Tucson Electric Power Company (TEP) has reviewed the development plan submitted March 5th, 2020.

TEP is unable to approve the plan at this time. There are primary voltage lines and facilities along Park Ave right of way that are not depicted on the submitted plans. Cannot approve plans as we cannot determine if there are conflicts with TEP facilities. In order for TEP to approve the plan, our facilities and easements must be depicted on the plans.

Enclosed is a copy of a TEP facility map showing the approximate location of the existing facilities. All costs associated with the relocation of the facilities in conflict will
be billable to the developer.

Please resubmit a revised blueline to the City of Tucson for TEP’s review. Should you have any technical questions, please contact the area Designer, Martin Rodriguez, at

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is March 1, 2021.

SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS)

1. COMMENT: 2-06.4.3 - Provide the development package case number, DP20-0045, adjacent to the title block on each sheet.

2. COMMENT: 2-06.4.7.A.4 – Correct the proposed use within the general notes on the cover page from Residential to Multifamily Residential with Administrative and Professional Offices, and Parking as accessory uses.

3. COMMENT: 2-06.4.7.A.6.a – Correct the reference number S08-100 (currently shown as S8-100).

4. COMMENT: 2-06.4.7.A.7 – Include the active Block Plat and Lot Split activity numbers, S19-063 and S19-059, respectively. Note, this Development Package cannot be approved until these permits are pulled.

5. COMMENT: 2-06.4.8.C – Include the recordation information for the private streets.

6. COMMENT: 2-06.4.6.C – Include the detail sheet number (sheet 14) for the “See Drive Detail” callout on sheet 4.

7. COMMENT: 2-06.4.6.C - Include the dimensions of Park Av on each sheet demonstrating the site plan.

8. COMMENT: 2-06.4.9.E - Once the Lot Split and the Block Plat are approved for this site, and the assessor’s parcel number is assigned, add the identification number to the General Notes section.

9. COMMENT: 2-06.4.9.H.5.a - Ensure the 2.5’ wheel stop overhang is not obstructed by the ADA parking sign shown within the Accessible Parking Details labeled “South Section, West Side, South Instance” .

10. COMMENT: 2-06.4.9.H.5.a - Add a parking space count to the row of spaces on the northern-most edge of the parking space (there are 4 including a ADA space) and add the count to the parking spaces to the west of the pool area (there are 8 spaces).

11. COMMENT: 2-06.4.9.H.5.a - Correct in the site plan legend “17. New 6’ Wheel Stop (Typ.)” to reflect the correct units (change unit from feet to inches).

12. COMMENT: 2-06.4.9.O - Ensure to include all the actual building setback dimensions from exterior building wall to nearest property line [i.e. Park Av to the exterior facing wall on sheets 5 (Central) and 6 (South)].

13. COMMENT: 2-06.4.9.O - The Northern side of the proposed site, abutting 37th St, is not meeting the demonstrated 20’ setback requirement; however, the PAD states the 20’ setback is applicable to Public Streets and MS&R street perimeter yard. Clarify.

14. COMMENT: 2-06.4.9.O - Correct General Note 17 Building Setbacks on the cover page – West is mentioned twice.

15. COMMENT: 2-06.4.9.Q - Include the heights of the each building on sheet 5 (Central) and sheet 6 (South) within the footprint of the buildings.

16. COMMENT: 2-06.4.9.R - Per Technical Standards Manual, Section 7-01.0.0, Pedestrian Access, ensure all developed areas are connected with a 4’ wide marked accessible route connecting pedestrian circulation. There is no marked accessible path connecting the parking garage to the dwelling units, connecting the parallel parking spaces along 37th St to the site (site plan north), connecting the development to adjacent streets.

17. COMMENT: 2-06.4.9.R - Demonstrate the ADA accessible ramp dimensions and design connecting the ADA parking space aisle with the sidewalk.

18. COMMENT: 2-06.4.9.S - Show pedestrian circulation abutting right-of-way (37th St) connecting to the developed areas.

19. COMMENT: 2-06.4.9.V - Indicate location of gang mailboxes on the site plan; They are called out in the legend but not shown in the plan.

Thank you for the opportunity to comment on DP20-0045, Brioso at The Bridges; 1st Submittal, a development package application for an approximately 10.2 acre site, located southeast of the intersection of South Park Avenue and East 37th Street. The property is zoned Planned Area Development 15 (PAD-15), with the proposed development being a multi-family residential development.
This site is within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace.
The Tucson Airport Authority previously commented on the Major Change to PAD-15, comment letter is dated March 9th, 2018, with this comment letter being adopted on Page B7-B8 of City of Tucson Ordinance 11552. This proposed project area is contained within the areas identified by this City of Tucson Ordinance.

The Tucson Airport Authority conditionally approves the subject request contingent upon the following conditions of approval, as noted below. These conditions shall be identified in the general notes of the revised development plan.

Conditions of approval:

“According to the Federal Aviation Administration (FAA) Notice Criteria Tool, this project area is located in proximity to a navigation facility and could impact navigation signal reception. The applicant shall file FAA Form 7460 with the FAA at least 45 days before construction activities begin unless FAA staff, with the Obstruction Evaluation / Airport Airspace Analysis (OE/AAA), provides the project applicant with written communication that filing FAA Form 7460 is not required. It is highly recommended that the applicant file earlier than 45 days to provide the applicant with sufficient time to respond to any concerns which are identified by the FAA. Any cranes which are used must also be identified with Form 7460. Please file Form 7460 at https://oeaaa.faa.gov/oeaaa/external/portal.jsp”

"That prior to the City's approval of any construction permit for a permanent building, the property owner shall record the Avigation Easement which discloses the existence, and operational characteristics of the Tucson International Airport to future owners or tenants of the property and further conveys the right to the public to lawfully use the airspace above the property. The Avigation Easement shall be recorded in a manner with the Pima County recorder which shall document it as having title liability. The content of such documents shall be according to the form and instructions provided.

The current property owner or person authorized to sign on behalf of the current property owner shall complete, sign, and record the Avigation Easement. Please record the Avigation Easement with the Pima County Recorder’s Office. Once the Avigation Easement is recorded please send a complete copy of the recorded easement document to Tucson Airport Authority by either email (send to srobidoux@flytucson.com) or to the mailing address provided below.

“For only residential uses - The developer shall provide the Airport Disclosure Statement form, at time of sale, to the new property owners with new unit purchases. 2. Show barriers at edges of pavement for East 37th Street to prevent vehicles from inadvertently driving into unimproved areas.

3. Provide wall heights for patio and perimeter walls.

4. Provide sidewalk along the proposed 37th Street from the driveway entrance to Park Avenue.

5. Show the height of parking canopies. Dimension setback from the edge of the PAAL for each canopy.

6. Provide proposed spot grades at representative locations to substantiate the proposed drainage and access solutions. For example, it appears the sidewalk near units E1 and E6 will be above the FFE shown on the plans.

7. The proposed grades should also demonstrate that water harvesting will be maximized. Show drainage patterns, including roof drainage, throughout the site.

8. Check cross slopes and running slopes for all accessible routes along sidewalks. Indicate design slopes on the plans at representative locations.

9. Where parking spaces abut the sidewalk either provide parking blocks or ensure sidewalk is wide enough to provide 4-foot clear space and 1.5-foot overhang.

10. Provide storm drain keynote numbers in the list.

11. Correct the bike parking description on sheet 1.
