A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. 13. COMMENT: 2-06.4.8.A - Provide the site boundary/subdivision perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot, or other functional reference system on all sides of the site.

18. COMMENT: 2-06.4.9.H.2 - Provide site visibility triangles at the entrance.


19. COMMENT: 2-06.4.9.H.3 - Provide the dimension of the egress/ingress off of Richey Blvd.


20. COMMENT: 2-06.4.9.H.5 - A 24' PAAL is required behind all parking spaces, including the most northeastern space.


21. COMMENT: 2-06.4.9.H.5.a - Provide dimensions of motor vehicle spaces and location of ADA accessible spaces. Correct UDC sections noting the parking reductions, see section 7.4.5.E.3 & .7. Add ADA space calculation to the Zoning Data Table. Provide a detail drawing of the accessible parking space (8') and Accessible Aisle (8'). Decomposed granite is not allowed to be used for parking spaces.


22. COMMENT: 2-06.4.9.H.5.d - Provide a calculation indicating the total required number of bicycle parking spaces. Short term bicycle parking must be evenly distributed throughout the complex. Provide a detail of how the short term bike parking will function in the location where the parking will exist on the site. Provide a note that each unit will have long term bike parking within the unit. Provide a detail of where the bike parking is proposed.


23. COMMENT: 2-06.4.9.O - Detached accessory structures are not allowed in the front perimeter yard in the R-2 zone. The canopy cannot extend past the 1 bedroom unit into the front yard. Additionally, provide the height of the canopy on the elevation. The height information is required to determine the applicable setback distances. A one foot setback from the parking canopy to the PAAL is required; provide this dimension on the site plan.


24. COMMENT: 2-06.4.9.Q - Provide the square footage and the height of each structure and the specific use proposed within the footprint of the building(s).


25. COMMENT: 2-06.4.9.S - Keynote 15 does not appear to be on the site plan. Indicate that the street sidewalk is proposed.


26. COMMENT: 2-06.4.9.W - Add a note indicating whether signage is proposed for this development and that all signage must be approved under a separate permit.

2-06.5.0 FLEXIBLE LOT DEVELOPMENT (FLD - ADDITIONAL REQUIREMENTS)


27. COMMENT: 2-06.5.2.A - Per Table 8.7.3-1: Provide, by note on the plan, the developable area calculation for the entire FLD.


28. COMMENT: 2-06.5.2.B Show the maximum developable area of the entire site.


2-06.5.3 Additional Information
The following are required in addition to the requirements of the tentative plat or site plan, whichever is applicable:


29. COMMENT: 2-06.5.3.A - The required street setback is 1.5x the height of the structure. Based on the 21'-9" height provided, the required setback is 32.63'. Additionally, dimension the height of the pop-out on the west side of building 1. Provide a detail of the trellis with the height so that setback requirements may be determined.


30. COMMENT: 2-06.5.3.B - Compliance with the applicable UDC Section 8.7.3.C.3.b criteria must be demonstrated by written report or the site plan, whichever is appropriate.


31. COMMENT: 2-06.5.3.C - Required pedestrian walkways may not count towards functional open space requirements. Delineate the location of the functional open space more clearly. Indicate how the flexible open space designated on the plan complies with city requirements. Functional open space is a designed element of the development and has a functionally described and planned use as an active or passive recreational amenity for the direct benefit of the residents and guests of the development. Examples include: landscaped areas which provide visual relief, shade, screening, buffering, and other environmental amenities; nature trails; exercise trails; active recreation areas (e.g., playgrounds, baseball fields, multiuse areas); picnic areas and facilities; recreation areas and facilities (e.g., swimming pools, tennis courts; golf courses).


32. COMMENT: 2-06.5.3.E - Provide a note indicating that an Architectural Variation Plan is not required per 8.7.3.M.1.b.


33. COMMENT: 2-06.5.3.F - The site is adjacent to a 1-story single-family residence to the south. Per 8.7.3.M.2.b.1: Privacy mitigation is required when multistory residences are proposed adjacent to existing single story residences and the existing residences are zoned R-2 or more restrictive. A Privacy Mitigation Plan will be required.


34. COMMENT: 2-06.5.3.F.1 - Identify on the site plan the units that must provide privacy mitigation.


35. COMMENT: 2-06.5.3.F.2 - Provide photographs of the site and its interface with the adjacent properties documenting the existing conditions.

SECTION 2-10.0.0: LANDSCAPE PLAN REQUIREMENTS

4.1 Identification and Descriptive Data

All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.

The landscape plan will contain the following identification in the lower right corner of each sheet:

8.7.3. FLEXIBLE LOT DEVELOPMENT (FLD)

Verify the following have been met.

Landscaping, Screening and Wall Requirements
1. FLD projects shall comply with Section 7.6, Landscaping and Screening Standards, except as otherwise provided by this section.
2. One canopy tree shall be provided every 40 feet of pedestrian circulation systems, excluding crossings with streets, alleys, and driveways. If providing canopy trees every 40 feet is not achievable, the applicant shall:
a. Provide the equivalent number of trees that would be obtained using the 40-foot increment measure; and,
b. Distribute the trees within the FLD project site along pedestrian circulation systems and within functional open space areas.
3. Landscape plans shall incorporate water-conserving design as defined in Section 7.6.6, Use of Water, and as described in the Technical Standards Manual.
4. Water harvesting techniques shall be incorporated as part of the landscape design based on the Water Harvesting Guidance Manual prepared for the City of Tucson Transportation Department Stormwater Section.
5. Mechanical equipment, utility boxes, irrigation equipment and similar elements shall be screened from adjacent streets exterior to the project and from adjacent existing residential development. Screening shall be architecturally integrated with the overall design of the FLD.
6. If a perimeter wall is proposed along an existing public right-of-way, it shall be constructed of, or painted with, graffiti-resistant materials. The wall shall incorporate one or more of the following decorative materials:
a. Tile;
b. Stone;
c. Brick;
d. Adobe;
e. A textured material such as stucco or plaster; or,
f. Metal.

ARTICLE 7: DEVELOPMENT STANDARDS

7.6. LANDSCAPING AND SCREENING

Screening for individual land uses and zones must be provided as determined in Table 7.6.4-1 and in addition to the required landscape borders. Screening is not required between similar uses in accordance with Table 7.6.4-1.

The following information must be provided on the landscape plans:

a. Location of screening elements;
b. Height of screening material and reference point for measurement;
c. Nature of screening material (e.g., permanent or temporary as in phased development); and,
