| 07/01/2020 | STEVE SHIELDS | ZONING | REVIEW | Reqs Change | CDRC TRANSMITTAL TO: Development Services Department Plans Coordination Office FROM: Steve Shields PDSD Zoning Review Section PROJECT: Fort Glenn Homes (FLD Subdivision Lots 1 - 7 and CA's A, B, and C) Development Package (2nd Review) 5001 E Glenn Street DP20-0008 - R-1 Zoning TRANSMITTAL DATE: July 1, 2020 DUE DATE: July 1, 2020 COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed. Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is January 9, 2021. SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS) Section Previous COMMENT 15. Until the TSMR is approved this DP cannot be approved. If approved provide the TSMR case number adjacent to the title block on all sheets and provide a general note stating the "TSMR case number, date of approval, what was modified and if applicable any conditions of approval. COMMENT: 2-06.4.9.H.4 - Approval of the street cross section as proposed will require approval through a TSMR. The required visitor parking area will also have to be approved as part of the TSMR. Contact Steve Shields for TSMR information. This comment was not addressed. Label the proposed name for the private street. This comment was not fully addressed, label the radius for the back-up spur. Label the street width dimensions and the dimension the visitor parking areas, overhang dimension and the back-up spur must be designed to comply with UDC Art 7.4.6.F.4 and figure 7.4.6-B. Revise the back-up spur as noted by the sections noted. The proposed pedestrian circulation at the back of the entrance turn around area is a safety issue and needs to be addressed. Also provide a detail for the accessible ramp on the south side of the turnaround that clearly shows how this ramp will meet accessible requirements. A back up area is required when providing a gated community and adjacent to an MS&R street. See PDSD Engineering comments. Previous 16. COMMENT: 2-06.4.9.O - Add a general note for the interior building setbacks as follows. "Perimeter Yards on Interior Lots - The perimeter yard requirements of Section 6.3.4, Dimensional Standards and Exceptions Tables, may be reduced for setbacks along interior lot lines to the extent permitted by the City 's adopted Building Codes." This comment was not fully addressed. Per UDC Article 6.4.5.C.2.b.(2).(c) The distance between the street pavement edge and the parking structure is eight feet or less. The purpose of this requirement is to discourage motor vehicle tandem parking that would block the pedestrian area or overhang onto the roadway. Provide a dimension for lots 3, 5 & 6 from the face of garage to the edge of pavement. It appears that the 8' setback has been exceeded. The interior street setbacks have not been listed under general note 7. Use developing area setbacks based on the ADT of o to 140. See section 6.4.5.C. See the required setbacks for the Carport/Garage and the dwelling. Previous COMMENT 17. Until the TSMR is approved this DP cannot be approved. If approved provide the TSMR case number adjacent to the title block on all sheets and provide a general note stating the "TSMR case number, date of approval, what was modified and if applicable any conditions of approval. COMMENT: 2-06.4.9.R - A pedestrian sidewalk along west side of Lot 6 is to be provided. A TSMR must be applied for and approved to eliminate the sidewalk along the west side of lot 6. 2-06.5.0 FLEXIBLE LOT DEVELOPMENT (FLD - ADDITIONAL REQUIREMENTS) Previous COMMENT 23. This comment has not been addressed see previous comment 16 above. COMMENT: 2-06.5.3.A. - Demonstrate compliance with the required Building and Carport/Garage interior street setbacks. Applicants requesting a perimeter yard reduction must indicate what the required and reduced perimeter yards are and their locations. Applicants requesting a reduced street perimeter yard must provide a written description of how the reduced yard will enhance the architectural design or the vehicular circulation in the FLD and submit a transportation statement, or if required by the Department of Transportation, a traffic impact analysis; Previous COMMENT 25. This comment was not fully addressed. As there are amenities planned for the FOS accessibility requirements must be met. Demonstrate how the requirements of 2018 IBC Chapter 11 and the ICC A117.1-2009 for access to the amenities. COMMENT: 2-06.5.3.C - It does not appear that the proposed FOS area meets the intent of the FOS requirements. The FOS is placed in the middle of a turnabout street with no specific use. The proposed FOS is unacceptable. Include in general note 10 the word "Functional" (Functional Open Space). Additional comments: There is a keynote 27 pointing to the center of the round-about that references vehicle overhang that does not appear to be correct. ***For additional information on the any standard presented in this memo, please refer to the City of Tucson "Unified Development Code" - Administrative Manual Section 2-06 or Technical Standards noted in the comments. https://www.tucsonaz.gov/pdsd/all-codes-plans-determinations If you have any questions about this transmittal, Contact Steve Shields any time during the week at (520) 837-4956 or email Steve.Shields@tucsonaz.gov RESUBMITTAL OF THE FOLLOWING IS REQUIRED: Revised development package |
