The propose shows the elimination of the southernmost retention basin. This will need to be either re-established. Constructed to take into account the design of the original basin or replaced elsewhere on site. The reference drainage report/statement could not be found. Provide on next submittal
4) Per Stormwater Detention/Retention Manual section 3.4.2 provide a grade control marker for each of the proposed detention basins. On the plans please also provide the coordinates of the grade control markers so that they can be easily located in the future
5) Sheet 5. Provide construction/cross section details for Basin 2B and the associated perforated PVC pipe. It is not clear how this is constructed

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is February 14, 2022.

CONTENT REQUIREMENTS

1. COMMENT: 2-06.4.3 – Provide the development package case number, DP21-0041, adjacent to the title block on all sheets.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

COMMENT: 2-06.4.7.A.4 – Under Zoning and Land Use Note 3 you list the use as “MEDICAL (EXTENDED HEALTH CARE) SUBJECT TO 4.9.13.O (OUTDOOR ACTIVITY MAY OCCUR PER 2c) and then under this note you list the use as “Residential Care Service: Physical and Behavioral Health use (Specialized Treatment Home) per Russlyn Wells Determination, which use are you proposing? Until the proposed use is clarified required calculation such as vehicle, bicycle, loading, etc. cannot be verified. Zoning will review this as a “Residential Care Services, Adult Care or Physical and Behavioral Health Services: Unlimited # of Residents” subject to Use Specific Standards 4.9.7.J.3.d, .4, .6, & .8 and 4.9.13.O.

3. COMMENT: 2-06.4.7.A.6.a – Remove Zoning and Land Use Note 4 from the plan as it is not applicable.

4. COMMENT: 2-06.4.7.A.8.b – As this site is subject to Use Specific Standard 4.9.7.J.8, “The maximum permitted lot coverage is 60%. Provide a lot coverage calculation on the plan that meets the requirements of UDC Article 6.4.3.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

5. COMMENT: 2-06.4.9.E – As this site is made up of seven (7) parcels, 133-15-305A, 133-15-305D, 133-15-305E, 133-15-305F, 133-15-305G, 133-15-305H, & 133-15-305J, a lot combination will be required. Provide a copy of the approved Pima County Combo Request with your next submittal.

6. COMMENT: 2-06.4.9.H.5.a – Until the proposed use is clarified Zoning cannot verify required vehicle parking. As Zoning stated in comment 2 this project has been reviewed as a Residential Care Services, Adult Care or Physical and Behavioral Health Services: Unlimited # of Residents”, that said unless the proposed “ADMINISTRATION OFFICE AN COMMUNITY BUILDING” is a separate use from the residential care service it would not be parked separate from the care use. Remove the 1:300 requirements and provide a vehicle parking space calculation based on UDC Table TABLE 7.4.4-1: MINIMUM NUMBER OF MOTOR VEHICLE SPACES REQUIRED, Residential Care Services: 21 or more Residents, only.

7. COMMENT: 2-06.4.9.H.5.a – The vehicle parking space calculation shall also include the number of required & provided accessible parking space, including Van accessible spaces.

8. COMMENT: 2-06.4.9.H.5.d – Short-term bicycle detail 3 sheet 3, it is not clear how the requirements of UDC Article 7.4.9.B.2.a, .b. & .c are met.

9. COMMENT: 2-06.4.9.H.5.d – Sheet 1 & 3 the long-term bicycle parking calculation is not correct. Per UDC Table 7.4.8-1: Minimum Required Bicycle Parking Spaces, RESIDENTIAL USE GROUP, Residential Care Services, 0.10 spaces per bedroom. Minimum requirement is 2 spaces, not “1.15” or 0.15” as shown on the plan.

10. COMMENT: 2-06.4.9.O – The street perimeter setback listed on sheet 1 is not correct and should be 20’-0” or 1-1/2 the height of the proposed exterior wall measured to the street property line.

11. COMMENT: 2-06.4.9.O – The street perimeter yard setback shown on sheet 3 is not shown correctly and should be measured from the street property line.

12. COMMENT: 2-06.4.9.Q – Provide the height of all buildings within the footprint for all buildings shown on the plan.

13. COMMENT: 2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Also provide a general note stating “ALL SIGNAGE REQUIRES SEPARTE PERMIT”.
