COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is August 08, 2022.

CONTENT REQUIREMENTS

1. COMMENT: 2-06.4.3 – Provide the development package case number, DP21-0201, adjacent to the title block on all sheets.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2. COMMENT: 2-06.4.7.A.4 – Please as “CARWASH SELFSERVICE” to the proposed land use listed under “DEVELOPMENT STANDARDS TABLE”.

2-06.4.7.A.8 - For development package documents provide:

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

3. COMMENT: 2-06.4.8.C - The following information regarding existing public right-of-way adjacent to or within the site shall be provided: type and dimensioned width of paving, curbs, curb cuts, and sidewalks.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

4. COMMENT: 2-06.4.9.H.5 – As the proposed “BAIL OUT” is considered a one-way access lane per UDC Table 7.4.6-2: MOTOR VEHICLE USE AREA DIMENSIONS CONTINUED the required width is 10’-0”.

5. COMMENT: 2-06.4.9.H.5 – As the proposed “BAIL OUT” is considered a one-way access lane per clearly demonstrate that the requirements of UDC Article 7.4.6.H.1 are met along the east side of the access lane.

6. COMMENT: 2-06.4.9.O - The street perimeter yard setbacks are not correct. As this site is on an Arterial designated on the COT MS&R map the required street perimeter yard setbacks are based on UDC Article 6.4.5.C.2 & Table 6.4.5.C-1. Definition of Established Area Setback states that streets designated on the MS&R route do not qualify for Established Area Setbacks, see UDC Article 11.4.6. Provide a setback dimension from the proposed structure to the back of future curb.

7. COMMENT: 2-06.4.9.O – Show the future curb location for both 22nd and Swan based on the streets cross sections shown in the COT MS&R plan and provide perimeter yard setback dimensions from the proposed structure to the back of future curb, this includes the canopy, shown on building permit T21CM06494, over the pay stations. Remove the setback line from the plan.

8. COMMENT: 2-06.4.9.Q – Clearly show the canopy, shown on building permit T21CM06494, over the pay stations and provide the square footage and the height within the footprint.

9. COMMENT: 2-06.4.9.R – As vehicles parking at the vacuum spaces are allowed to overhang the sidewalk demonstrate on the plan the a minimum 4’-0” sidewalk is maintained once the vehicle overhangs the sidewalk 2’-6”.

10. COMMENT: 2-06.4.9.R – COT DMT will need to approve the sidewalk as shown within the right-of-way along Swan.

11. COMMENT: 2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Provide a general note on the plan stating “ALL SIGNAGE REQUIRES SEPARATE PERMI”.

This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting.
1. UDC 2-10.4.1 Identification and Descriptive Data
A. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.

Ensure that Zoning and Engineering comments are addressed prior to landscape section approval.

2. Detail 2 references a backflow enclosure per legend, but there is no legend. Please add enclosure details.

3. Required weather sensor is not provided, UDC Technical Standards 4-01.4.2.

4. There is existing vegetation on site, please label and indicate if it is to stay in place or be removed.

5. Please label the existing and future rights of way for Swan Rd and 22nd Street, UDC 7.6.4.C.2.a.

6. Provide a maintenance schedule for the landscape and irrigation for this project that aligns to UDC 2-10-4.2.A.4. Remove all other maintenance notes.

7. Please delete additional notes that are not required or redundant, e.g. reference to walls in General Notes.

8. Add below notes for planting in right of way, please note a separate permit will be required.


Standard Notes for Planting in ROW
1) It is the owner’s responsibility to keep the Sight Visibility Triangles (SVT), and the pedestrian access area clear of vegetation at all times, per Unified Development Code (UDC) Technical Standards Manual Section 10.
2) It is the owner responsibility to keep a 5’ wide by 7’ tall clear pedestrian access open across the entire property.
3) It is the owner responsible to keep vegetation from growing past the curb line clear and keep a 15’ high clear zone over the travel lane.
4) Final plant locations must be in compliance with all utility setback requirements.
5) The owner understands that if the City of Tucson Transportation Department or any utility company needs to work within the ROW in the landscaped area, plants and irrigation may be destroyed without replacement or repair.
6) The owner takes full liability for this landscape and irrigation, and any damage to roadway, sidewalk and utilities.
7) The only private irrigation equipment that is allowed within the ROW are lateral lines, tubing and emitters that are not under constant pressure. All other equipment must be on private property. (excluding water meter)
8) Contractor to obtain a Right Of Way permit prior to construction within the right-of-way.
