COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is July 19, 2022.

CONTENT REQUIREMENTS

1. COMMENT: 2-06.4.1 – Provide an email address for the Architect.

2. COMMENT: 2-06.4.2.D – Provide the page number and the total number of pages (i.e., sheet xx of xx) on all sheets of the development package. Sheet 3 and all of the landscape plans do not provide this information.

3. COMMENT: 2-06.4.3 – Provide the development package case number, DP21-0189, adjacent to the title block on all sheets.

4. COMMENT: 2-06.4.3 – Provide the land split case number, S21-036, adjacent to the title block on all sheets.

5. COMMENT: 2-06.4.3 – Provide the rezoning case number, C9-93-04, adjacent to the title block on all sheets.

6. COMMENT: 2-06.4.4.B – Identify Valencia Rd on the location map.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

7. COMMENT: 2-06.4.7.A.3 – Provide the rezoning conditions for rezoning case number C9-93-04 on the plan.
8. COMMENT: 2-06.4.7.A.6.a – Sheet 2 revise Zoning and Land Use Note 4 to include “GATEWAY CORRIDOR ZONE (GCZ) UDC ARTICLE 5.5’.

2-06.4.7.A.8 - For development package documents provide:

9. COMMENT: 2-06.4.7.A.8.a – Provide the floor area for all buildings on site, see comment 12 below.

10. COMMENT: 2-06.4.7.A.8.a – Sheet 5 shows a patio area of “332 SF” but the patio area is dimensioned as 18’ x 23’ which equals 414 SF. Also, there are tables & chairs shown along the south and northeast side of the building that do not appear to be included in the patio square footage. Per UDC Article 7.4.3.F.4 all outdoor eating areas count toward the SF used in vehicle & bicycle parking requirements.

11. COMMENT: 2-06.4.7.A.8.c – Provide a building area expansion calculation on the plan. Per UDC Article 7.4.3.E.3 Expansions as noted in Section 7.4.3.E.1 and 2 are cumulated over time from April 1, 1969, that said the expansion calculation shall include the former Radio Shack building and any other expansions of the Lowes.

12. COMMENT: 2-06.4.7.A.8.d - When the proposed site is part of a larger site, the calculations encompass the entire site, whether existing or proposed. This includes but is not limited to vehicle and bicycle parking requirements.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

13. COMMENT: 2-06.4.9.E - The north and south property line dimensions do not match what was approved on Land Split S21-036. Also, until the Land Split recorded documents have been provided to PDSD Zoning cannot approve the DP.

14. COMMENT: 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined.

15. COMMENT: 2-06.4.9.H.5.a – Until comment 10 is addressed vehicle parking requirements cannot be verified.

16. COMMENT: 2-06.4.9.H.5.a – The vehicle parking space calculation shall include the entire site and provide the ratio used and number of required and provided.

17. COMMENT: 2-06.4.9.H.5.a – Sheet 5 shows a “2’ OVERHANG” along the southern most vehicle parking, Per UDC Article 7.4.6.H.3 this should be a 2’-6” overhang.

18. COMMENT: 2-06.4.9.H.5.a - The wheel stop location dimension is not show correctly on the “ACCESSIBLE AND STANDARD PARKING DETAIL” & “PRECAST CONCRETE WHEEL STOP DETAIL”, sheet 16, review UDC Article 7.4.6.H.3.

19. COMMENT: 2-06.4.9.H.5.d - Until comment 10 is addressed bicycle parking requirements cannot be verified.

20. COMMENT: 2-06.4.9.H.5.d – Sheet 5 calls out “SHORT CURB BIKE RACK” clarify what a short curb bike rack is. Also, per UDC Article 7.4.9.B.2.d a single rack is designed and located to accommodate two bicycles. As the short-term bicycle details do not match what is shown on sheet 5 it appears that you are proposing 3 racks for a total of 6 short-term spaces. Clarify what is proposed and provide a short-term bicycle parking detail that matches what is proposed.

21. COMMENT: 2-06.4.9.H.5.d – Demonstrate on the short- & long-term bicycle details how the requirements of UDC Article 7.4.9.B.1.e are met.

22. COMMENT: 2-06.4.9.Q – Provide the proposed height of the building within the footprint of the building.

23. COMMENT: 2-06.4.9.R – It appears that parking vehicles will be allowed to overhang the sidewalk area along the east side of the building. Clearly demonstrate that the 4’-0” wide sidewalk is maintained. At a minimum if vehicles are allowed to overhang a sidewalk it must be 6’-6” wide.

24. COMMENT: 2-06.4.9.R – The angled cross walk shown near the southeast corner of the site presents a safety hazard to pedestrians and should run directly east to the existing cross walk.

RESUBMITTAL OF THE FOLLOWING IS REQUIRED: Revised development package
08/18/2021 ROBERT SHERRY PLUMBING-COMMERCIAL REVIEW Reqs Change 1. An approved development plan is not to be used for construction or modification of on-site utilities (e.g. water service to buildings, building sewers, site lighting, electrical service to buildings, etc.). The construction of the on-site utilities may be included with the permit for constructing the building or as a separate permit.
2. The minimum slope for a 3” to 6” building sewer is 1/8” per foot (approximately 1%). Reference Section 704.1, IPC 2018.
3. Provide cleanouts for the building drain serving the trash enclosure. Reference: Sections 703.5 and 708.1.4, IPC 2018.
4. An approved 2-way cleanout fitting is allowed to be used at the junction of a building drain and a building sewer; otherwise, cleanouts shall open to allow cleaning in the direction of flow. Reference: Section 708.1.8, IPC 2018
5. Provide the rim elevation of the next upstream sanitary manhole. Determine the need for a backwater valve per Section 714.1, IPC 2018, as amended by the City of Tucson.
6. Explain how the hot water service to the trash enclosure will comply with Section C404.5, IECC 2018.
7. Clarify what appears to be 1-inch hot and cold water supplies (C15, domestic water note #5) to the south order board. Reference: Section 107.2.1, IBC 2018.

This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting.
1. UDC 2-10.4.1 Identification and Descriptive Data
A. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.

Ensure that Zoning and Engineering comments are addressed prior to landscape section approval.

2. Please provide all landscape calculations on the landscape plan, including street landscape borders (in square feet) with 50% vegetative cover.

3. Please label the existing and future rights of way for Valencia Rd, UDC 7.6.4.C.2.a.

4. A 10’ street landscape is required along Valencia. Up to 5’ of the landscape can be located withing the right of way, upon securing a right of way use permit from Transportation & Mobility. UDC 7.6.4.2. Please provide dimensions for the street landscape border.

5. Per Admin. Manual 2-10-4.2.D, provide reference to civil drawings/details that show bike racks, walkways, and screening/retaining walls on landscape plans.

6. Provide a maintenance schedule for the landscape and irrigation for this project. UDC 2-10-4.2.A.4.

7. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.1.a.1. Ensure that trees in vehicular use areas are planted within and adjacent to parking so that they afford the greatest amount of shade in paved areas, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a.

8. If there are no palm trees, please remove detail on sheet L3.2.

9. A Commercial Rainwater Harvest Plan in accordance with UDC Technical Standards Manual – Section 4-01.0.0. and Section 5-01.0.0 Landscaping and Screening. Demonstrate how stormwater from new pavement is draining into landscape area. Contact me for the Water Budget table spreadsheet.

10. Please provide a backflow preventor and cover detail.

11. Santa Barbara sandstone boulders are difficult to come by in Tucson, please select boulders that are native to the area. In Tucson, decomposed granite (2” depth) is used rather than crushed gravel, there are closer sources for rock mulch than CA.
