COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is July 22, 2022.

CONTENT REQUIREMENTS

Previous comment 4. This comment was not fully addressed. The map does not cover approximately one square mile. COMMENT: 2-06.4.4 - The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three-inch equals one mile, and provide the following information.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

Previous comment 6. This comment was not addressed. Sheet C-001 still shows “PROJECT USE: INDUSTRIAL” again Industrial is a use group not a use. Provide a general note stating the proposed use as “Food and Beverage Wholesaling”. Wholesaling is a use group not a use. COMMENT: 2-06.4.7.A.4 – The plans show different possible uses. Sheet C-001 under “DESIGN CRITERIA” “PROJECT USE” lists “INDUSTRIAL” Industrial is a use group not a use. Sheet C-003 under “ZONING RESTRICTIONS” you list “MANUFACTUREING” and under “PARKING CALCULAITONS” you list “WHOLESALING USE GROUP”. Clarify the use and provide a general not stating the existing & proposed use along will all applicable Use Specific Standards, see UDC TABLE 4.8-5: PERMITTED USES - INDUSTRIAL ZONES.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

Previous comment 9. This comment was not addressed. COMMENT: 2-06.4.8.C - The following information regarding Freeway Industrial Lp right-of-way adjacent to the site shall be provided: the name, right-of-way width, type and dimensioned width of paving, curbs, curb cuts, and sidewalks.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

Previous comment 13. COMMENT: 2-06.4.9.H.5 – Per UDC Article 7.4.6.H.1 Barriers, such as post barricades or wheel stop curbing, are required in a vehicular use area to prevent vehicles from extending beyond the property lines, to prevent cars from damaging adjacent landscaping, walls, or buildings, overhanging adjacent sidewalk areas, and/or driving onto unimproved portions of the site. That said there are several areas where it is not clear if the required barriers are provided: Along the north east and south side of “DB-3”, along the north, east and south side of “DB-4”,along the west property line, north side of “DB-5”, along the east property line, Along the entire length of the access lane that is located west of “DB-1”, along the east, and west side of DB-2”, the entire “AUTO PARKNG AREA.

Previous comment 16. This comment was not addressed, Zoning was not able to find the required details. COMMENT: 2-06.4.9.H.5.a – Provide a detail for both standard and accessible vehicle parking spaces.

Previous comment 18. This comment was not fully addressed. Per UDC Table 7.4.8-1: Minimum Required Bicycle Parking Spaces, WHOLESALING USE GROUP, long-term bicycle parking is required at a ratio of 1 space per 40,000 sq. ft. GFA. Minimum requirement is 2 spaces. Maximum requirement is 10 spaces. Provide a long-term bicycle parking calculation that shows the number required and provided. COMMENT: 2-06.4.9.H.5.d – Until comment 6 is addressed short- & long-term bicycle parking requirements cannot be verified. Per UDC Article 7.4.3.E.2 If an expansion is 25% or greater or if a series of expansions cumulatively results in a 25% or greater expansion in floor area, the requirements of this section apply to the entire site.

Previous comment 19. This comment was not addressed correctly. Street perimeter yard setbacks for this project are 21’ or the Height of the building exterior wall, greater of the two, as measured from the back of curb along the frontage road for I-10 and the outside edge of the nearest adjacent travel lane along Freeway Industrial Lp. All other setbacks are 0’-0”. COMMENT: 2-06.4.9.O – Either completer the “BUILDING SETBACK” shown under “ZONING RESTRICTIONS” or remove them from the plan.

Addition comments based on response to prior comments.
1. COMMENT: 2-06.4.9.H.5.d – Provide a detail for both the required short- and long-term bicycle parking. These details shall demonstrate how the requirements of UDC Articles 7.4.9.B1, .B2, .C & .D are met.
