD on the first sheet, indicating the location of the portion being developed.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

10. COMMENT: 2-06.4.7.A.2 - Per PAD-16 Section 3.3.1 the PAD District is considered a single unified site therefore include the entire PAD square footage and acreage within Zoning and Land Use Note 3.

11. COMMENT: 2-06.4.7.A.3 – As a general note identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses.

12. COMMENT: 2-06.4.7.A.6.a – As Craycroft Rd is designated as an Arterial on the COT MS&R Map provide a general note stating “THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE(S) CRITERIA, UDC ARTICLE 5.4 MAJOR STREETS AND ROUTES SETBACK ZONE (MS&R).”

2-06.4.7.A.8 - For development package documents provide:

13. COMMENT: 2-06.4.7.A.8.a – Provide and updated the “EXISTING PAD DISTRICT BUILDING SF & HEIGHT DATA: table on the plan. The most current table can be found on development package DP12-0291. DP19-0291 can be found on the COT PDSD Property Research Online located at: https://www.tucsonaz.gov/PRO/pdsd/.

14. COMMENT: 2-06.4.7.A.8.d - When the proposed site is part of a larger site, the calculations encompass the entire site, whether existing or proposed. If the project is being phased, calculations must show that, at each phase, requirements are being met. All calculation shall include the entire district.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

15. COMMENT: 2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, type and dimensioned width of paving, curbs, curb cuts, and sidewalks.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

16. COMMENT: 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined.

17. COMMENT: 2-06.4.9.H.5 – Provide an access lane width dimension for the new access lane shown near the northwest corner of the site just west of the existing single-story building.

18. COMMENT: 2-06.4.9.H.5.a - Provide and updated the “PARKING CALCULATION”: table on the plan. The most current table can be found on development package DP12-0291. DP19-0291 can be found on the COT PDSD Property Research Online located at: https://www.tucsonaz.gov/PRO/pdsd/.

19. COMMENT: 2-06.4.9.H.5.d – Per PAD-19 Section 3.3 when a portion of the district is redeveloped it shall be brought into compliance with the PAD and or UDC Requirements. As you state that existing bicycle parking meets the number required show the location on the plan and provided details that demonstrate that the existing short- & long-term bicycle meet the requirements of UDC Articles 7.4.9.B.1, B.2, 7.4.9.C & .D.

20. COMMENT: 2-06.4.9.H.6 -

21. COMMENT: 2-06.4.9.Q – Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s).

22. COMMENT: 2-06.4.9.R - Per PAD-19 Section 3.3 when a portion of the district is redeveloped it shall be brought into compliance with the PAD and or UDC Requirements. Per TSM Section 7-01.4.1.B A sidewalk is required adjacent and parallel to any access lane or PAAL on the side where buildings are located (See Figure 1). Provide the required sidewalk along the north side of the Single-Story buildings located in the northwest corner of the site.

23. COMMENT: 2-06.4.9.R – Per PAD19 Section 3.3.5.B.1 the proposed sidewalks are required to 6’-0” wide.

24. COMMENT: 2-06.4.9.R – As you propose to allow parking vehicles to overhang the proposed sidewalk clearly demonstrate that the sidewalk maintains the required 6’-0” clear width or demonstrate that a parking vehicle will not be able to overhang the sidewalk with the use of wheel stop curbing or something similar. If you elect to allow vehicles to overhang the sidewalk the minimum width of the sidewalk is 8’-6”, see UDC Article 7.4.6.H.3.

25. COMMENT: Per PAD-19 Section 3.4.1 Architectural Review is required. Provide written approval from the Architectural Review Board.
