4.1 Identification and Descriptive Data



All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.



7.6.4. LANDSCAPE STANDARDS

This application can be submitted prior to an applicable review process and approved for an exception on the site. The approved exception is valid for up to one year from the date of the approval; or,

Projects on a site or parcel that contains Protected Native Plants that will not be substantially impacted by development on the site as demonstrated by the applicant per this section and subject to approval through procedures established at the PDSD, provided that construction occurs per the approved plan.

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is January 07, 2021.

SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS)
Section

1. This comment was not addressed. COMMENT: 2-06.4.4.C - Provide the section corners on the southern corners of the vicinity map at Broadway & Country Club, and Broadway & Alvernon.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

2. The proposed DG with Geogrid will need to be approved by the City Engineer, Contact Fred Felix, Fred.Felix@tucsonaz.gov for approval. COMMENT: 2-06.4.9.H.5.a - Provide dimensions of motor vehicle spaces and location of ADA accessible spaces. Correct UDC sections noting the parking reductions, see section 7.4.5.E.3 & .7. Add ADA space calculation to the Zoning Data Table. Provide a detail drawing of the accessible parking space (8') and Accessible Aisle (8'). Decomposed granite is not allowed to be used for parking spaces.

3. This comment was not fully addressed. Demonstrate on detail 18 sheet DpD1 how the requirements of UDC 7.4.9.B.1.d, .e, 7.4.9.B.2.f, .g are met. COMMENT: 2-06.4.9.H.5.d - Provide a calculation indicating the total required number of bicycle parking spaces. Short term bicycle parking must be evenly distributed throughout the complex. Provide a detail of how the short term bike parking will function in the location where the parking will exist on the site. Provide a note that each unit will have long term bike parking within the unit. Provide a detail of where the bike parking is proposed.

4. Sheet Dp0 is so cluttered Zoning cannot tell if this comment was addressed. Clean up the drawing and clearly show how the structures are attached to a main dwellings. COMMENT: 2-06.4.9.O - Detached accessory structures are not allowed in the front perimeter yard in the R-2 zone. The canopy cannot extend past the 1 bedroom unit into the front yard. Additionally, provide the height of the canopy on the elevation. The height information is required to determine the applicable setback distances. A one foot setback from the parking canopy to the PAAL is required; provide this dimension on the site plan.

2-06.5.0 FLEXIBLE LOT DEVELOPMENT (FLD - ADDITIONAL REQUIREMENTS)

5. This comment was not addressed. Per UDC Article 6.4.5.B.1 and Figure 6.4.5-A perimeter yard setbacks are based on the walls highest point measured from design grade not based on UDC 6.4.4 Building height measurement. That said based on a wall height of 23’ the street perimeter yard setback should be 34’-6. COMMENT: 2-06.5.3.A - The required street setback is 1.5x the height of the structure. Based on the 21'-9" height provided, the required setback is 32.63'. Additionally, dimension the height of the pop-out on the west side of building 1. Provide a detail of the trellis with the height so that setback requirements may be determined.


6. This comment was not addressed. It appears that you are proposing to meet the requirement of 8.7.3.C.3.b by providing additional functional open space. If this is the case provide a calculation on the plan that demonstrates that the required functional open space has been provided Clearly define the functional open space on a plan. COMMENT: 2-06.5.3.B - Compliance with the applicable UDC Section 8.7.3.C.3.b criteria must be demonstrated by written report or the site plan, whichever is appropriate.

7. This comment was not addressed. COMMENT: 2-06.5.3.C - Required pedestrian walkways may not count towards functional open space requirements. Delineate the location of the functional open space more clearly. Indicate how the flexible open space designated on the plan complies with city requirements. Functional open space is a designed element of the development and has a functionally described and planned use as an active or passive recreational amenity for the direct benefit of the residents and guests of the development. Examples include: landscaped areas which provide visual relief, shade, screening, buffering, and other environmental amenities; nature trails; exercise trails; active recreation areas (e.g., playgrounds, baseball fields, multiuse areas); picnic areas and facilities; recreation areas and facilities (e.g., swimming pools, tennis courts; golf courses).

8. COMMENT: 2-06.4.9.O - Per UDC Article 6.4.5.B.1 and Figure 6.4.5-A perimeter yard setbacks are based on the walls highest point measured from design grade. Per UDC TABLE 6.3-2.A: DIMENSIONAL STANDARDS FOR THE R-1, R-2, R-3, MH-1, & MH-2 ZONES, R-2 Zone, Nonresidential Use to a Residential Zone the required perimeter yard setbacks to the north, south and east property lines 10’ or ¾ the height of the exterior wall. North & south property line, 2 story units, based on the wall height of 19’-5” shown on sheet Dp0 the required perimeter yard setback is 14’-7”. North, south & east property line, 1 story units, based on the height dimensions show on the elevations sheet Dp6.1 it appears that the proposed highest point of the wall would be approximately 9’-4”. Correct dimensions for measurement of wall height, highest point measured from design grade, were not provided. Based on a 9’-4” wall the required perimeter yard setback to the north, south and east property line is 10’-0”. Revise the plan to show that the required perimeter yard setback is met or a Design Development Options (DDO) will be required.
