4. On the grading plan clearly indicate existing and proposed grades. Show proposed depth of fill. If the depth of fill in the outer 100 feet is 2 feet or greater, show compliance with Technical Standard 2-01.8.1.
5. Show how adjacent properties will not have adverse impacts from local drainage at the bottom of fill slopes.
6. Check the dimension on detail A-02. Check all details for accuracy.
7. Confirm the finished grades for lots adjacent to the floodplain. For example the proposed grade for lot 13 is at the WSEL. Provide adequate freeboard for these lots.
8. Show SVTs for PAALs/Access lanes to community center from adjacent streets.
9. Show drainage patterns for the development.
10. Clearly show how water harvesting will be maximized. Provide example details for how WH areas will be graded.
11. Clearly show and label existing and proposed floodplain boundaries. Make sure proposed grades are consistent with the proposed FP boundaries.
12. Confirm the WSE for each cross-section in the floodplain area.

Thank you for the opportunity to comment on DP21-0067 /Site/Grading/ Swppp/Floodplain - Voyager Mobile Home Park, Phase 1 (Units 1-154), and Phase 2 (Units 155-307); 1st Submittal, a development package application for a 64.02 acre site, site which is located east of the intersection of East Voyager Road and South Kolb Road.

The property is zoned Residence Zone 1 (RX-1) but was rezoned under City of Tucson case C9-19-17 to be Mobile Home Zone 2 (MH-2) to support the future development of a single family residential development or a manufactured home residential development.

This site is within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace.

The Tucson Airport Authority is unable to approve the 1st submittal of this project. The applicant shall revise Rezoning Condition #9 on the development package to include the text on the 2nd page of the attached rezoning conditions which were omitted from the 1st submittal of development package.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is March 30, 2022.

2-06.2.0 APPLICATION SUBMITTAL REQUIREMENTS

1. COMMENT: 2-06.2.1 – It is not clear what is proposed for this project. Is this a mobile home park where individual parcels are not going to be sold or is this a subdivision where individual lots will be sold. The submitted application did not show a tentative plat or an FLD which would be required for this project if individual lots are proposed. The common areas and R/W shown on the plans indicate a subdivision. If this is a FLD subdivision a revised application and information on the required neighbor meeting shall be provided with the next submittal. Depending on the response to this comment additional comments maybe forth coming.

2-06.3.0 FORMAT REQUIREMENTS

2. COMMENT: 2-06.4.3 – Provide the development package case number, DP21-0067, adjacent to the title block on all sheets.

2-06.4.7 - General Notes

4. COMMENT: 2-06.4.8.A - Provide site boundary/subdivision perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot, or other functional reference system.

5. COMMENT: 2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

6. COMMENT: 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined.

7. COMMENT: 2-06.4.9.G – As you are proposing phasing provide a single phased plan with your next submittal. This submittal should be a single multi-page pdf file that includes all drawings within the set.

8. COMMENT: 2-06.4.9.H.1 – As the proposed street section shown on sheet 2 does not match any sections within TSM Section 10 a Technical Standards Modification Request will be required.

9. COMMENT: 2-06.4.9.H.5.a – The proposed visitor parking show backing out directly into the right of way does not match any street section within TSM Section 10 a Technical Standards Modification Request will be required.

10. COMMENT: 2-06.4.9.H.5.a – As common are visitor parking is proposed clearly demonstrate how the requirements of UDC Article 7.4.6.B.2.c are met.

11. COMMENT: 2-06.4.9.V - For gang mailboxes indicate location to assure there are no conflicts with other requirements, such as pedestrian accessibility, utilities, and landscaping.

1. UDC 2-10.4.1 Identification and Descriptive Data
A. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.

2. On NPP plans, add the numbers and their meaning to the legend on all sheets for clarity.

3. There are major graphic conflicts on sheets 58, 59, 60, 61, and 62. Enlarge areas and show on the side of the plan so that they are readable. Review all sheets to ensure that all numbers and symbols are not on top of each other so that they can be clearly read.

4. On sheet 65, please add the specific sheets on the civil plans that information on required screens can be found.

5. Provide plant and irrigation maintenance schedule in accordance with UDC Section 7.6.8 on sheet 65.

6. Add to the note regarding decomposed granite, that it shall be placed at a minimum depth of 2”.

7. UDC Article 7.6.4.b.1. In vehicular use area, 1 canopy tree shall be provided for each 4 parking spaces. Ensure that trees in vehicular use areas are planted within and adjacent to parking so that they afford the greatest amount of shade in paved areas, UDC Technical Standards Manual 5-01-.3.2. Please check sheets 67,68, 70, 71, 72, 73 and 74.

8. Per UDC Article 7.6.4.C.2.b.(3) The landscape border must be recorded as common area and maintained by the homeowners association (HOA) for the subdivision . The subdivision CC&Rs shall reference and require compliance with the maintenance standards in Section 7.6.8, Maintenance. The PDSD Director may allow the recording of a public use easement with the subdivision plat in cases where the standards of this section are the only reason for the creation of an HOA. The public use easement shall require the abutting property owner to install and maintain a landscape border in accordance with the standards in this section.
