SECTION 2-10.0.0: LANDSCAPE PLAN REQUIREMENTS

4.1 Identification and Descriptive Data

A. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is , 20 .

SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS)



CONTENT REQUIREMENTS

2-06.4.1 - The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet. The applicable registration or license number shall be provided if prepared by or with the assistance of a registered professional, such as a surveyor, architect, landscape architect, or engineer. All sealing shall be consistent with Arizona Board of Technical Registration guidelines.

13. COMMENT: 2-06.4.1 - Provide the name, phone number, and email address of the owner, developer, and any other persons associated with this development package



2-06.4.2.D - The page number and the total number of pages in the package (i.e., sheet xx of xx).

17. COMMENT: 2-06.4.2.D - Indicate the page number on sheet 7 to read sheet 7 of 7



2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet.

2-06.4.4.B - Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property; and,

2-06.4.7.A.6.a - List additional applications and overlays, by case number (if applicable), in lower right corner of each sheet. As a general note provide the type of application processed or overlays applicable, a statement that the project meets the criteria/conditions of the additional application or overlay, the case number, date of approval, what was approved, and the conditions of approval, if any.

31. COMMENT: 2-06.4.7.A.6.a - If applicable, provide the case number for any other applications or overlays in the lower right corner of each sheet.



2-06.4.7.A.6.b - If there is more than one lot within the site, the note should specify which lots are affected by the additional applications or overlay zones.

32. COMMENT: 2-06.4.7.A.6.b - The parcel configuration shown on the City of Tucson GIS and the assessors record map are different from the ones shown on the plan. Provide clear and accurate lot lines on the next submittal and demonstrate which ones are being affected by this DP



2-06.4.9 - Information on Proposed Development

The following information on the proposed project shall be shown on the drawing or added as notes.



2-06.4.9.A - Draw in all proposed lot lines with approximate distances and measurements.

41. COMMENT: 2-06.4.9.A - Refer to previous comment regarding parcels



2-06.4.9.B - Identify each block or lot by number within the subdivision boundary and include the approximate square footage of each, or a note may be provided stating that all lots comply with the minimum lot size requirements.

42. COMMENT: 2-06.4.9.B - Include the square footage and parcel number for each parcel affected by this DP



2-06.4.9.E - Proposed land splits or existing lot lines shall be drawn on the plan with dimensions and the identification number and approximate square footage of each lot. (Please be aware that, if land division occurs and the number of lots falls within the definition of subdivision, a subdivision plat is required.) Land splits require a separate permit and review.

45. COMMENT: 2-06.4.9.E - If any lot combinations are being proposed, the lot combo approved will be required and documentation will need to be provided prior to the approval of the DP



2-06.4.9.H.2 - Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section.

48. COMMENT: 2-06.4.9.H.2 - Provide the information as noted by the standard above for Curtis Street



2-06.4.9.H.5 - If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

51. COMMENT: 2-06.4.9.H.5 - provide a dimension for the Parking area access lane located in the parking lot in the center of the project. The PAAL width is measure from one end of the parking stripe to the other. Two way PAAL would need to meet the standard width of 24’



2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

52. COMMENT: 2-06.4.9.H.5.a - Provide dimensions for the parking on the to the east of the central parking lot, additional parking comments may be forthcoming if parking configuration changes.



2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided.

55. COMMENT: 2-06.4.9.H.5.d - Construction services is under the Commercial use group. Bicycle parking for commercial use group is going require 2 short term and 1 per 12,000 sf GFA for long term. (minimum of 2). Revise calculations on the next submittal.



2-06.4.9.L - All proposed easements (utility, sewer, drainage, access, etc.) are to be dimensioned and labeled as to their purposes and whether they will be public or private. The easements may have to be recorded and the recordation information added to the development package prior to approval.

60. COMMENT: 2-06.4.9.L - If applicable, Provide the information as noted by the standard above.



2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown.

61. COMMENT: 2-06.4.9.O - Provide a setback line from the proposed building to Curtis street.



2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s).

62. COMMENT: 2-06.4.9.Q - If buildings are proposed to be demolished, a demolition permit will need to be approved and documents must be provided prior to approval of the DP

2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual.

