This plan has been reviewed for compliance with applicable development criteria in the Unified Development Code (UDC) Administrative Manual (AM) Section 2-11, City of Tucson Uniform Development Code (UDC) Article 7.7 Native Plant Preservation, 7.6 Landscaping and Screening, and the UDC Technical Standards Manual (TSM). The required Environmental Resource Report has been reviewed and accepted. 1. UDC 2-10.4.1 Identification and Descriptive Data A. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan. 2. On Sheet 1, F- Trails it states that there are no Pima County Trails adjacent to the site, however, the rezoning conditions state that the North Fork of Airport Wash is listed on the Regional Trail System Master Plan. Please elaborate. Also, please include the 8’-wide trail adjacent to the North Fork on the NPP plans. The trail should meander to avoid significant vegetation. 3. The Environmental Resource Report submitted is for the rezoning, which is not sufficient in detail for a development plan. A detailed ERR is required to address impacts, Protected Riparian Areas, and mitigation to the North Fork of the Airport Wash. Please note that only crossings, not encroachment are allowed in ERZ washes. UDC 4-02.2.B.2 4. Please provide all NPP mitigation worksheets (can be submitted as a separate document) and an explanation regarding the low viability of the trees. Demonstrate adequate maneuverability for fire apparatus and solid waste service vehicles. 2. Pad grades for lots 10, 11, 224 and 225 are at or below the BFE for the adjacent floodplain. Increase the proposed pad grades so the parcels will not be subject to flooding. 3. Other pads adjacent to the floodplain have minimal freeboard compared to the BFE. Ensure enough margins of safety are provided. 4. The SWPPP identifies the outfall to an unnamed wash. Clarify the Airport Wash is the receiving water. 5. Grading is shown into the floodplain of the washes on the site. It is not clear that riparian resources in these areas have been inventoried and identified.
