COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is May 13, 2021.

2-06.3.0 FORMAT REQUIREMENTS

1. 2-06.3.5 - Remove the DEVELOPMENT PACKAGE PDSD APPROVAL stamp from all sheets in the plan and reserve a 3" x 5" space in the lower right quadrant of each sheet so that an electronic stamp can be applied.

2. 2-06.4.2.D - Provide the page number and the total number of pages in the package (i.e., sheet xx of xx) within the title block on all sheets.

3. 2-06.4.3 - Provide the development package case number, DP16-0 , adjacent to the title block on all sheets.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

4. 2-06.4.7.A.2 - List the gross area of the site/subdivision by square footage and acreage.

5. 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses.

6. 2-06.4.7.A.6.b - Provide a general note on the cover sheet stating "THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE(S) CRITERIA, UDC ARTICLE 5.6 AIRPORT ENVIRONS ZONE (AEZ)".

2-06.4.7.A.8 - For development package documents provide:

7. 2-06.4.7.A.8.a - Provide the floor area for each building;2-06.4.7.A.8.c - 2-06.4.7.A.8.c - Percentage of building, lot area, or vehicular use area expansion. If the building(s) or lot area have been previously expanded, those calculations shall be included; and,

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

8. 2-06.4.8.A - Provide site boundary perimeter information, including bearing in degrees, minutes, and seconds

9. 2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

10. 2-06.4.9.H.5 - Fully dimension the existing and proposed vehicle use/parking areas.

11. 2-06.4.9.H.5 - Demonstrate on the plan how the requirements for UDC Article 7.4.6.H.1 along the west side of the proposed vehicle parking.

12. 2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled.

13. 2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short- and long-term bicycle spaces required and provided.

14. 2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s).

15. 2-06.4.9.R - Provide the width of all sidewalks and striped pedestrian refuge areas.

1) Sheet 1. Add reference to DP20-0061
2) Provide waste stream calculations on plans per TSM section 8-01.8.0 showing that the existing service is sufficient for the proposed expansion. Otherwise show how the required service will be provided
3) Sheet CS002. The dimensioning of the northern parking area appears to be off. For example, the dimension of the parking area access lane should be from parking stripe to parking stripe
4) Sheet L1.0 shows a traffic island that is not shown on the grading plan. Please update as needed so that the landscape/hardscape plans matches
5) Provide a detail for all proposed accessible ramps showing that the minimum cross slope/running slope are maintained
6) Provide a detail for the accessible parking signage. Note that minimum clearance from bottom of lowest sign to finished surface is 84" if the sign is located within a pedestrian circulation area
7) Show that, with a 2.5' vehicle overhang, that the parking along the west side of the building maintains a minimum 4' pedestrian circulation path
8) The proposed western parking lot expansion. Please update the drainage report supplied for DP20-0061 to indicate the existing/proposed watershed for that area. Provide the discharge volume, CFS, for the proposed valley drain. Indicate if any erosion protection is needed at its discharge point
9) Expand the drainage report for DP20-0061 to indicate that the proposed rip-rap at the outlet point of the box culverts is of sufficient size to accommodate the proposed discharge. It is not clear if that rip rap is existing or proposed in either DP20-0061 or DP20-0103. In either case please verify if it is adequate and provide details for improvements if needed
10) Per AM section 2-06.4.8.I Floodplain information, including the location of the 100-year flood limits for all flows of 100 cfs or more with 100-year flood water surface elevations, shall be indicated. Show on plans the 100 year floodplain boundaries for all regulatory areas with in 50' of all proposed work. This appears to include the outlet point of the proposed box culverts

Thank you for the opportunity to comment on DP20-0103, Pima Community College, Aviation Technology Center Expansion, 1st Submittal, a development package application for an approximately 2.85 acre site, located northeast of the intersection of Old Nogales Highway and East Los Reales Road. The property is zoned Heavy Industrial Zone (I-2), with the proposed development being the expansion of an existing education use.

This site is within FAA traffic pattern airspace and FAA Part 77 airspace.

The Tucson Airport Authority conditionally approves the subject request contingent upon the following condition of approval, as noted below. Condition #2 shall be identified in the general notes of the revised development plan.

Condition of approval:
1. The applicant shall clarify with the TAA on if the wooden power pole, located on the western side of the project area and nearest to the active monitoring well, is being removed or relocated.

2. “The active monitoring well, located adjacent and northwest of the immediate project area, shall be provided standby electricity for the duration of the project. Under no condition may there be a loss of electricity to this active monitoring well, unless the TAA authorizes this interruption in writing.”

Tucson Electric Power Company (TEP) has reviewed and approved the development plan submitted June 12 2020. There do not appear to be any conflicts.

Enclosed is a copy of a TEP facilities map showing the approximate location of the existing facilities. Any relocation costs will be billable to the customer.

In order to apply for electric service, call the New Construction Department at (520) 918-8300. Submit a final set of plans including approved site, electrical load, paving off-site improvements and irrigation plans, if available include a CD with the AutoCAD version of the plans.

If easements are required, they will be secured by separate instrument. Your final plans should be sent to:
