| 06/02/2021 | SBEASLE1 | OTHER AGENCIES | TUCSON AIRPORT AUTHORITY | Reqs Change | June 2, 2021 RE: DP21-0113 / Campbell Landing, Tentative Plat, 1st submittal review, Received May 5, 2021 Thank you for the opportunity to comment on DP21-0113, Campbell Landing; 1st Submittal, a development package application of a tentative plat for an approximately 4.3 acre site, located northeast of the intersection of South Tucson Boulevard and East Wieding Road. The property is zoned Light Industrial Zone (I-1), with the proposed development being four commercial buildings. This site is within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, FAA Part 77 airspace, City of Tucson Airport Environs Zone (AEZ) Overlay; Compatible Use Zone 2 [CUZ-2], and Airport Hazard District. According to the Federal Aviation Administration (FAA) Notice Criteria Tool, this proposed project resulted in the following responses: 1. Your proposed structure exceeds an instrument approach area by 51 feet and aeronautical study is needed to determine if it will exceed a standard of subpart C of 14CFR Part 77. The FAA, in accordance with 77.9, requests that you file. 2. Your proposed structure is in proximity to a navigation facility and may impact the assurance of navigation signal reception. The FAA, in accordance with 77.9, requests that you file. 3. 77.9(b) by 12 ft. The nearest airport is TUS, and the nearest runway is 03/21. 4. The FAA requests that you file. The Tucson Airport Authority conditionally approves the subject request contingent upon the following conditions of approval, as noted below. These conditions shall be identified in the general notes of the revised development plan. Conditions of approval: 1. The applicant shall file FAA Form 7460 with the FAA at least 45 days before construction activities begin unless FAA staff, with the Obstruction Evaluation / Airport Airspace Analysis (OE/AAA), provides the project applicant with written communication that filing FAA Form 7460 is not required. It is highly recommended that the applicant file earlier than 45 days to provide the applicant with sufficient time to respond to any concerns which are identified by the FAA. Any cranes which are used must also be identified with Form 7460. Please file Form 7460 at https://oeaaa.faa.gov/oeaaa/external/portal.jsp 2. Development of the subject property shall not cause or potentially affect aviation in the vicinity of the site, determined in the reasonable judgment of the Tucson Airport Authority, including but not limited to, physical obstructions to aircraft operations, interference with operations by way of electrical static, visual obstructions through emissions or glare, and/or the open storage of petroleum products, explosive materials, or materials which attract or lead to the concentration of wildlife. Although this project does not propose a change in plan designation or zoning the Tucson Airport Authority highly recommends the applicant add the following note into the general notes of the revised development plan. This project is located approximately 0.43 miles northeast of Tucson International Airport and is within FAA traffic pattern airspace, an area which would be subject to aircraft overflight and noise due to being in close proximity to Tucson International Airport. The proposed note would provide a means of assuring that future owners and tenants of the property are aware they are in proximity an airport and further assures the continued right of the City of Tucson, Tucson Airport Authority, and all persons lawfully utilizing the Tucson International Airport the right to utilize the airspace above or near the property. This would be accomplished through the property owner recording the Avigation Easement. The Tucson Airport Authority believes the proposed note helps to support the City of Tucson Airport Environs Overlay Zone and supports Plan Tucson – Regional and Global Positioning policy 4 (RG-4). 1. "That prior to the City's approval of any construction permit for a permanent building, the property owner shall record the Avigation Easement which discloses the existence, and operational characteristics of the Tucson International Airport to future owners or tenants of the property and further conveys the right to the public to lawfully use the airspace above the property. The Avigation Easement shall be recorded in a manner with the Pima County recorder which shall document it as having title liability. The content of such documents shall be according to the form and instructions provided. The current property owner or person authorized to sign on behalf of the current property owner shall complete, sign, and record the Avigation Easement. Please record the Avigation Easement with the Pima County Recorder’s Office. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. COMMENT: 2-06.4.7.A.4 – The Use Specific Standards listed under General Note 3 is not correct, remove “.4” from the note. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 4. COMMENT: 2-06.4.9.H.5 – Per UDC Article 7.4.6.F.2.b Access lanes and PAALs must be setback at least two feet from a wall, screen , or other obstruction over six inches. That said show the required 2’ setback from the proposed wall/fence called out under Keynote 11 along the east side of lots 2 & 4. 5. COMMENT: 2-06.4.9.H.5 - Per UDC Article 7.4.6.H.1 Barriers, such as post barricades or wheel stop curbing, are required in a vehicular use area to prevent vehicles from extending beyond the property lines, to prevent cars from damaging adjacent landscaping, walls, or buildings, overhanging adjacent sidewalk areas, and/or driving onto unimproved portions of the site. Demonstrate on the plan how this requirement will be met for the areas south of the thickened pavement edge, called out on lots 1 & 2 and north of the thickened pavement edge on lots 3 & 4. 6. UDC 2-10.4.1 Identification and Descriptive Data A. The Native Plant Summary table has an x for required mitigation, please correct. 5. Provide calculations for number of required canopy trees. The parking lot layer is turned off and the hydro layer with sub-surface containment is turned on. 6. The hatch in the landscape areas makes it difficult to see the plants, please revise, sheet.13 7. Graphic conflict with text along Wieding Rd., sheet 13 8. The existing tree to remain in the legend is not the same as the tree shown in the planting area within the right of way. 9. Note that the minimum width of the landscape border is 10’ (5’ of which can be in the R/W with required permits). Wider and smaller borders are allowed as long as the 10’ minimum average is maintained. Fifty percent vegetative coverage amounts can be used in wider borders, if the design integrity is maintained. 10. Provide square footage of the vehicular use area; number of parking spaces, including the required and provided parking space calculations; and the calculation of the required number of canopy trees. Trees are required within the parking area at a density of 1 canopy tree/4 parking spaces. Parking islands with canopy trees are preferred. 11. Relocate all trees in parking lots so that there is a maximum amount of shade covering the asphalt, or provide parking area islands. 12. Show point of drainage off roof areas, amount of flow, and disposition of flow. 13. Please clearly label the curb inlets to landscape areas (WHIA) to allow water into the planted areas. Grading/paving plan should match landscape plans and water should be directed first into landscape areas and then into sub-subsurface detention areas. Please coordinate with engineer to ensure that water harvesting basins work with detention units. 14. Provide a maintenance schedule for the landscape and irrigation for this project.
