An approved development plan is not to be used for construction or modification of on-site utilities (e.g. water service to buildings, building sewers, site lighting, electrical service to buildings, etc.). The construction of the on-site utilities may be included with the permit for constructing the building or as a separate permit.
2. HDPE is not approved for use as a water service pipe. Reference: Section 605.3, IPC 2018.
3. An approved 2-way cleanout fitting is a single fitting, not a field-assembled group of individual fittings as shown in details on C04.1 and C05.2. Reference: Section 708.1.8, IPC 2018.
4. Revise the site utility drawing to include the location, invert and rim elevations of the upstream and downstream manholes. If the rim elevation of the next upstream sanitary manhole is higher than the first floor elevation or is less than 12” below the first floor elevation, provide a note on the plans requiring the installation of a backwater valve when future plumbing activities take place. Thank you for the opportunity to comment on DP21-0091 Panda Express, new restaurant, Tucson Marketplace; 1
st Submittal, a development package application for a 0.594 acre site, which is located southwest of the intersection of East Tucson Marketplace Boulevard and South
Kino Parkway.
The property is zoned Planned Area Development 15 (PAD-15) and the project
would support the development of a commercial restaurant.
This site is within the Tucson International Airport avigation easement requirements and public
disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace.
The Tucson Airport Authority conditionally approves the subject request contingent upon the following conditions of approval, as noted below. The below conditions of approval shall be included in the revised development package plan set.
Conditions of approval:
1. “According to the Federal Aviation Administration (FAA) Notice Criteria Tool, this project
area is located in proximity to a navigation facility and could impact navigation signal
reception. The project applicant shall file FAA Form 7460 with the FAA at least 45 days
before construction activities begin for the proposed project unless FAA staff, with the
Obstruction Evaluation / Airport Airspace Analysis (OE/AAA), provides the project
applicant with written communication that filing FAA Form 7460 is not required. It is
highly recommended that the applicant file earlier than 45 days to provide the applicant
with sufficient time to respond to any concerns which are identified by the FAA. Any
cranes which are used must also be identified with Form 7460. Please file Form 7460 at

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is May 20, 2022.

2-06.3.0 FORMAT REQUIREMENTS

CONTENT REQUIREMENTS

1. COMMENT: 2-06.4.1 – Remove all City employees and their information from the Project Contacts sheet 1.

2. COMMENT: 2-06.4.2.D - Provide the page number and the total number of pages on sheet 15.

3. COMMENT: 2-06.4.3 – Provide the development package case number, DP21-0091, adjacent to the title block on all sheets.

4. COMMENT: 2-06.4.4 - The project-location map shall be drawn at a minimum scale of three-inch equals one mile.

5. COMMENT: 2-06.4.4.B – Label Tucson Marketplace Blvd & M L King Jr Way on the location map.

6. COMMENT: 2-06.4.4.C – Label section corners and provide a north arrow and the scale on the location map.

7. COMMENT: 2-06.4.6 – If the project is located within the boundaries of a Planned Area Development (PAD) zone, include a reduced-scale map of the PAD on the first sheet, indicating the location of the portion being developed.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

8. COMMENT: 2-06.4.7.A.1 – Remove all references to “B-III” and “B-III Retail” as “B-III” and “B-III Retail” are not zoning designations.

9. COMMENT: 2-06.4.7.A.4 – Provide a general not identifying the existing and proposed use of the property as classified per the UDC. The existing use should be vacant and the proposed use should be food service.

2-06.4.7.A.8 - For development package documents provide:

12. COMMENT: 2-06.4.7.A.8.d – Provide the required Bridges Tracking table within the DP, contact Elisa Hamblin for a current copy of Excel file.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

13. COMMENT: 2-06.4.8.B – Clearly shown all easements of record on the plan along with the recordation information.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

14. COMMENT: 2-06.4.9.H.5 – Provide some type of barrier along the west end of the site along the access lane to prevent vehicles from access this area, see UDC Article 7.4.6.H.1

15. COMMENT: 2-06.4.9.H.5.a – Provide a typical parking space detail for both standard parking spaces and those for the physically disabled. This detail shall include a location dimension for the proposed wheel stops per UDC Article 7.4.6.H.3.

16. COMMENT: 2-06.4.9.H.5.a – Until comment 10 is addressed the required number of vehicle parking spaces cannot be verified.

17. COMMENT: 2-06.4.9.H.5.d – The bicycle parking space calculation shall provide the number required and provided.

18. COMMENT: 2-06.4.9.H.5.d - Until comment 10 is addressed the requirement for long-term bicycle parking cannot be verified.

1. UDC 2-10.4.1 Identification and Descriptive Data
A. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.

11. Add a note that all landscape areas will be depressed 6-9” to facilitate water harvesting.
