Tucson Electric Power Company (TEP) has reviewed the development plan submitted June 30, 2020. TEP is unable to approve the plan at this time.
TEP facilities are not depicted on plans, our designer cannot tell if there will be conflicts with new development. In order for TEP to approve the plan, our facilities and easements must be depicted on the plans.

Enclosed is a copy of a TEP facility map showing the approximate location of the existing facilities. All costs associated with the relocation of the facilities in conflict will
be billable to the developer.
Please resubmit a revised blueline to the City of Tucson for TEP’s review.

SECTION 2-10.0.0: LANDSCAPE PLAN REQUIREMENTS

4.1 Identification and Descriptive Data

A. RE: DP20-0116 / Site/Grading/SWPPP - Hemisphere Loop Spec Building / 1st Submittal, Received June 2, 2020

Thank you for the opportunity to comment on DP20-0116, Hemisphere Loop Spec Building; 1st Submittal, a development package application for an approximately 4.85 acre site, located northwest of the intersection of South Palo Verde Road and East Britannia Drive. The property is zoned Light Industrial Zone (I-1), with the proposed development being a building to support a future industrial or office use.

This site is within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace.

According to the Federal Aviation Administration (FAA) Notice Criteria Tool, this proposed project resulted in the following responses:

1. Your proposed structure exceeds an instrument approach area by 14 feet and aeronautical study is needed to determine if it will exceed a standard of subpart C of 14CFR Part 77. The FAA, in accordance with 77.9, requests that you file.
2. Your proposed structure is in proximity to a navigation facility and may impact the assurance of navigation signal reception. The FAA, in accordance with 77.9, requests that you file.
3. 77.9(b) by 6 ft. The nearest airport is TUS, and the nearest runway is 03/21.
4. The FAA requests that you file

The Tucson Airport Authority conditionally approves the subject request contingent upon the following conditions of approval, as noted below. These conditions shall be identified in the general notes of the revised development plan.

Conditions of approval:

1. "The applicant shall file FAA Form 7460 with the FAA at least 45 days before construction activities begin unless FAA staff, with the Obstruction Evaluation / Airport Airspace Analysis (OE/AAA), provides the project applicant with written communication that filing FAA Form 7460 is not required. It is highly recommended that the applicant file earlier than 45 days to provide the applicant with sufficient time to respond to any concerns which are identified by the FAA. Any cranes which are used must also be identified with Form 7460. Please file Form 7460 at https://oeaaa.faa.gov/oeaaa/external/portal.jsp"

Although this project does not propose a change in plan designation or zoning the Tucson Airport Authority highly recommends the applicant add the following note into the general notes of the revised development plan. This project is located approximately 1 ¼ miles northeast of Tucson International Airport and is within FAA traffic pattern airspace, an area which would be subject to aircraft overflight and noise due to being in close proximity to Tucson International Airport.

The proposed note would provide a means of assuring that future owners and tenants of the property are aware they are in proximity an airport and further assures the continued right of the City of Tucson, Tucson Airport Authority, and all persons lawfully utilizing the Tucson International Airport the right to utilize the airspace above or near the property. This would be accomplished through the property owner recording the Avigation Easement. The Tucson Airport Authority believes the proposed note helps to support the City of Tucson Airport Environs Overlay Zone and supports Plan Tucson - Regional and Global Positioning policy 4 (RG-4).

1. "That prior to the City's approval of any construction permit for a permanent building, the property owner shall record the Avigation Easement which discloses the existence, and operational characteristics of the Tucson International Airport to future owners or tenants of the property and further conveys the right to the public to lawfully use the airspace above the property. The Avigation Easement shall be recorded in a manner with the Pima County recorder which shall document it as having title liability. The content of such documents shall be according to the form and instructions provided.

The current property owner or person authorized to sign on behalf of the current property owner shall complete, sign, and record the Avigation Easement. Please record the Avigation Easement with the Pima County Recorder's Office. Once the Avigation Easement is recorded please send a complete copy of the recorded easement document to Tucson Airport Authority by either email (send to srobidoux@flytucson.com) or to the mailing address provided below.

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is June 01, 2021.

