This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is September 28, 2021. CONTENT REQUIREMENTS 1. COMMENT: 2-06.4.3 – Provide the development package case number, DP20-0189, adjacent to the title block on all sheets. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 2. COMMENT: 2-06.4.7.A.4 – List the Use Specific Standards for “General Merchandise Sales” in the C-2 Zone in General Note 3, see UDC TABLE 4.8-4: PERMITTED USES - COMMERCIAL AND MIXED USE ZONES. 2-06.4.7.A.8 - For development package documents provide: 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 3. COMMENT: 2-06.4.9.A – It does not appear that the parcel distance shown for Lots 4 & 5 match what is shown on final plat S20-031, clarify the differences. 4. COMMENT: 2-06.4.9.G – Zoning acknowledges that Phasing is proposed with Phase 1 being the primary access lane. Phase 2 appears to be for lots 1, 2, 3 & 6 with lots 4 & 5 being developed under separate development packages. If lots 4 & 5 are being developed under separate development packages why do you show development on these lots on sheet 1 & 3 along with development standards, parking requirements, etc. on sheet 1? Also, clarify if what phase Lot 6 is part of. Based on the phase lines shown on the plan it not part of the access lanes shown under Phase 1 but within the footprint of the building on sheets 6 & 8 it shows Phase 1. Lot 6 also appears to show it to be improved under a separate development package, it is noted as “IMPROVEMENTS PER DP20-___” and development criteria, dimension and keynote have not been provided on sheet 5. Additional comments maybe forth coming once the phasing is clarified. 5. COMMENT: 2-06.4.9.H.5 – Until comment 4 has been addressed requirements of this standard cannot be fully addressed. 6. COMMENT: 2-06.4.9.H.5.a - Sheet 1 General Note 18, Building #4 the square footage of the building is listed as 9,600, within the footprint on sheet 1 you show 9,200, which is correct. 7. COMMENT: 2-06.4.9.H.5.a – Within the vehicle parking space calculation show the number of van accessible space required and provided. 8. COMMENT: 2-06.4.9.H.5.a – Clarify why parking details are being for areas that will be developed under separate DP’s 9. COMMENT: 2-06.4.9.H.5.d – Sheet 1 General Note 18, Building #1 Retail Sales the required ratio used for the short-term bicycle paring is not correct. Per UDC Table 7.4.8-1: Minimum Required Bicycle Parking Spaces, RETAIL TRADE USE GROUP, Retail Trade Uses Less Than 50,000 sq. ft. GFA, Short-term bicycle parking is based on 1 space per 5,000 sq. ft. GFA. Minimum requirement is 2 spaces. 10. COMMENT: 2-06.4.9.H.5.d – Detail G sheet 11 show the required dimension from the rack to the building to the south, see UDC Article 7.4.9.B.2.g. 11. COMMENT: 2-06.4.9.H.5.d – If lots 4 & 5 are under a separate development package why are you providing bicycle details for these lots? 12. COMMENT: 2-06.4.9.H.5.d – You provide a bicycle parking detail for lots 6 but do not show the bicycle parking on sheet 5, clarify. 13. COMMENT: 2-06.4.9.R – Building #3 it appears that the proposed short-term bicycle parking encroaches into the sidewalk width. Clearly shown that the minimum 4’ sidewalk is maintained. 14. COMMENT: 2-06.4.9.R – Depending on when lot 6 will be developed demonstrate on the plan how the requirements of TSM Section 7-01.3.3 are met.
