COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is June 22, 2022.

2-06.3.0 FORMAT REQUIREMENTS

1. COMMENT: 2-06.3.8 – Provide a north arrow on sheet 1.

2. COMMENT: 2-06.3.12 – Provide a sheet index on the cover sheet that includes all 3 sheets that were submitted.

CONTENT REQUIREMENTS

3. COMMENT: 2-06.4.1 -Provide the email for the architect and the email and phone number for the owner.

4. COMMENT: 2-06.4.2.D - The page number and the total number of pages in the package (i.e., sheet xx of xx), shall be provided on all sheets.

5. COMMENT: 2-06.4.3 – Provide the development package case number, DP21-0162, adjacent to the title block on all sheets.

6. COMMENT: 2-06.4.4 – Move the location map to the upper right corner of the 1st sheet.

7. COMMENT: 2-06.4.4.A – Show the subject property approximately centered within the one square mile area of the location map

8. COMMENT: 2-06.4.4.C – Label the section corners on the location map

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

9. COMMENT: 2-06.4.7.A.4 – The proposed use listed under General Note 3, “RETAIL” is not a use listed in the UDC but a use group. Based on building permit T21CM04975 and the size of the bakery verse the size of the retail area this use should be listed as Perishable Goods Manufacturing. Per UDC Table 4.8-4: PERMITTED USES - COMMERCIAL AND MIXED-USE ZONES, C-1 ZONE Perishable Goods Manufacturing is not an allowed use in the zone. In the C-1 Zone Perishable Goods Manufacturing is only allowed as an access to any permitted Retail Trade Uses, subject to Use Specific Standards 4.9.5.E.4, .5, & .8. Per Use Specific Standards 4.9.5.E.4 The area devoted to the accessory land use is limited to a maximum of 33% of the gross floor area of the proposed Retail Use. Provide a general note that identifies the proposed use as classified per the UDC and list all UDC sections applicable to the proposed uses. If the proposed use is going to be General Merchandise Sales, excluding Large Retail Establishment with Perishable Goods Manufacturing as an accessory use clearly demonstrate on the plan that all Use Specific Standards are met.

2-06.4.7.A.8 - For development package documents provide:

10. COMMENT: 2-06.4.7.A.8.a – Based on current aerial photos there is a storage container located west of the existing building. If this container is to remain show it on the plan and its square footage shall be included in all calculations.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

11. COMMENT: 2-06.4.8.A - Provide site boundary perimeter information, including bearing in degrees, minutes, and seconds, together with distances in feet, to hundredths of a foot,

12. COMMENT: 2-06.4.8.C – Provide the following information for Drexel Rd, right-of-way width, type and dimensioned width of paving, curbs, curb cuts, and sidewalks.

13. COMMENT: 2-06.4.8.C – Provide width dimension for the curb cuts and sidewalks along 12th Ave.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

14. COMMENT: 2-06.4.9.F - - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined.

15. COMMENT: 2-06.4.9.H.2 - Show future and existing sight visibility triangles for all curb cuts. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section.

16. COMMENT: 2-06.4.9.H.5 – Provide width dimensions for the access lane that provides access to the trash enclosure and the PAAL that provides access to the 3 southern most vehicle parking spaces.

17. COMMENT: 2-06.4.9.H.5 – Per UDC Article 7.4.6.H.1 provide some type of barrier at the west end of the norther most vehicle use area.

18. COMMENT: 2-06.4.9.H.5 – Per UDC Article 7.4.6.F.4 provide a back-up spur at the west end of the norther most vehicle use area.

19. COMMENT: 2-06.4.9.H.5.a – Until the use is clarified, see comment 9, the vehicle parking requirements cannot be verified.

20. COMMENT: 2-06.4.9.H.5.a – The parking space calculation shall include the number required/provided for the accessible vehicle parking spaces. This calculation shall include the number of van accessible required/provided.

21. COMMENT: 2-06.4.9.H.5.a - Provide a typical parking space detail for both standard parking spaces and those for the physically disabled.

22. COMMENT: 2-06.4.9.H.5.d – Provide a short- & long-term bicycle parking space calculation for the proposed expansion area. This calculation shall include the number required/provided.

23. COMMENT: 2-06.4.9.H.5.d – Provide a detail for the short- & long-term bicycle parking that demonstrates how the requirements of UDC Articles 7.4.9.B, .C & .D are met.

24. COMMENT: 2-06.4.9.Q – Provide the height and use of the building within the footprint.

25. COMMENT: 2-06.4.9.R – Per TSM Section 7-01.2.B.2 If the expansion is 25% or more of the parking spaces, the provisions of TSM Section 7 apply to the existing use or structure, as well as the expansion. That said clearly show how the requirements of TSM Sections 7-01.4.1.A, .B, .C, 7-01.4.2 & 7-01.4.3.

This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting.
1. UDC 2-10.4.1 Identification and Descriptive Data
A. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.

Ensure that Zoning and Engineering comments are addressed prior to landscape section approval.

2. 7.7. Native Plant Preservation - An approved Native Plant Preservation Plan Sections 7.7.4 is required or a request for an exception from the Native Plant Preservation requirements in accordance with Sections 7.7.3.D.3 & .4 of the Unified Development Code (UDC) is required prior to Grading Plan approval. This must be prepared by a registered landscape architect, biologist or arborist.

3. Landscape, irrigation plans are required for the parking area. Plans should show existing irrigation and vegetation as well as proposed new plantings.




4. A 10’ street landscape border is required along Drexel Rd and 12th Ave, per UDC Table 7.6.4-1.

5. Please label the existing and future rights of way for both Drexel Rd and 12th Ave, UDC 7.6.4.C.2.a .

6. Provide a maintenance schedule for the landscape and irrigation for this project. UDC 2-10-4.2.A.4.

7. Include parking area calculations for required trees, 2-10-4.2.A.2.c. Ensure that trees in vehicular use areas are planted within and adjacent to parking so that they afford the greatest amount of shade in paved areas, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a.

8. Water harvesting shall be maximized by directing runoff to existing and/or new planting areas. Planting areas should be depressed a minimum of 6”, 9” is preferable.
