08/06/2021 | STEVE SHIELDS | ZONING | REVIEW | Reqs Change | PDSD TRANSMITTAL FROM: PDSD Zoning Review PROJECT: Foothills RV & Storage Development Package (1st Review) DP21-0173 TRANSMITTAL DATE: August 5, 2021 DUE DATE: August 6, 2021 COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is June 30, 2022. CONTENT REQUIREMENTS 1. COMMENT: 2-06.4.3 – Provide the development package case number, DP21-0173, adjacent to the title block on all sheets. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 2. COMMENT: 2-06.4.7.A.3 – Provide all of the rezoning (C9-18-05) conditions on the plan. Also, Zoning was not able to find a rezoning preliminary development plan that is even close to this plan. Contact John Beall at John.Beall@tucsonaz.gov as this may require a major change to the rezoning. 3. COMMENT: 2-06.4.7.A.4 – The Use Specific Standard listed under General Note 3 is not correct. Review UDC TABLE 4.8-4: PERMITTED USES - COMMERCIAL AND MIXED-USE ZONES, C-2 Zone, Storage Use Group With Land Use Class/Type: Personal Storage, and provide the correct Use Specific Standard. 4. COMMENT: 2-06.4.7.A.6.a – Remove General Note 14 from the plan as it is already addressed under General Note 11. 2-06.4.7.A.8 - For development package documents provide: 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 5. COMMENT: 2-06.4.9.A – As this site is made up of four (4) parcels, 110-06-012C, 110-06-013B, 110-06-013E & 110-06-013D, a lot combination is required. Provide a copy of the approved Pima County Assessor’s Combo Request form with your next submittal. 6. 2-06.4.9.F – Clearly define and show the zoning boundaries of the adjacent properties as perimeter yard setbacks need to be verified. 7. COMMENT: 2-06.4.9.H.5 – Per UDC Article 7.4.6.F..2.a.(1) Circulation, Setbacks from Access Lanes and PAALs, Access lanes and PAALs must be setback at least one foot from: An open structure, such as a carport or covered pedestrian access path as measured from the closest part of the structure or roof overhang. Demonstrate on the plan that you are either meeting this setback from the proposed canopies, called out under Keynote 32, to the access lanes or demonstrate that you are meeting or exceeding the minimum allowed height per UDC Article 7.4.6.E.2. 8. COMMENT: 2-06.4.9.H.5.a - Per UDC Article 7.4.3.G When the calculation of required motor vehicle and bicycle parking spaces results in a fractional number, a fraction of one-half or more is adjusted to the next higher whole number, and a fraction of less than one-half is adjusted to the next lower whole number. That said, the required number of vehicle parking spaces shown on the is not correct and should be 33. 9. COMMENT: 2-06.4.9.H.5.a – The IBC reference to “FROM 0 TO 50” is not correct and should be 26 to 50. 10. COMMENT: 2-06.4.9.H.5.c - Show all loading zones, vehicle maneuverability fully dimensioned, and access route. Provide as a note the number of loading spaces required, the number provided, whether the loading space is a Type A or B as provided in UDC Section 7.5.4. 11. COMMENT: 2-06.4.9.H.5.d – Demonstrate on the plan or detail how the requirements of UDC Article 7.4.9.B.1.e are met. 12. COMMENT: 2-06.4.9.J – Clearly show the future right-of-way curb & sidewalk along with dimensions on the plan. 13. COMMENT: 2-06.4.9.O – Until comment 12 is addressed the required street perimeter yard requirements cannot be verified. Street perimeter yard setbacks are based on UDC Article 6.4.5.C.2 & Table 6.4.5.C-1 ADT of 1,000 or greater. Provide a street perimeter yard setback dimension from the proposed building to the back of future curb. 14. COMMENT: 2-06.4.9.O – Provide permit yard setback dimensions from the proposed canopies, called out under Keynote 32, to the adjacent property lines. Per UDC TABLE 6.3-4.A: DIMENSIONAL STANDARDS FOR THE C-1, C-2, C-3, OCR-1, & OCR-2 ZONES, C-2 Zone, Nonres Use to Res Zone, the required perimeter yard setback is 1-1/2 the height of the exterior wall. Until comment 6 and 15 are addressed Zoning cannot verify if perimeter yard setbacks are met but it appears that the proposed canopies will not meet perimeter yard setbacks to the south, east and west property line. A Design Development Option (DDO) will need to be processed and approved for the reduces setbacks. DDO application and requirements can be found at: https://www.tucsonaz.gov/files/pdsd/forms/DDO_for_Setback_and_Height_UDC_8.11.20.pdf. A DDO is a separate submittal from the building plan and shall be submitted at: https://www.tucsonaz.gov/pdsd-filedrop, using the Submission Type “Zoning Administration”.