63. COMMENT: 2-06.4.9.R - Clarify if the sidewalk on east of the proposed building will continue down to the last parking space to the south.



2-06.4.9.T - Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route. If dumpster service is not proposed, indicate type of service. For specific information on refuse collection, refer to Section 8-01.0.0, Solid Waste and Recycle Disposal, Collection, and Storage, of the Technical Standards Manual. Refuse collection on all projects shall be designed based on that section, even if collection is to be contracted to a private firm.

65. COMMENT: 2-06.4.9.T - Demonstrate how a vehicle will turn around at the south end of the central parking lot.



2-06.4.9.V - For gang mailboxes indicate location to assure there are no conflicts with other requirements, such as pedestrian accessibility, utilities, and landscaping.

67. COMMENT: 2-06.4.9.V - Indicate location of mailboxes. If mail will be handled inside building, create a general note stating so.



2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Indicate if there are any existing billboards on site. Compliance to the Sign Code, Chapter 3 of the Tucson Code, is required.

68.COMMENT: 2-06.4.9.W - Provide a general note stating that all signs will be approve under a separate permit.

1) Please reevaluate and provide a description/justification for how the Top Width (Tw) and the Radius of Curvature (Rc) for the Santa Cruz River was determined. The point of measurement for the Topwidth is located along a stretch of the Santa Cruz that has a smaller radius than the supplied radius of curvature.
2) There is a conflict between the Tw shown in Table 2 of the Drainage Report and the Tw used in the erosion hazard computation. Table 2 shows a Tw, adjoining the project site, of 362 feet whereas the Tw used to determine the Setback, is 290 feet
3) Page 4 of the drainage report indicates that there is a tendency toward aggradation and that erosion is unlikely, however page 2 of the drainage report says "Watercourses in which the sediment supply exceeds the transport capacity will aggrade and or widen in an effort to increase sediment-transport capacity"., "there is the potential for bank movement in the long term"
4) At this point the City does not support the conclusion that the erosion hazard setback can be reduced
5) It is suggested that a meeting be arranged to discuss
Review comments based on current proposal
1) Section 26-6 (f)(3) of the Tucson City Code.
a. (f) Rights-of-way for Drainage; Easement Dedication: Whenever a subdivision plat or development plan contains a watercourse which is regulated by this chapter, all right-of-way associated with the watercourses shall be provided and designated "drainageway" or "drainage easement" as determined by the city engineer.
b. (3) If the watercourse is to remain natural, the drainageway shall contain the boundaries of the regulatory floodplain and necessary maintenance access.
c. Along regional watercourses and major watercourses where the peak discharge during the base flood is ten thousand (10,000) cubic feet per second or greater, the drainageway shall be dedicated in fee simple to the city.
2) Please update plan to show the area to be dedicated to the City of Tucson per the requirements above
3) Provide on plans waste stream calculations per City of Tucson (COT) Technical Standards Manual (TSM) section 8-01.8.0
4) Provide a trash enclosure detail to meet TSM section 8
5) Provide a pedestrian circulation connection from the proposed building to Curtis St. Reference TSM section 7-01.4.1.D
6) UDC section 7.4.6.H requires barriers, such as curbing, to prevent vehicles from driving onto unimproved portions of the site. Provide a barrier, such as curbing to prevent vehicles from driving into non-vehicular use areas
7) Provide spot grades in all depressed landscaped areas. Spot grades to take into account the proposed 2" of rock that will be placed in the landscaped areas
8) Show on plans any curb cuts or flow lines showing how water will enter each water harvesting area. Sheet 1 indicates that 6419 of water harvesting is required. Show the impervious tributary area associated with each water harvesting area to ensure the required volumes are being met. Add to note 17 that 6419 sqft of 6" deep water harvesting is required
9) According to ICC A117.1 section 405.8, Ramp runs with a rise greater than 6 inches shall have handrails complying with Section 505. Please show on plans and provide details/specifications for the necessary handrails for proposed accessible ramps.
10) Add to detail 1 on sheet 5 the maximum allowable cross slope for the proposed accessible parking spaces
11) Provide a copy of the plans under which all existing buildings within the erosion hazard setback were permitted. If the buildings were permitted under a Temporary Use Permit, then they will need to be removed as part of this plan
