This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is July 13, 2022. APPLICATION SUBMITTAL REQUIREMENTS 1. COMMENT: 2-06.2.4 – Remove sheet 9 from the plan set as it is not applicable and will be reviewed during building plan review. CONTENT REQUIREMENTS 2. COMMENT: 2-06.4.1 – Sheet 1 provide the Owner phone and email address and the email address for the Civil Engineer. 3. COMMENT: 2-06.4.2.D – The page number and the total number of pages is not correct on sheets L0.1 – L4.1. 4. COMMENT: 2-06.4.3 – Provide the development package case number, DP21-0179, adjacent to the title block on all sheets. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 5. COMMENT: 2-06.4.7.A.4 – Revise General Site Plan Note 3 to include Use Specific Standard, 4.9.9.B.1. 6. COMMENT: 2-06.4.7.A.6.a – As Campbell Ave is listed on the COT MS&R Map as a Arterial provide a general note stating “THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE(S) CRITERIA, UDC ARTICLE 5.4 MAJOR STREETS AND ROUTES SETBACK ZONE (MS&R).” 2-06.4.7.A.8 - For development package documents provide: 7. COMMENT: 2-06.4.7.A.8.a – If this site is to be considered part of the Fry’s shopping center provide the floor area for all buildings on the site. 8. COMMENT: 2-06.4.7.A.8.c – If this site is to be considered part of the Fry’s shopping center provide a percentage of building, lot area, or vehicular use area expansion calculation on the plan. 9. COMMENT: 2-06.4.7.A.8.d - If this site is to be considered part of the Fry’s shopping center all applicable calculations shall include the enter center. 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 10. COMMENT: 2-06.4.8.A - Provide site boundary perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot 11. COMMENT: 2-06.4.8.B – Based on the Kino Gateway Center final plat recorded under Bk 48, PG 51 there are numerous easements on this parcel. Show the easement on the plan along with the recordation information. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 12. COMMENT: 2-06.4.9.F – The zoning listed for the adjacent south parcel is not correct and should be C-1. 13. COMMENT: 2-06.4.9.H.2 - Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section. 14. COMMENT: 2-06.4.9.H.5.a – Provide a vehicle parking space calculation on the plan. The calculation shall include the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. If this site is to be considered part of the Fry’s shopping center this calculation shall include the entire center. 15. COMMENT: 2-06.4.9.H.5.a – As it appears that you are allowing vehicles to overhang the area north of the proposed vehicle parking spaces, show the 2’-6” vehicle overhang, see UDC Article 74.6.H.3, and demonstrate that the proposed accessible sign does not encroach into the 2’6” area. 16. COMMENT: 2-06.4.9.H.5.d – Per UDC Table 7.4.8-1: Minimum Required Bicycle Parking Spaces, RETAIL TRADE USE GROUP, Retail Trade Uses Less Than 50,000 sq. ft. GFA, the required number of short- & long-term bicycle parking space is 2 each. Provide a short- & long-term bicycle parking space calculation on the plan the provides the number required & provided. Also show the required short- & long-term bicycle parking location on the DP and provide a detail for both that demonstrate how the requirements of UDC Articles 7.4.9.B, .C & .C are met. If this site is to be considered part of the Fry’s shopping center provide the short- & long-term bicycle parking space for the entire center. The center may have enough short- & long-term bicycle parking to accommodate the fuel center. 17. COMMENT: 2-06.4.9.J – It appears that Campbell Ave is at full ROW width but the curb and sidewalk do not appear to be a future location, see COT MS&R plan found at: https://www.tucsonaz.gov/files/pdsd/plans/MSR.pdf, show the future curb and sidewalk on the plan. 18. COMMENT: 2-06.4.9.L – If the fuel center is not going to be part of the Fry’s shopping center as you are proposing access across parcel provide a copy of the recorded cross access easement/agreement with your next submittal. 19. COMMENT: 2-06.4.9.O – Per UDC Article 6.4.5.C.2 & Table 6.4.5.C-1, ADT of 1,000 or greater, the required street perimeter yard is 21’ as measured to the back of future curb. Show the street perimeter yard setback on the plan correctly. 20. COMMENT: 2-06.4.9.Q – Provide the square footage, height and the specific use proposed within the footprint of the kiosk & canopy. 21. COMMENT: 2-06.4.9.R - If this site is to be considered part of the Fry’s shopping center per TSM Section 7-001.4.1.D Sidewalks must connect all areas of the development, show required sidewalk connection on the plan. 22. COMMENT: 2-06.4.9.W - the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. It looks like most of the parking lot runoff is being directed to S Campbell Av and the stormceptor and not any to the west and south landscaped areas. 3. Show the 2'-6" vehicle overhang on the proposed vehicle parking spaces and that the handicap sign isn't encroaching into this overhang. 4.
