COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is June 24, 2022.

CONTENT REQUIREMENTS

1. COMMENT: 2-06.4.3 – Provide the development package case number, DP21-0167, adjacent to the title block on all sheets.

2. COMMENT: 2-06.4.4 - The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three-inch equals one mile

3. COMMENT: 2-06.4.4.A – The required location map shall show the subject property approximately centered within the one square mile area.


4. COMMENT: 2-06.4.4.C – Label the sections corners on the required location map.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

5. COMMENT: 2-06.4.7.A.2 – As the proposed food service is located within a larger shopping center provide the square footage and acreage for the entire center within General Note 10.

6. COMMENT: 2-06.4.7.A.4 – Provide the Use Specific Standards that apply to a food service use within the C-2 zone within General Note 11, see UDC Table 4.8-4.

2-06.4.7.A.8 - For development package documents provide:

7. COMMENT: 2-06.4.7.A.8.a – Provide the floor area for all buildings within the center.

8. COMMENT: 2-06.4.7.A.8.c – Provide a building area expansion calculation based on the entire center.

9. COMMENT: 2-06.4.7.A.8.d - When the proposed site is part of a larger site, the calculations encompass the entire site, whether existing or proposed.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

10. COMMENT: 2-06.4.8.C - The following information regarding Irvington Rd shall be provided: right-of-way width, dimensioned width of paving, curbs, curb cuts, and sidewalks.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

11. COMMENT: 2-06.4.9.A – Based on the property lines shown of the plan there is some type of land split or subdivision planned. The number of lots proposed will determine what process will be required. This process will need to be completed prior to approval of this DP.

12. COMMENT: 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined.

13. COMMENT: 2-06.4.9.H.5 – Provide a width dimension for the access lane north of the proposed building.

14. COMMENT: 2-06.4.9.H.5.a – The vehicle parking space calculation shall provide the number of required and provided for the entire shopping center.

15. COMMENT: 2-06.4.9.H.5.d – The short-term bicycle parking detail shall show how the requirements of UDC Articles 7.4.9.B.1.d, .e, 7.4.9.B.2.a, .f, .g are met.

16. COMMENT: 2-06.4.9.O – Remove the “23; BUILDING SETBACK” line shown on sheet C5.0 as it does not reflect the correct street perimeter yard setback. Per UDC Article 6.4.5.C.2 and Table 6.4.5.C-1 ADT of 1,000 or greater, the required street perimeter yard setback from the proposed building to Irvington Rd is measure from the back of curb or future curb, greater of the two.

17. COMMENT: 2-06.4.9.R – Per TSM Section 7-01.4.1.G Sidewalks or crosswalks cannot cross any type of stacking areas for drive-through lanes, that said the proposed connecting from the building to Irvington Rd sidewalk is crossing a direct stacking space, relocate the sidewalk.

18. COMMENT: 2-06.4.9.R – Per TSM Section 7-01.3.3.B Within all development, a continuous pedestrian circulation path is required as follows: The areas within the development which must be connected include, but are not limited to, all buildings, all bicycle and vehicle parking areas, all recreation areas, all dumpster areas, and all other common use areas. That said demonstrate on the plan how this building connects to the other buildings on site.
19. COMMENT: 2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Zoning acknowledges that drive-though signage is shown on the plan. Also provide a general note on the plan stating that “ALL SIGNAGE REQUIRES SEPARATE PERMITS.

1. UDC 2-10.4.1 Identification and Descriptive Data
A. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.

Ensure that Zoning and Engineering comments are addressed prior to landscape section approval.

2. A Commercial Rainwater Harvesting Plan is required, see UDC Technical Standards Manual – Section 4-01.0.0. Commercial Rainwater Harvesting and Section 5-01.0.0 Landscaping and Screening.

3. An irrigation plan and details are required per UDC Administration Manual 2-10.4.2.C and Technical Standards Manual Section 4-01.4.2, Irrigation Standards.

4. Please label the existing and future rights of way for Irvington Rd, UDC 7.6.4.C.2.a.

5. Per 2-10-4.2.D, provide reference to civil drawings/details that show bike racks, walkways, and screening/retaining walls on landscape plans.

6. Provide a maintenance schedule for the landscape and irrigation for this project. UDC 2-10-4.2.A.4.

7. Include parking area calculations for required trees, 2-10-4.2.A.2.c. Ensure that trees in vehicular use areas are planted within and adjacent to parking so that they afford the greatest amount of shade in paved areas, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a.

8. Acacia salicina is not considered a canopy tree, please choose a more appropriate tree for shading the asphalt.

9. A 10’ street landscape border is required along Irvington Rd. Existing plants may be counted towards fulfilling that requirement.
