SECTION 2-10.0.0: LANDSCAPE PLAN REQUIREMENTS

4.1 Identification and Descriptive Data

A. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.

The development package will contain the following identification in the lower right corner of each sheet:

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is May 02, 2021.

2-06.3.0 FORMAT REQUIREMENTS

1. 2-06.3.5 - A three-inch by five-inch space shall be reserved in the lower right quadrant of each sheet for an approval stamp, preferably in the same location on all sheets.

CONTENT REQUIREMENTS

2. 2-06.4.1 - Provide email addresses, and phone number of the primary property owner/developer of the project, on the right half of the cover sheet.

3. 2-06.4.2.B - Provide a brief legal description within the title block.

4. 2-06.4.3 - Provide the development package case number, DP20-0096, adjacent to the title block on each sheet.

5. 2-06.4.2.A - Show the subject property approximately centered within the one square mile area of the location map

6. 2-06.4.2.B - Identify all streets that abut the subject property

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

7. 2-06.4.7.A.2 - Add the acreage to General Note 1.

8. 2-06.4.7.A.4 - The uses provided in General Note 3 need to be corrected to Automotive: Major Service and Repair (excluding bodywork and paint-booths) & General Merchandise Sales, excluding Large Retail Establishment

9. 2-06.4.7.A.4 - Provide the USE SPECIFIC STANDARDS within General Note 3 for both the auto repair and retail use.

10. 2-06.4.7.A.6.a - Provide a general note on the cover sheet stating "THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE(S) CRITERIA, UDC ARTICLE 5.4 MAJOR STREETS AND ROUTES SETBACK ZONE (MS&R)."

2-06.4.7.A.8 - For development package documents provide:

11. 2-06.4.7.A.8.b - Remove the reference to lot coverage from the plan as it is not applicable in the C-2 zone.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

12. 2-06.4.8.B - If applicable all easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated.

13. 2-06.4.8.C - Provide the following information for 22nd St. dimensioned width of paving, curbs, curb cuts, and sidewalks.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

14. 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined.

15. 2-06.4.9.H.5 - Per UDC Article 7.4.6.F.2.b Access lanes and PAALs must be setback at least two feet from a wall, screen, or other obstruction over six inches. The additional area is necessary to provide clearance for fire, sanitation, and delivery vehicles. That said the one-way access lane must be setback 2'-0" from the proposed dumpster enclosure and landscape wall.

16. 2-06.4.9.H.5 - Per UDC Article 7.4.6.H.1 Barriers, such as post barricades or wheel stop curbing, are required in a vehicular use area to prevent vehicles from extending beyond the property lines, to prevent cars from damaging adjacent landscaping, walls, or buildings, overhanging adjacent sidewalk areas, and/or driving onto unimproved portions of the site. That said there is a landscape area near the southwest corner of the eastern most accessible parking space that will need some type of barrier to prevent vehicle access to the landscape area.

17. 2-06.4.9.H.5.a - Per UDC Article 7.4.6.D.2.b Minimum Width Requirement When Adjacent to Barrier. A motor vehicle off-street parking space must have a minimum width of ten feet when the side(s) of the parking space abuts a vertical barrier over six inches in height, other than a vertical support for a carport. That said the vehicle parking space directly north of the dumpster must be 10'-0"

18. 2-06.4.9.H.5.a - Remove all references to the "LAND USE CODE" from the vehicle parking calculation

19. 2-06.4.9.H.5.a - The accessible vehicle parking space calculation is not correct. Per 2018 IBC Chapter 11 and Table 1106.1 1 to 25 parking spaces provided only 1 accessible space is required and it needs to be van accessible.

20. 2-06.4.9.H.5.a - The vehicle parking space calculation should show a total of 7 required.

21. 2-06.4.9.H.5.d - The short-term bicycle parking calculation appears to be incorrect. The short-term bicycle layout on the site plan shows two (2) racks and per UDC Article 7.4.9.B.2.d A single rack is designed and located to accommodate two bicycles so the provided number should be 3.

22. 2-06.4.9.H.5.d - The short-term detail does not address UDC Articles 7.4.9.B.1.d, .e. & 7.4.9.B.2.f.

23. 2-06.4.9.H.5.d - Provide a detail for the long-term bicycle parking that demonstrates how the requirements of UDC Article 7.4.9.D are met. Zoning recommends that you use UDC Article 7.4.8.B.1.a.(1).

24. 2-06.4.9.J - If street dedication is not required or proposed and the project site is adjacent to a Major Street or Route, draw the Major Street right-of-way lines for those streets. (Add the MS&R future sidewalk, right-of-way lines, sight visibility triangles, etc.)

25. 2-06.4.9.O - Provide building elevation with your next submittal so that perimeter yard setback requirements can be verified.

26. 2-06.4.9.O - The setback listed under General Note 15 is not correct. Per UDC Article 11.4.6 definition of Established Area Setback streets designated as a major street do not qualify for established area setbacks. Per UDC Article 6.4.5.C.2 and Table 6.4.5.C-1 the required street perimeter yard for 22nd Street is based on an ADT of 1,000 or greater is 21' of the height of the proposed exterior building wall, greater of the two, measured from the back of future curb. The street perimeter yard setback for 8th Ave and Meyer are 21' of the height of the proposed exterior building wall, greater of the two, measured from the nearest edge of travel lane and Meyer Ave

27. 2-06.4.9.R - Clarify where the sidewalk shown in the northeast corner of the site is going to. This should connect to the required sidewalk along 8th.

28. 2-06.4.9.R - Provide a width dimension for the sidewalk along the south side of the existing building, per TSM Section 7-01.4.3.A the minimum width is 4'-0".

29. 2-06.4.9.R - Clarify how accessible access to the building is provided from the eastern accessible parking space.

30. 2-06.4.9.R - For your information truncated domes are not required.

31. 2-06.4.9.W - If applicable indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Also provide a general note stating "ALL SIGNAGE REQUIRES SEPARATE PERMITS".

2. Add the required Sight Visibility Note from AM 2-06.4.7.C.2.
3. Show required Sight Visibility Triangles for each intersection and for each driveway location. Show both existing and future SVT locations.
4. 22nd is a Major Streets and Routes arterial. Add a note indicating the project will be in compliance with the MS&R standards. AM 2-06.4.7.A.6.a.
5. Label the height of the existing propane tanks.
6. Provide barrier at the north edge of parking area to prevent vehicle from entering landscape area. Ensure barriers at all edges of vehicle use areas.
7. The dumpster enclosure must provide bollards to protect the side walls. There must be 10 feet clear between the bollards. Enclosure must meet the standards of Technical Standard 8-01. Figure 3b.
8. Vehicle use area surface must meet the requirements of UDC 7.4.6.I. Striping of the parking spaces is also required. UDC 7.4.6.G Environmental Services might not approve the alternative service for their vehicle access and service areas.
9. Provide dimensions for the adjacent rights of way. Since 22nd Street is an arterial, show the existing and future right-of-way locations.
10. Show sidewalks and dimension on all street fronts. Where there is no sidewalk or where the sidewalk is less than 4 feet wide, provide sidewalks meeting the current sidewalk standards. Along 22nd Street, 6-foot sidewalks are required. Along the other streets, 5-foot sidewalks are required.
