This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is June 21, 2022. CONTENT REQUIREMENTS 1. COMMENT: 2-06.4.3 – Provide the development package case number, DP21-0158, adjacent to the title block on all sheets. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 2. COMMENT: 2-06.4.9.H.5 – Per UDC Article 7.4.6.F.2a.(2) show the required 1’-0” setback from the drive-through to the building. 3. COMMENT: 2-06.4.9.H.5 – Per UDC Article 7.4.7 show and dimension the required drive-through stacking spaces on the plan. 4. COMMENT: 2-06.4.9.H.5.d – Zoning acknowledge Keynote 20 but was not able to find the short-term bicycle parking on the plan. 5. COMMENT: 2-06.4.9.O – The street perimeter yard setbacks shown are not correct. Per the definition of Established Area Setback and that Broadway Blvd is an Arterial Street designated on the COT MS&R map this site qualifies for Developing are setbacks. Per UDC Article 6.4.5.C.2 and Figure 6.4.5.C-1 the required street perimeter yard setback for Broadway Blvd is based on an ADT of 1,000 or greater, and is 21’ or the height of the exterior wall, greater of the two, as measure from the back of curb. Based on a Zoning Administrators determination developing area and established area street setbacks cannot be mixed there for developing area setbacks are used for Treat Ave based on an ADT over 140 but less than 1,000 and is 21’ or the height of the exterior wall, greater of the two, as measure from the outside edge of the nearest adjacent travel lane. 6. COMMENT: 2-06.4.9.R – Near the northwest corner of the proposed building demonstrate that a parking vehicle will not reduce the sidewalk width to less than 4’-0”. UDC 2-10.4.1 Identification and Descriptive Data A. Please add more vegetation at the parking area along Treat Ave., a 5’ screen is required, but sight triangles may impact that requirement. Please add sight triangles to all access points. 9. For the proposed 6' sidewalk on the western side of the new building show that vehicles parking will not reduce the sidewalk width to less than 4'. 2. The depressed landscape areas are labeled 6" to 9" deep, but it isn't clear on the grading and drainage plan that those landscape areas are depressed 6" to 9". Please check the spot grades and or add more to show clearly that the depressed areas are 6" to 9" deep. 3. The drainage report states that the project is in an undesignated basin, however, since the plans were submitted after June 1st of this year the new detention/retention manual is in effect and it classifies everything that previously was undesignated basin to balanced basin. That being said, with such a small site and most of the low 100-yr discharges going to water harvesting basins, we are fine with the design as is.
