COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Landscape Review Section comments were addressed.
This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting.
1. UDC 2-10.4.1 Identification and Descriptive Data
A. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.

Ensure that Zoning and Engineering comments are addressed prior to landscape section approval.

2. A 5’ minimum landscape border is required along the streets. UDC 7.6.4.C.4.b.1

3. Please provide all landscape calculations on the landscape plan, including required trees for the parking areas and landscape borders.

4. Turn off utilities layer for clarity and readability or separate the landscape and irrigation plans.

5. Provide a secure cover for the backflow preventor detail.

6. The irrigation concept is unclear. Are the circles rainwater tanks? How are the trees watered when the tank is empty?

7. Identify inlets to planting areas on both the grading/drainage and landscape plans.

8. Please resolve graphic conflicts on all sheets for maximum readability.

9. Please label the existing and future rights of way for 13th St and Warren Ave., UDC 7.6.4.C.2.a.

10. Per Admin. Manual 2-10-4.2.D, provide reference to civil drawings/details that show bike racks, walkways, and screening/retaining walls on landscape plans.

11. Provide a maintenance schedule for the landscape and irrigation for this project. UDC 2-10-4.2.A.4.

12. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.1.a.1.

13. Include parking area calculations for required trees, 2-10-4.2.A.2.c. Ensure that trees in vehicular use areas are planted within and adjacent to parking so that they afford the greatest amount of shade in paved areas, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a.

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is March 10, 2022.

CONTENT REQUIREMENTS

1. This comment was not fully addressed, the case number was not provided on sheets 4 & 5. COMMENT: 2-06.4.3 – Provide the development package case number, DP21-0064, adjacent to the title block on all sheets.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

2. COMMENT: 2-06.4.9.H.5.a – Per 2018 IBC Chapter 11Section 1106.5 Van Spaces. For every six of fraction of six accessible parking spaces, at least on shall be van accessible. That said, the provided accessible space must be van accessible and meet the requirements of ICC A117.1-2009 Section 502.2. The propose space does not meet these requirements.

3. COMMENT: 2-06.4.9.H.5.d – Zoning was only able to find 7 long term bicycle parking spaces, clearly show the eight spaces on the plan.

4. This comment was not addressed correctly. As stated before this site does not quality for developing area setbacks so the street setbacks are not correct. Review UDC Article 6.4.5.C.1 and correct the street perimter yard setbacks. COMMENT: 2-06.4.9.O – Most of the information provided under the “SETBACKS” is not correct and needs to be reviewed for correctness, i.e., the west is not a R/W, North is not C-1, South is not C-3. Required street perimeter yard setbacks do not qualify for developing area setbacks and should address established area street perimeter yard setbacks, see UDC Article 6.4.5.c.1.

5. COMMENT: 2-06.4.9.O – Based on the submitted plans a Design Development Option (DDO) will be need for a front street perimeter yard setback. As you are proposing 10’-0” for both street frontages along Units 3 & 4 and one is required to be 20’-0” or 1-1/2 times the height, based on a wall height of 10’-0” as shown on the plan the required front street perimeter yard setback is 20’-0”. You can choose which street is the front street as long as the other meets the 10’-0” side street setback.

09/13/2021 SBLOOD1 ENGINEERING REVIEW Reqs Change 1. Reference UDC Figure 7.4.6-B and show the required back up spur at a minimum depth of 3' to give adequate back up space, and show that vehicles in all parking spaces have room to back out and maneuver out of the parking lot.
