COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is January 13, 2021.

SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS)

1. COMMENT: 2-06.4.3 - Provide the development package case number, DP20-0013, adjacent to the title block on each sheet.

2. COMMENT: 2-06.4.7.A.4 - Include a general note within note 3, acknowledging the Use Specific Standards (4.9.13.O) applicable to the proposed use within this zone per UDC Section 4.8.6. Permitted Uses: Commercial and Mixed Use Zones.

3. COMMENT: 2-06.4.8.A - Provide the site boundary perimeter information, including the bearing in degrees, minutes, and seconds, with basis for bearing noted.

4. COMMENT: 2-06.4.8.B - If applicable, demonstrate easements on the site plan along with the recordation information, location, width, and purposed of all easements.

5. COMMENT: 2-06.4.8.C - Provide existing adjacent right-of-way information, including the recordation data, type and dimensioned width of paving, curbs cuts, and sidewalks.

6. COMMENT: 2-06.4.9.C - Add a general note addressing the cross access easement agreement along the southern edge of the subject property. Include the recording data for this easement.

7. COMMENT: 2-06.4.9.H.2 - Demonstrate the sight visibility triangle for all existing and future ingress and egress access points applicable to this project site.


8. COMMENT: 2-06.4.9.H.3 - On the site plan, indicate the direction of traffic within the site.
9. COMMENT: 2-06.4.9.H.4 - Indicate if the existing streets are public or private and include the widths and dimensions of streets, sidewalks, curbs, and utilities.

10. COMMENT: 2-06.4.9.H.5 - The subject site's drive-through design does not meet vehicle stacking requirements per the UDC Section 7.4.7, Motor Vehicle Stacking Requirements, and would require a variance for approval. Food and Beverage use requires stacking capacity to accommodate 3 vehicles per drive-through lane, measuring at 9 feet in width by 18 feet in length. Additionally, stacking spaces must not cross pedestrian access. A variance would be required in order to reduce the required number of stacking spaces.

11. COMMENT: 2-06.4.9.H.5.a - Indicate the dimensions of the ADA parking space. The parking space is required to be 8-foot in width along with an 8-foot access aisle. Exhibit 2 on page DP1, Parking Space Detail, does not match the implied ADA parking on the Site Plan. In addition, Exhibit 2 references a sheet not included with this Development Package, please clarify.

12. COMMENT: 2-06.4.9.H.5.a - Indicate the location of the access aisle for the ADA parking space on the site plan.

13. COMMENT: 2-06.4.9.H.5.a - Ensure the bottom of the ADA parking sign is at least 7 feet in height, i.e. the "Van Accessible" portion of the sign must be above 7 feet in height from the curb.

14. COMMENT: 2-06.4.9.I - If applicable, indicate the right-of-way dedications on or abutting the site and label.

15. COMMENT: 2-06.4.9.J - Draw the future Major Street right-of-way based on the Major Streets and Routes overlay, including future sidewalk, right-of-way lines and sight visibility triangles.

16. COMMENT: 2-06.4.9.O - Indicate all building setback dimensions for all sides of structure on the site plan. The project site is located along Country Club, located within the Major Street and Routes overlay, designating Country Club a developing area. Developing areas require street setbacks of 21 feet or the height of the building measured from the back of the existing curb or future curb, Per the UDC, Section 6.4.5.C.2.

17. COMMENT: 2-06.4.9.Q - The maximum allowable height within the C-1 zone is 30' whereas this DP states 40', correct this dimension on the plan.

18. COMMENT: 2-06.4.9.R- The Access Ramp truncated dome design is inadequate (demonstrated in exhibit 5). Since the ramp is crossing the drive-through entrance the truncated domes should be located on the sloped portions of the access ramp to signal to pedestrian they are crossing an area dedicated to vehicular traffic.
