07/23/2021 | STEVE SHIELDS | ZONING | REVIEW | Reqs Change | PDSD TRANSMITTAL FROM: PDSD Zoning Review PROJECT: HSSA Wilmot Location – Mobile Office Development Package (1st Review) DP21-0 TRANSMITTAL DATE: May 11, 2021 DUE DATE: May 11, 2021 COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is , 2022. 2-06.3.0 FORMAT REQUIREMENTS 1. COMMENT: 2-06.3.7 - A small, project-location map shall be provided in the upper right corner of the cover sheet. This map shall cover approximately one square mile, be drawn at a minimum scale of three-inch equals one mile, and provide the following information; a. Show the subject property approximately centered within the one square mile area. Identify major streets within the square mile area and all streets that abut the subject property. Section, township, and range, north arrow, and the scale will be labeled CONTENT REQUIREMENTS 2. COMMENT: 2-06.4.1 – Provide the email address of the architect and provide the mailing and email addresses, and phone number of the owner/developer on the plan. 3. COMMENT: 2-06.4.2.D - The page number and the total number of pages in the package (i.e., sheet xx of xx) will be provided in the title block. 4. COMMENT: 2-06.4.3 – Provide the development package case number, DP21-0160, adjacent to the title block on all sheets. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 5. COMMENT: 2-06.4.7.A.4 – “Thrift/Furniture Store” is not a use as classified per the UDC. Provide a use as classified per the UDC. It appears that the use should be General Merchandise Sales, excluding Large Retail Establishment, Subject to Use Specific Standard 4.9.9.B.1. Clarify if this site receives donations if so provide documents that approved a donation center at this site. 2-06.4.7.A.8 - For development package documents provide: 6. COMMENT: 2-06.4.7.A.8.a – Provide the floor area for all structures on site. 7. COMMENT: 2-06.4.7.A.8.b – Remove the reference to “Lot Coverage” & “FAR” as per UDC TABLE 6.3-4.A: DIMENSIONAL STANDARDS FOR THE C-1, C-2, C-3, OCR-1, & OCR-2 ZONES, C-2 Zone they are not applicable. 8. COMMENT: 2-06.4.7.A.8.c – Provide a building expansion calculation on the plan. 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 9. 2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the right-of-way width, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 10. COMMENT: 2-06.4.9.F – The zoning listed for the parcel to the west is not correct and should be C-2. Provide the zoning for the parcels east of Wilmot. 11. COMMENT: 2-06.4.9.H.5 – Per UDC Article 7.4.6.D & Figure 7.4.6-A the minimum width of a PAAL when accessing 90-degree parking is 24’. Based on what appears to be wheel stops shown along the North side of the site it does not appear that the width requirement is met. Also, Per UDC Article 7.4.6.F.2.b Access lanes and PAALs must be setback at least two feet from a wall, screen, or other obstruction over six inches. Clearly demonstrate that the setback requirement is met to the wall shown along the north property line. 12. COMMENT: 2-06.4.9.H.5 – Per UDC Article 7.4.6.H.1 Barriers, such as post barricades or wheel stop curbing, are required in a vehicular use area to prevent vehicles from extending beyond the property lines, to prevent cars from damaging adjacent landscaping, walls, or buildings, overhanging adjacent sidewalk areas, and/or driving onto unimproved portions of the site. That said demonstrate how vehicles will be prevented from accessing the area west of the new western most parking area and the area around the proposed mobile office that is called out under Site Plan Note 4. 13. COMMENT: 2-06.4.9.H.5 – Clearly demonstrate how vehicle access is provided to the “Covered Parking” called out near the northwest corner of the existing building. 14. COMMENT: 2-06.4.9.H.5.a - As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. 15. COMMENT: 2-06.4.9.H.5.a – Provide a typical parking space detail for both standard parking spaces and those for the physically disabled. Clearly demonstrate that the requirements of ICC A117.1, Section 502 are met for the proposed accessible spaces. Ensure that the requirements of the 2018 IBC Chapter 11 Section 1106.5 are met. 16. COMMENT: 2-06.4.9.H.5.a – Per 2018 IBC Chapter 11 Section 1106.6 Accessible parking spaces shall be located on the shortest accessible route of travel from adjacent parking to an accessible entrance. It does not appear that the proposed design meets this requirement for the existing building. 17. COMMENT: 2-06.4.9.H.5.a – Provide a detail for the required accessible parking signage. 18. COMMENT: 2-06.4.9.H.5.d – Provide a short- & long-term bicycle parking space calculation on the plan. This calculation shall include the number required and provided. Per UDC Articles 7.4.2.C and 7.4.2.E.1 bicycle parking requirements apply to the proposed mobile office. 19. COMMENT: 2-06.4.9.H.5.d – Provide a short- & long-term bicycle parking space detail that demonstrates how the requirements of UDC Articles 7.4.9.B, .C & .D are met. 20. COMMENT: 2-06.4.9.Q – Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s). 21. COMMENT: 2-06.4.9.R – Per TSM Section 7-01.2.0.B.1 If an expansion is less than 25%, the provisions of TSM Section 7 apply only to the proposed expansion. The following comments apply: i) Clearly demonstrate that there is an accessible route from the proposed mobile office to proposed accessible parking spaces, to the existing building and to at least one of the streets. This accessible route shall meet the requirements of ICC A117.1-2009 Chapter 4. ii) Per TSM Section 7-01.4.1.A a sidewalk is required from the proposed mobile office to both streets. iii) Per TSM Section 7-01.4.2.A Sidewalks associated with PAALs must be physically separated from any vehicular travel lane by means of curbing, grade separation (minimum six inches), barriers, railings, or other means, except at designated crosswalks iv) Demonstrate that the requirements of TSM Section 7-01.4.3 are met.
