COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is February 2, 2022.

CONTENT REQUIREMENTS

1. COMMENT: 2-06.4.3 – Provide the development package case number, DP20-0249, adjacent to the title block on all sheets.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

2. COMMENT: 2-06.4.7.A.5 – Provide a density calculation on the plan, see UDC Article 6.4.7.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

3. COMMENT: 2-06.4.8.A - Provide site boundary perimeter information, bearing in degrees, minutes, and seconds.

4. COMMENT: 2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the, right-of-way width, and dimensioned width of paving, curbs, curb cuts, and sidewalks.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

5. COMMENT: 2-06.4.9.H.2 - Show existing sight visibility triangles on the plan.

6. COMMENT: 2-06.4.9.H.5 – Demonstrate on the plan how the requirements of UDC Article 7.4.6.H.1 are met.

7. COMMENT: 2-06.4.9.H.5 – Provide back-up spurs at the east and west end of the PAAL providing access to Units 2 & 3, see UDC Article 7.4.6.F.4.

8. COMMENT: 2-06.4.9.H.5 – The proposed “GRAVEL DRIVE” does not meet the requirements of UDC Article 7.4.6.I.

9. COMMENT: 2-06.4.9.H.5.a – Per UDC Article 11.3.7.A.3 Multifamily Development Any residential development consisting of three or more dwelling units on an integrated site or single lot. That said this site is considered multifamily not SFR and the vehicle parking is based on the number of bedrooms in each unit, see UDC Table 7.4.4-1: MINIMUM NUMBER OF MOTOR VEHICLE SPACES REQUIRED, RESIDENTIAL USE GROUP, Multifamily Dwellings - 0-70 units/acre. Revise the calculation.

10. COMMENT: 2-06.4.9.H.5.a – Clearly show each vehicle parking space on the plan. Per UDC Article 7.4.6.B.3 Tandem or stacked vehicle parking is not allowed for a multifamily development.

11. COMMENT: 2-06.4.9.H.5.a – Revise the vehicle parking space calculation to include the number of required and provided accessible parking spaces.

12. COMMENT: 2-06.4.9.H.5.a – Provide a parking space detail for both standard and accessible parking spaces.

13. COMMENT: 2-06.4.9.H.5.d – The short-term bicycle parking is not allowed “IN RESIDENCE”. Show the required short-term bicycle parking on the plan and provide a detail the demonstrates how the requirements of UDC Article 7.4.9.B & .C are met.

14. COMMENT: 2-06.4.9.O – Per UDC Article 6.3.3.C Multifamily is considered Nonresidential for determining the applicable dimensional standards. That said the perimeter yard setbacks shown for the south and west are not correct and should be 10’ or ¾ the height of the exterior building wall, greater of the two.

15. COMMENT: 2-06.4.9.O – Revise the setback for the east to read ¾.

16. COMMENT: 2-06.4.9.O – Provide a setback dimension from the post supporting the proposed porches to the south property line. It appears that a Design Development Option may be required.

17. COMMENT: 2-06.4.9.R – Per TSM Section 7-01.2.B.2 If the expansion is 25% or more, these provisions apply to the existing use or structure, as well as the expansion. That said per TSM Section 7-01.3.3.B The areas within the development which must be connected include, but are not limited to, all buildings, all bicycle and vehicle parking areas, all recreation areas, all dumpster areas, and all other common use areas. That said show the required sidewalk connection to the future and existing units.

18. COMMENT: 2-06.4.9.R – Provide width dimensions for all sidewalks on the plan.

19. COMMENT: 2-06.4.9.T - - Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route

20. COMMENT: 2-06.4.9.V – Demonstrate how mail delivery will be accomplished to assure there are no conflicts with other requirements, such as pedestrian accessibility, utilities, and landscaping.

21. COMMENT: 2-06.4.9.W – Provide a note on the plan stating “ALL SIGNS REQUIRE SEPARATE PERMITS.”

03/17/2021 LOREN MAKUS ENGINEERING REVIEW Reqs Change 1. The wash crossing was constructed without required permits and reviews. A construction permit and floodplain use permit are required.
2. The drainage report indicates the driveway will act as a broad-crested weir. Photos of the driveway crossing the wash shows obstruction to flow. Address the obstructions to flow in the drainage report.
3. In the drainage report show how the extent of inundation is affected by the driveway and fences. Provide a backwater analysis for the wash behind the driveway crossing.
4. Close the unused curb cut along Laguna Street.
5. Show solid waste storage and service location. Multifamily developments require centralized on-site collection.
6. Show the erosion hazard setback on the plans. This should also be addressed in the drainage report.
7. Provide water surface contours on the site plan.
8. Show slopes and drainage patterns on the site plan. Demonstrate ADA compliance for pedestrian routes.
9. Provide dimensions for parking spaces.
10. Show required paving for vehicle use areas.
11. Explain the connection to the property to the east. Show easements for this crossing.
12. Provide an estimate of cut and fill quantities. If cut and fill exceed 50 cubic yards a grading development package will be required.
