05/04/2021 | STEVE SHIELDS | ZONING | REVIEW | Reqs Change | FROM: Development Services Department Zoning Review PROJECT: Hacienda Del Sol – Storage Building Development Package (1st Review) DP21-0085 TRANSMITTAL DATE: May 4, 2021 DUE DATE: May 4, 2021 COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is April 11, 2022. 2-06.3.0 FORMAT REQUIREMENTS 1. COMMENT: 2-06.3.5 – Remove the old development package stamp from the plans as an electronic stamp will be applied once the DP is approved. 2. COMMENT: 2-06.3.12 – Sheet index appears to show 9 sheets but only 3 were submitted, clarify. CONTENT REQUIREMENTS 3. COMMENT: 2-06.4.2.D – Provide the page number and the total number of pages in the package (i.e., sheet xx of xx) on all sheets. 4. COMMENT: 2-06.4.3 – Provide the development package case number, DP21-0085, adjacent to the title block on all sheets. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 5. COMMENT: 2-06.4.7.A.4 – Per TABLE 4.8-3: PERMITTED USES - OFFICE ZONES, O-3 Zone, Personal Storage is not an allowed use in the O-3 zone. A rezoning will be required. Zoning recommends you list the use as ADMINISTRATIVE OFFICE with a detached accessory structure. 2-06.4.7.A.8 - For development package documents provide: 6. COMMENT: 2-06.4.7.A.8.c – Provide a building expansion calculation on the plans. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 7. COMMENT: 2-06.4.9.E – As this site is technically part of the overall business park a lot combination is required. Provide a copy of the approve Pima County Combination Request form with your next submittal. 8. COMMENT: 2-06.4.9.O – The perimeter yard setbacks shown under General Note 7 are not correct. Per UDC TABLE 6.3-3.A: DIMENSIONAL STANDARDS FOR THE O-1, O-2, & O-3 ZONES, O-3 Zone, Nonres use to Nonres zone the required perimeter yard setback is 10’-0” or ¾ the height of the proposed exterior building wall. 9. COMMENT: 2-06.4.9.O – Per UDC TABLE 6.3-3.A: DIMENSIONAL STANDARDS FOR THE O-1, O-2, & O-3 ZONES, O-3 Zone, Nonres use to Nonres zone the required perimeter yard setback is 10’-0” or ¾ the height of the proposed exterior building wall. Based on the 14’-6” height provide on the plan the required perimeter yard setback to the north, east and south property line is 10’-11”, proposed setback to the north property line is 3’-0”, to the south property line is 1’-8” and to the east property line is 0’-9”. At a minimum a neighbor sign off is required for the north and east setback, the south setback will be eliminated once the lot combination is completed. For the neighbor signoff provide the following text on the development package and have the adjacent owner sign and date: My Name is____________________ and I am the owner of the property located at_______________________. I have reviewed the site plan and I have no objection to structure being located or constructed________ feet from the property line as depicted on the site plan. Signature: _____________________________ Date: _________________________________ If you are not able to obtain the neighbor signoff, as you are reducing the setback to the east to less than 1’-0” a Board of Adjustment for Variance will be required. If you can provide at least a 1’-0” setback to the east property a Design Development Option (DDO) could reduce the perimeter yard setbacks.
