2. If the proposed method of collection requires that the 4 CY container be on wheels and rolled out to a designated service/collection area then include a general note specifying that Patio Bar employees will be responsible for rolling the waste containers to and from the area.
3. The proposed designated service/collection area should be positioned to flow with traffic.

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is August 02, 2021.

2-06.1.0 GENERAL

2-06.1.1 PURPOSE
This standard has been prepared for the purpose of informing applicants of the submittal and review requirements for development package documents to assure proper and adequate information is presented in a consistent manner, thereby providing the basis for an efficient and timely review. The development package documents are prepared in support of applications for building permits and related reviews.

The information that is requested establishes the basis upon which the project will be approved and could affect what is required of the property in the future, should there be a proposal for expansion or for a different use of the property.

This standard does not waive any applicable city regulations or codes.

2-06.1.2 APPICABILITY
This standard shall be used for all site plans and tentative plats submitted to PDSD for review.

2-06.2.1 APPLICATION SUBMITTAL REQUIREMENTS
Development Package applications are available from PDSD. Completed applications and accompanying materials shall be submitted to PDSD. Incomplete or inaccurate applications will not be accepted, nor will any application in which the pre-application conference or neighborhood meeting requirements have not been met. The types of documents and the specific number of copies required of each of the documents are on the PDSD website or may be obtained from PDSD. Resubmittals of development packages require a comment response letter that details how all previous comments have been addressed. Provide the same number of copies of the comment response letter as plans provided.
The following documents and information shall be submitted upon application:

2-06.2.1 Application Form
A completed application signed by the property owner or authorized designee;

2-06.2.2 Development Package
A development package must be prepared to the format and content requirements described herein;

2-06.2.3 Related Reviews
In addition to the plan process, a project may require review for other types of plans and documents. The applications for those processes are submitted to the appropriate department for review and approval. These related reviews can be applied for so that review can occur concurrently with the development package application. However, it must be understood that, should the related application be approved subject to conditions or denied, this may affect the;

2-06.2.4 Concurrent Reviews
The development package is designed to allow for concurrent review of any site related reviews. Concurrent review means that all plans and documents needed for the review are submitted as one package. Examples of site related reviews include but are not limited to: site plans, landscape plans, NPPO plans, water harvesting plans, grading plans, SWPPP plans, floodplain use permits, and overlay reviews. Separate applications are often required for the different site related reviews even if the plans are submitted concurrently; and,

2-06.2.5 Fees
Fees in accordance with Section 4-01.0.0, Development Review Fee Schedule.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

1. This comment was not addressed. 2-06.4.7.A.6.a – As it appears that some type of modification will be needed, i.e. IID, Board of Adjustment, etc. Provide the case number adjacent to the title block on all sheets and provide a general note stating the case number, date of approval, what was modified and if applicable any conditions of approval.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

2. 2-06.4.9.H.5.a – As the two western most vehicle parking spaces encroach into the SVT’s they may not be counted as provided vehicle parking spaces. A Board of Adjustment of IID must be approved for the reduced vehicle parking prior to approval of this DP.

3. This comment was not addressed correctly. Bicycle parking is based on the gross floor area (GFA) for all areas necessary to provide the service. That said all the outdoor areas count as GFA for calculating the required number of bicycle parking, long-term bicycle parking is required. 2-06.4.9.H.5.d - It does not appear that short - & long-term bicycle parking space calculation is correct. The calculation should include all use areas include the patios, storage areas outside bar and if there will be food and beverage service in the garden area it should also be included.

4. This comment was not fully addressed, provide the square footage and proposed use within the footprint of the buildings.2-06.4.9.Q - Provide the square footage and the height of each commercial, and the specific use proposed within the footprint of the building

Participation in the Infill Incentive District (IID) Program requires that any work to the property is deemed consistent with the US Secretary of the Interior's Standards. The proposed work will also require review by the Tucson Pima County Historical Commission Plans Review Subcommittee (PRS). The existing plans do not provide enough information to make a deterimination on the impact to the historic resource. Please provide information on the work to the historic house include any window/door modifications, additions such as the awning, stage and patio. Also include additional information on the yard improvements. Note the material, design and attachment/installation information of the new elements.

1. UDC 2-10.4.1 Identification and Descriptive Data
A. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.

2. There is a disconnect between the plant symbol sizes (too small) and the calculations for 50% coverage (too big). None of the plant widths are correct in the Landscape Requirements chart. Also, the 30" height of plants listed in the Plant Schedule is incorrect.

7.6.4.C.e. Vegetative Ground Cover
Fifty percent or more of the area of the street landscape border must be covered with shrubs or vegetative ground cover. The required ground coverage must be achieved within two years from the date of planting.
7.6.5.B.3. Hedges and Other Vegetation Screens
a. Plants used for screening purposes may not be smaller than a five gallon can size when planted. The plants may be aligned, or unevenly spaced, but must provide a continuous screen at maturity within two years.
3. Larrea tridentate is not an appropriate plant for a 10' landscape border as eventually they grow to be much wider than that.

4. Water harvesting plan is missing, please submit.

5. Add plant and irrigation maintenance schedule to plans, per UDC Administrative Manual 2-10-4.4.

a. Pruning schedules to show that plant material will maintain pedestrian and vehicular clearances or that the material will establish opaque hedge screens, if required;
b. Replacement criteria, should plant material not survive; (already on plan)
c. Replacement or upkeep maintenance schedules for inert ground cover materials;
d. Upkeep maintenance schedules for exterior hardscape materials; and,
e. Maintenance and replacement schedules for irrigation systems.

6. Show point of drainage off roof areas, amount of flow, and disposition of flow.

7. Provide a detail to show tree planting with root barrier adjacent to walkways and pavement.
