Thank you for the opportunity to comment on DP21-0073 Blackhawk Ranch; 2nd Submittal, a tentative plat application for an 86.72 acre site, site which is located southwest of the
intersection of South Wilmot Road and Interstate 10. The property is zoned Commercial Zone 2 (C-2) and Suburban Homestead Zone (SH) but is proposed to be rezoned to Residence Zone 1 (R-1) as part of a pending rezoning case with the City of Tucson, C9-21-01. This rezoning
would support the development of a single family residential development.

This site is within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace.

The Tucson Airport Authority is satisfied with the 2nd submittal of this project and has no additional comments to provide.

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is March 25, 2022.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

1. Zoning has reviewed the rezoning conditions but was not able to find a condition requiring an 8’-0” perimeter wall. Provide written documentation for this wall. COMMENT: 2-06.4.9.O – The proposed “8’ HIGH NOISE BARRIER WALL” called out under “CONSTRUCTION KEY NOTE” 28 is required to meet perimeter yard setbacks, see UDC Article 6.6.2.I unless you can demonstrate that the wall meets one of the exceptions.

We have reviewed the second submittal; including the comment response provided by WLB Group, and we have the following comments:

This submittal did not include the updated Traffic Impact Analysis Report. ADOT provided comments on the TIA in August of 2020, see attached for reference.

It is noted in the Comment Responses that the Developer will be required by the City of Tucson to make the roadway connection of Los Reales from Craycroft to the development as a requirement of the re-zoning process as a result of ADOTs previous comments and needs for the future I-10 R/W in accordance with the I-10 Design Concept Report.

The intersection of Wilmot and Garden Stone is of interest to ADOT due to its proximity to I-10. The TIA indicated the need for signalization of this roadway connection. The Site Plans did not include this item. Please advise on this item from the City's Engineering/Traffic Engineering group. There is a reference on Sheet 25 of 69 of a separate Public Improvement Plan is mentioned for the Roadway Improvements at Garden Stone and Wilmot. The Site Plans did not include any Traffic Plans, including a Pavement Marking Plan that is called out for reference on Sheet 12 of 69.

Sheet 15B of 69 indicates future R/W dedication to ADOT which will be needed for the future expansion of I-10 and the Wilmot Traffic Interchange.
