COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is August 25, 2022.

2-06.2.0 APPLICABLE SUBMITTAL REQUIREMENTS

1. COMMENT: 2-06.2.4 – The development package is designed to allow for concurrent review of any site related reviews. Concurrent review means that all plans and documents needed for the review are submitted as one package. Examples of site related reviews include but are not limited to: site plans, landscape plans, NPPO plans, water harvesting plans, grading plans, SWPPP plans, floodplain use permits, and overlay reviews. Separate applications are often required for the different site related reviews even if the plans are submitted concurrently. Sheets E1.1 & E1.2 will not be reviewed during this DP review and require separate permit review.

CONTENT REQUIREMENTS

2. COMMENT: 2-06.4.1 – Provide email address for the Civil & Owner listed on the plan.

3. COMMENT: 2-06.4.2.D - If you are expecting SWPP review as part of this DP review the SWPP plan shall be included in the page number and the total number of pages in the package (i.e., sheet xx of xx).

4. COMMENT: 2-06.4.3 – Provide the development package case number, DP21-0197 and land split case number S21-059, adjacent to the title block on all sheets.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

5. COMMENT: 2-06.4.7.A.4 - Zoning & Land Use Note 3 should list the proposed use as “GENERAL MERCHANDISE SALES SUBJECT TO USE SPECIFIC STANDARD 4.9.9.B.1”.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

6. COMMENT: 2-06.4.9.E – Zoning acknowledges that land split S21-059 has been submitted This land split shall be approved prior to approval of the DP.

7. COMMENT: 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined.

8. COMMENT: 2-06.4.9.H.2 - Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section.

9. COMMENT: 2-06.4.9.H.5.d – The short- and long-term bicycle parking space calculation shall include the number required and provided.

10. COMMENT: 2-06.4.9.H.5.d – Per UDC Article 7.4.9.B.2.d A single rack is designed and located to accommodate two bicycles. That said based on two (2) racks shown on the plan under Keynote 17 the provided number of short-term bicycle parking should be 4.

11. COMMENT: 2-06.4.9.H.5.d – Per UDC Article 7.4.9.B.2.f & Figure 7.4.9-C show the required 2’ x 6” space on the detail. Based on this requirement the minimum clear space between racks is 4’-0”.

12. COMMENT: 2-06.4.9.H.5.d – Per UDC Article 7.4.9.B.2.g & Figure 7.4.9-C A bicycle rack must be a minimum of two- and one-half feet from a wall or other obstruction. As the proposed short-term location is adjacent to the proposed trash enclosure show the required 2’-6” dimension on the detail.

13. COMMENT: 2-06.4.9.H.5.d – Per UDC Article 7.4.9.B.1.e Outdoor bicycle parking areas must be lighted so that they are thoroughly illuminated and visible from adjacent sidewalks, parking lots, or buildings during hours of use. Demonstrate how this requirement is met.

14. COMMENT: 2-06.4.9.I – The proposed dedication called out under Keynote 44 sheet 2 will need to completed prior to approval of this DP. Provide the recordation information within the keynote.

15. COMMENT: 2-06.4.9.R – Per TSM Section 7-01.4.1.b A sidewalk is required adjacent to any parking space accessed by a PAAL where the space is located on the same side of the PAAL as any building and no other parking spaces or PAALs intervene Provide the required sidewalk along the east side of the proposed building.

16. COMMENT: 2-06.4.9.W – Provide a general note on the plan stating “ALL SIGNAGE REQUIRES SEPARTE PERMITS”.

This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting.
1. UDC 2-10.4.1 Identification and Descriptive Data
A. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.

Ensure that Zoning and Engineering comments are addressed prior to landscape section approval.

2. Please provide a Native Plant Preservation Plan that includes all areas to be disturbed.

3. There is a reference to “Parking Lot Tree” in the landscape border, please revise.

4. Please label the existing and future rights of way for Tucson Blvd and Drexel Rd, UDC 7.6.4.C.2.a. What does “Proposed 87’ ROW” reference?

5. Per Admin. Manual 2-10-4.2.D, provide reference to civil drawings/details that show bike racks, walkways, and screening/retaining walls on landscape plans.

6. Provide a maintenance schedule for the landscape and irrigation for this project. UDC 2-10-4.2.A.4. The provided Code section is outdated.

7. Provide location of irrigation water meter and POC.

8. Provide code reference for fuel spill containment requirements on Water Harvesting Plan.

9. Add the following notes to the Native Plant Preservation Plan
a. UDC 7.7.5.4. Fencing is required during construction for all undisturbed areas of Protected Native Plants and for individual Protected Native Plants to be preserved-in-place.
b. The site developer must include language in all contracts with contractors about the importance of staying out of all areas and away from all individual Protected Native Plants to be preserved-in-place.

10. Add the following notes to the Native Plant Preservation Plan, UDC 7.7.5.5 On-site monitoring of all aspects of site clearing, grading, plant protection, preservation, salvage, and mitigation must be provided during project construction at the expense of the developer. The monitor must provide periodic progress reports to the developer outlining the status of work accomplished and any problems encountered. A copy of these reports must be submitted to the PDSD for the project file.

11. UDC 7.7.5.6. The monitor is responsible for an assessment of the condition of the site’s plants one year after the final inspection has been performed on the site. Copies of the report must be submitted to the site’s owner/developer and to PDSD.

2. In the drainage report, clearly describe how the drainage design will support the maximization of water harvesting.
3. Note that off-site improvements require separate right-of-way permits or private improvement agreements.