2-06.1.0 GENERAL

2-06.1.1 PURPOSE
This standard has been prepared for the purpose of informing applicants of the submittal and review requirements for development package documents to assure proper and adequate information is presented in a consistent manner, thereby providing the basis for an efficient and timely review. The development package documents are prepared in support of applications for building permits and related reviews.

The information that is requested establishes the basis upon which the project will be approved and could affect what is required of the property in the future, should there be a proposal for expansion or for a different use of the property.

This standard does not waive any applicable city regulations or codes.

2-06.1.2 APPICABILITY
This standard shall be used for all site plans and tentative plats submitted to PDSD for review.

2-06.2.1 APPLICATION SUBMITTAL REQUIREMENTS
Development Package applications are available from PDSD. Completed applications and accompanying materials shall be submitted to PDSD. Incomplete or inaccurate applications will not be accepted, nor will any application in which the pre-application conference or neighborhood meeting requirements have not been met. The types of documents and the specific number of copies required of each of the documents are on the PDSD website or may be obtained from PDSD. Resubmittals of development packages require a comment response letter that details how all previous comments have been addressed. Provide the same number of copies of the comment response letter as plans provided.
The following documents and information shall be submitted upon application:

2-06.2.1 Application Form
A completed application signed by the property owner or authorized designee;

2-06.2.2 Development Package
A development package must be prepared to the format and content requirements described herein;

2-06.2.3 Related Reviews
In addition to the plan process, a project may require review for other types of plans and documents. The applications for those processes are submitted to the appropriate department for review and approval. These related reviews can be applied for so that review can occur concurrently with the development package application. However, it must be understood that, should the related application be approved subject to conditions or denied, this may affect the;

2-06.2.4 Concurrent Reviews
The development package is designed to allow for concurrent review of any site related reviews. Concurrent review means that all plans and documents needed for the review are submitted as one package. Examples of site related reviews include but are not limited to: site plans, landscape plans, NPPO plans, water harvesting plans, grading plans, SWPPP plans, floodplain use permits, and overlay reviews. Separate applications are often required for the different site related reviews even if the plans are submitted concurrently; and,

2-06.2.5 Fees
Fees in accordance with Section 4-01.0.0, Development Review Fee Schedule.

2-06.4.0 CONTENT REQUIREMENTS

1. 2-06.4.3 - Provide the Development Package case number, DP20-0116, adjacent to the title block on all sheets.

2. 2-06.4.4.B - Label Britannia Dr on the location map.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

3. 2-06.4.9.H.5 - Provide a width dimension for the northern most PAAL shown east of the building.

4. 2-06.4.9.H.5 - Provide a width dimension for the access lane at the southeast corner of this site.

5. 2-06.4.9.H.5.a - The ratio, 1,000, used in the vehicle parking calculation is not correct and should be 300.

6. 2-06.4.9.H.5.a - Provide the number of van accessible vehicle parking spaces required and provided.

7. 2-06.4.9.H.5.a - Provide a detail for a standard vehicle parking space. This detail shall provide a location dimension for the proposed wheel stops.

8. 2-06.4.9.H.5.d - The short-term bicycle parking list "NONE" and then shows 5 required with 6 provided.

9. 2-06.4.9.L - Some type of access easement or agreement will be needed to allow access through the developments to the west and north.

10. 2-06.4.9.O - The street perimeter yard setbacks show on the plan and under General Note 17 are not correct. As this site boarders on Palo Verde Rd. and Palo Verde Rd. is listed as an arterial street on the COT Major Streets and Route map this site will use developing area setback. That said the street perimeter yard setbacks should be shown as 21' or the height of the proposed exterior building wall measured from the back of future curb on Palo Verde and from the outside edge of the nearest adjacent travel lane on Britannia Dr. Also, along Palo Verde there are two (2) separate "REQUIRED BUILDING SETBACK" dimensions shown. One with a distance of 54' and the other 0'.

11. 2-06.4.9.R - As this site is acting as one with the site to the west provide the required pedestrian circulation to the building to the west.

No need for a continuous TWLTL on Hemisphere Loop.

Striping left turn pocket for EB Hemisphere loop at Palo Verde. This is how the leg will function/operate with or without the markings. If there is peak traffic leaving the building in the PM this may help the orderly flow of traffic. A permit for striping will be required. (no PIA)

Palo Verde is extremely under capacity, so no need to widen out for a dedicated right turn lane.
