This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is July 22, 2022. CONTENT REQUIREMENTS 1. COMMENT: 2-06.4.1 – Provide an email addressed for the Owner/Developer listed on the plan. 2. COMMENT: 2-06.4.2.D – Provide the page number and the total number of pages in the package (i.e., sheet xx of xx) within the tittle block on all sheets. 3. COMMENT: 2-06.4.3 – Provide the development package case number, DP21-0191, adjacent to the title block on all sheets. 4. COMMENT: 2-06.4.4 - The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three-inch equals one mile, and provide the following information. 5. COMMENT: 2-06.4.4.C - Section, township, and range; section corners; north arrow; and the scale will be labeled 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 6. COMMENT: 2-06.4.7.A.4 – The plans show different possible uses. Sheet C-001 under “DESIGN CRITERIA” “PROJECT USE” lists “INDUSTRIAL” Industrial is a use group not a use. Sheet C-003 under “ZONING RESTRICTIONS” you list “MANUFACTUREING” and under “PARKING CALCULAITONS” you list “WHOLESALING USE GROUP”. Clarify the use and provide a general not stating the existing & proposed use along will all applicable Use Specific Standards, see UDC TABLE 4.8-5: PERMITTED USES - INDUSTRIAL ZONES. 7. COMMENT: 2-06.4.7.A.6.a – As this site boarders on a street designated on the COT MS&R Map, Miracle Mile, provide a general note on the cover sheet stating “THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE(S) CRITERIA, UDC ARTICLE 5.4 MAJOR STREETS AND ROUTES SETBACK ZONE (MS&R).” 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 8. COMMENT: 2-06.4.8.A - Provide site boundary perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot, or other functional reference system. 9. COMMENT: 2-06.4.8.C - The following information regarding Freeway Industrial Lp right-of-way adjacent to the site shall be provided: the name, right-of-way width, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 10. COMMENT: 2-06.4.9.A – As this site is made up of three (3) parcels, 107-02-0160, 107-02-001E & 107-01-005B, a lot combination is required. Provide a copy of the approved Pima County Assessor’s Combo Request for with the next submittal. 11. COMMENT: 2-06.4.9.F – Provide all existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. 12. COMMENT: 2-06.4.9.H.5 – Per UDC Article 7.4.3.E.2 If an expansion is 25% or greater or if a series of expansions cumulatively results in a 25% or greater expansion in floor area, the requirements of this section apply to the entire site. As the proposed expansion exceeds the 25% expansion provide a fully dimension vehicle use area to include but not limited to all existing and proposed access lane and PAAL width dimensions. 13. COMMENT: 2-06.4.9.H.5 – Per UDC Article 7.4.6.H.1 Barriers, such as post barricades or wheel stop curbing, are required in a vehicular use area to prevent vehicles from extending beyond the property lines, to prevent cars from damaging adjacent landscaping, walls, or buildings, overhanging adjacent sidewalk areas, and/or driving onto unimproved portions of the site. That said there are several areas where it is not clear if the required barriers are provided: Along the north east and south side of “DB-3”, along the north, east and south side of “DB-4”,along the west property line, north side of “DB-5”, along the east property line, Along the entire length of the access lane that is located west of “DB-1”, along the east, and west side of DB-2”, the entire “AUTO PARKNG AREA. 14. COMMENT: 2-06.4.9.H.5.a – Until comment 6 is addressed the vehicle parking requirements cannot be verified. 15. COMMENT: 2-06.4.9.H.5.a – Per the 2012 IBC Section 1106.5 for every six or faction of six accessible parking spaces, at least one shall be van-accessible. Revise the parking space calculation to include the number of required van accessible spaces and provided van accessible space. 16. COMMENT: 2-06.4.9.H.5.a – Provide a detail for both standard and accessible vehicle parking spaces. 17. COMMENT: 2-06.4.9.H.5.a – Provide a detail for the required accessible parking space sign. 18. COMMENT: 2-06.4.9.H.5.d – Until comment 6 is addressed short- & long-term bicycle parking requirements cannot be verified. Per UDC Article 7.4.3.E.2 If an expansion is 25% or greater or if a series of expansions cumulatively results in a 25% or greater expansion in floor area, the requirements of this section apply to the entire site. 19. COMMENT: 2-06.4.9.O – Either completer the “BUILDING SETBACK” shown under “ZONING RESTRICTIONS” or remove them from the plan. 20. COMMENT: 2-06.4.9.Q – Provide the height for both the existing and proposed buildings along with the square footage of the existing building within the footprint of the building. 21. COMMENT: 2-06.4.9.R – Per TSM Section 7-01.2.B.2 If the expansion is 25% or more, these provisions apply to the existing use or structure, as well as the expansion. That said demonstrate how the requirements of TSM 7-01.4.1.A are met, At least one sidewalk is required to a project from each street on which the project has frontage. This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting. 1. UDC 2-10.4.1 Identification and Descriptive Data A. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan. Ensure that Zoning and Engineering comments are addressed prior to landscape section approval. 2. There is a call out for a 60” vegetative screen along Freeway Industrial Loop, however what is shown on the plans is not a 60” vegetative screen. 3. The Dodonaea viscosa symbol should be smaller, as it is not 8’ in diameter after two years growth. 4. Dimension all 10’ landscape borders on the plans from property line, label when there is a change of dimension (along N Freeway). If the border is less than the required 10’ width, additional square footage must be provided elsewhere along the border. 5. Please label the existing and future rights of way for N Freeway Industrial Loop, UDC 7.6.4.C.2.a. 6. Please label the triple line that runs along the N Freeway landscape border, then heads north. 7. Per Admin. Manual 2-10-4.2.D, provide reference to civil drawings/details that show bike racks, walkways, and screening/retaining walls on landscape plans. 8. Provide a maintenance schedule for the landscape and irrigation for this project. UDC 2-10-4.2.A.4. 9. Please show the POC on the irrigation plans, and make the meter, sensor and controller symbols larger for readability. 10. Show the depth of the inert ground cover on detail #3. 11. Demonstrate how stormwater is draining to parking area landscape as well as the landscape borders. On civil plans, it shows all water being drained into basins. How does the storm water management plan integrate with the rainwater harvesting plan?
