SECTION 2-10.0.0: LANDSCAPE PLAN REQUIREMENTS

4.1 Identification and Descriptive Data

Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is April 15, 2021.

2-06.2.1 APPLICATION SUBMITTAL REQUIREMENTS

1. 2-06.2.4 - Remove sheet 2 from the development package as it will not be reviewed during the development package review. This plan will need to be submitted with the building plan set.

2-06.3.0 FORMAT REQUIREMENTS

2. 2-06.3.5 - A three-inch by five-inch space shall be reserved in the lower right quadrant of each sheet for an approval stamp. This three-inch by five-inch space shall be provided in the same location on all sheets for ease of applying the digital stamp.

CONTENT REQUIREMENTS

3. 2-06.4.3 - Provide the development package case number, DP20-0081, adjacent to the title block on all sheets.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

4. 2-06.4.7.A.1 - The zoning listed under General Note 2 is not correct and should be listed as C-2.

5. 2-06.4.7.A.4 - The Use Specific Standards listed under General Note 3 are not correct and should be 4.9.4.M.1 and 4.9.13.P.

6. 2-06.4.7.A.6.a - Revise General Note 11 to include the UDC Article number for the MS&R 5.4 and include Gateway Corridor Zone (GCZ) 5.5.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

7. 2-06.4.8.A - Provide site boundary/subdivision perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted together with distances in feet, to hundredths of a foot

8. 2-06.4.8.B - If applicable show all existing easements on the plan. The recordation information, location, width, and purpose of all easements on site will be stated.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

9. 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined.

10. 2-06.4.9.H.5 - Provide a width dimension for the access lane that runs parallel to Benson Hwy.

11. 2-06.4.9.H.5.a - The vehicle parking space calculation is not correct. Per UDC TABLE 7.4.4-1: MINIMUM NUMBER OF MOTOR VEHICLE SPACES REQUIRED, COMMERCIAL SERVICES USE GROUP, Food Service, 1 space per 100 sq. ft. GFA and outdoor seating areas. That said the required number of vehicle parking spaces is 50.

12. 2-06.4.9.H.5.a - The accessible vehicle parking space calculation is not correct. Per 2018 IBC Chapter 11, Table 1106.1, 26 to 50 total parking spaces provide, 2 accessible space are required, 1 being van accessible.

13. 2-06.4.9.H.5.a - Provide a drive-through stacking space calculation on the plan and dimension the stacking spaces on the plan.

14. 2-06.4.9.H.5.a - Provide a detail for a standard vehicle parking space.

15. 2-06.4.9.H.5.a - The wheel stop location dimension shown on detail 4 sheet SD# is not correct, see UDC Article 7.4.6.H.3.

16. 2-06.4.9.H.5.d - The long-term bicycle parking ration shown is not correct and should be based on 1 space per 12,000 sq. ft. of GFA.

17. 2-06.4.9.H.5.d - For the short-term bicycle parking show the required 2'-6" dimension from the end of the rack south to the building.

18. 2-06.4.9.H.5.d - Detail 12 sheet SD1 remove the reference to "28" MIN. CLEARANCE BETWEEN MULTIPLE DOUBLE RACK INSTALLATIONS" as it is not correct.

19. 2-06.4.9.H.5.d - Provide a detail for the long-term bicycle storage that meets the requirements of UDC Article 7.4.9.B & .D.

20. 2-06.4.9.L - It appears that there are several proposed easements shown on the plan, provide the recordation information on the plans.
21. 2-06.4.9.L - The proposed "24' ACCESS LEASE" will need to be recorded and the recordation information provided on the plan.

22. 2-06.4.9.W - Provide a general note on the plan stating "ALL SIGNAGE REQUIRES A SEPARATE PERMIT".

1) Show compliance with UDC section 7.6.6.C. There are several opportunities, based on the grading plan, to provide curb cuts and openings to provide tributary area to landscape islands in the parking lot. In particular WHIA-3,4 and 5
2) Provide spot grades in all depressed landscaped areas. Spot grades to take into account the depth of ground cover proposed
3) Sheet L10. Update the Water Budget chart so that the volumes of the water harvesting areas take into account how the basins will be constructed which will include basin side slopes
4) Sheet C5. At the top there is a Q100 =. Provide the Q100 value
5) Confirm that the existing driveway aprons along Benson Highway and Campbell Av with either be replaced or closed off with new curb and sidewalk as needed
6) Show that the existing curb access ramp at the northern tip of the property will be updated or replaced with a new curb access ramp complying with PAG standard detail
7) For each of the new propose driveway aprons. Please provide spot grades showing that the pedestrian path of travel across the apron meets ADA requirements and provide spot grades where the new ramps connect to the existing sidewalks to make sure that the maximum
8) Please adjust the positioning of the trash enclosure so that with the gates open the minimum 24' clearance behind the parking spaces to the north is maintained
9) Provide waste stream calculations on plans per TSM section 8-01.8.0
10) Show on plans that any roof drains (downspouts) scupper underneath sidewalks or pedestrian walkways. Reference City of Tucson Technical Standard (TSM) 7-01.4.1.E
11) Per Stormwater Detention/Retention Manual section 3.4.2 provide a grade control marker for the proposed retention basin. On the plans please also provide the coordinates of the grade control marker so it can be easily located in the future
12) Please update the drainage report to show that the 2 and 10 year event discharges do not exceed pre-developed conditions. Reference section 1.4 of the Stormwater Detention/Retention Manual
13) Please show that the proposed drainage channel along Benson Highway is aligned as part of the plan in found in the following link. https://www.tucsonaz.gov/apps/maps-and-records/construction-plans/details/I-96-040 . It is shown that the drainage easement and channel are to be outside of the 75' right of way
14) At the north end of the property there are two 43"x68" drop culverts. Please update the drainage report to indicate if these culverts have sufficient capacity or if there is any backwater
15) Fig 3 of The drainage report indicates offsite flows are close to the 100 cfs regulatory value. Confirm that the 100 cfs value is not exceed onsite. If it is please update the development package to show the 100 year floodplain boundary
16) This project will require a pre-construction meeting prior to issuance of the development package permit. Project will require EOR certification prior to final inspection
