COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is November 10, 2021.

CONTENT REQUIREMENTS

1. 2-06.4.2.C - 2-06.4.2.D - The page number and the total number of pages in the package (i.e., sheet xx of xx).

2. 2-06.4.3 – Provide the development package case number, DP20-0227, adjacent to the title block on all sheets.

3. 2-06.4.8.B – Provide the recordation information for the easement called out under Keynote 25.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

4. 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

5. 2-06.4.9.H.5 – Based on current aerial photos it appears that the proposal is to separate this site from the parcel to the east and that the parking configuration has changed. Per UDC Article 7.4.6.D & Table 7.4.6-1 when accessing 90 degree parking the minimum width of a parking area access lane (PAAL) is 24’ wide. That said the PAAL shown along the east side of the site is only 20’-6” wide.

6. 2-06.4.9.H.5.a – Until the proposed use is provided, see comment 4, vehicle parking requirements cannot be verified.

7. 2-06.4.9.H.5.a – Based on current aerial photos it appears that the proposal is to separate this site from the parcel to the east and that the parking configuration has changed. As you are proposing to add wheel stops to the site provide a detail that demonstrates that the requirements of UDC Article 7.4.6.H.3 are met.

8. 2-06.4.9.H.5.a – Along the east side of the site there is a light pole called out under Keynote 14 that encroaches into the proposed vehicle overhang and would not allow a vehicle to fully pull into the vehicle parking space.

9. 2-06.4.9.H.5.d – Keynotes 21 & 22 call out short- & long-term bicycle parking. Provide a detail for both the short- & long-term bicycle parking that demonstrates how the requirements of UDC Articles 7.4.9.B.1 & .2, 7.4.9.C & 7.4.9.D are met.

10. 2-06.4.9.R – Keynotes 10 & 11 call out for a new gas meter and electrical service. Demonstrate on the plan that the requirements of TSM Section 7-01.4.3.A are maintained.

RESUBMITTAL OF THE FOLLOWING IS REQUIRED: Revised development package
01/20/2021 SBLOOD1 ENGINEERING REVIEW Reqs Change 1. Show on the plans or in a detail that all proposed wheel stops are the minimum two and one-half feet from the front of the parking spaces per UDC article 7.4.6.H.3.
2. Show dimensions on the plans or in a detail that the proposed bollards have no more than 5 feet clear as per TSM 7-01.4.2.B.
3. Show the minimum width of 10 feet for the last parking space next to the trash enclosure as per UDC article 7.4.6.D.2.b.
4. As per UDC article 7.4.6.H.1 Barriers are required in a vehicular use area to prevent vehicles from extending beyond the property lines. Show a barrier from the last most northern wheel stop up to the northern property line to prevent vehicles from crossing beyond the property line to the east.
5. The existing light pole on the east side of the property is encroaching into the proposed vehicle overhand and would not allow a vehicle to fully pull into the vehicle parking space.
6. Per UDC Article 7.4.6.D the minimum width of a parking area access lane (PAAL) is twenty-four feet. The plans show 20'-6" for the PAAL on the eastern parking lot. Per the UDC Article 7.4.6.D the minimum standard parking space size is 8.5 Ft x 18 Ft and therefore, the proposed parking spaces could be reduced on both sides by one foot leaving a PAAL width of 22'-6" which would still require a PDMR.
