COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is February 2, 2022.

FORMAT REQUIREMENTS

2-06.4.7 - General Notes

2-06.4.7.A - Zoning and Land Use Notes

4. This comment was not addressed. COMMENT: 2-06.4.7.A.5 – Provide a density calculation on the plan, see UDC Article 6.4.7.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

5. COMMENT: 2-06.4.8.A - Provide site boundary perimeter information, bearing in degrees, minutes, and seconds.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

6. This comment was not addressed, some type of barrier is required along the entire access lane and PAAL. COMMENT: 2-06.4.9.H.5 – Demonstrate on the plan how the requirements of UDC Article 7.4.6.H.1 are met.

7. This comment was not fully addressed fully dimension the back-up spur and provide the required barriers see comment above. COMMENT: 2-06.4.9.H.5 – Provide back-up spurs at the east and west end of the PAAL providing access to Units 2 & 3, see UDC Article 7.4.6.F.4.

8. The vehicle parking space calculation shall show the total number required and provided. Clarify what you are showing “6 ACCESSIBLE” spaces for. Is this the required or provided? Per 2018 IBC Chapter 11 Table 1106.1 1 to 25 parking spaces provide on 1 accessible space is required and it shall be van accessible. COMMENT: 2-06.4.9.H.5.a – Per UDC Article 11.3.7.A.3 Multifamily Development Any residential development consisting of three or more dwelling units on an integrated site or single lot. That said this site is considered multifamily not SFR and the vehicle parking is based on the number of bedrooms in each unit, see UDC Table 7.4.4-1: MINIMUM NUMBER OF MOTOR VEHICLE SPACES REQUIRED, RESIDENTIAL USE GROUP, Multifamily Dwellings - 0-70 units/acre. Revise the calculation.

9. COMMENT: 2-06.4.9.H.5.a Clearly show the proposed accessible parking space(s) on the plan.

10. COMMENT: 2-06.4.9.H.5.a Provide a detail for the required accessible signage.

11. This comment was not address you are still showing tandem parking. COMMENT: 2-06.4.9.H.5.a – Clearly show each vehicle parking space on the plan. Per UDC Article 7.4.6.B.3 Tandem or stacked vehicle parking is not allowed for a multifamily development.

12. Clarify what you are showing “6 ACCESSIBLE” spaces for. Is this the required or provided? Per 2018 IBC Chapter 11 Table 1106.1 1 to 25 parking spaces provide on 1 accessible space is required and it shall be van accessible. COMMENT: 2-06.4.9.H.5.a – Revise the vehicle parking space calculation to include the number of required and provided accessible parking spaces.

13. Detail 4 sheet 1 does not meet the requirements of ICC A117.1-2009 Section 502. COMMENT: 2-06.4.9.H.5.a – Provide a parking space detail for both standard and accessible parking spaces.

The following comments are based on the requirements of TSM Section 7-01.2.B.2 that this site is required to the requirements of TSM 7-.1 for the entire site.

2-06.4.9.R – Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual.

14. COMMENT: 2-06.4.9.R – It is not clear where all of the required sidewalks are located.
The following TSM Sections need to be addressed:
7-04.4.1.B – A sidewalk is required along the east and south side of Unit #1
7-04.4.1.C - A sidewalk is required along the North side of Unit #1, east side of the northern future unit
7-04.4.1.F – The cross walk shown at the east end of the southern PAAL is directly located in the backup area for a parking space and shall be relocate.
7-04.4.2 – Clearly demonstrate that the sidewalks are physically separated from all vehicle use areas.

This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting.
1. UDC 2-10.4.1 Identification and Descriptive Data
A. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.

Ensure that Zoning and Engineering comments are addressed prior to landscape section approval.

2. Renumber the landscape/irrigation sheets consecutively within the entire plan set.

3. Construction details and an irrigation plan is required.

4. A 10’ landscape border is required along the west and south adjacent to any single family residence, UDC Table 7.6.4-1.

5. Please label the existing and future rights of way for Laguna St, per UDC 7.6.4.C.2.a.

6. Add to Note 5 - depress all landscape areas 6-9” to collect stormwater.

7. Provide a maintenance schedule for the landscape and irrigation for this project. UDC 2-10-4.2.A.4.

8. The Landscape Legend is incomplete; include all botanical names, container sizes, and quantity.

9. Note #3 and #4 are not clear, please revise for this specific plan.

10. The Landscape Calculation #3 indicates vegetative G.C. and shrubs. There is no ground cover species used on the legend, (Salvia greggii is not a groundcover) and neither of the area calculations are correct.

11. The cross hatching is not identified in the landscape areas. Also, it is very difficult to read the plant symbols because of the similarity of the symbols to the hatching, please revise to make the landscape plans more readable.
