All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan. The development package will contain the following identification in the lower right corner of each sheet: Any relevant case numbers for reviews or modifications that affect the site. Provide Case # DP19-0309 on each sheet. 5.4. MAJOR STREET AND ROUTES SETBACK ZONE (MS&R) 5.4.2. APPLICABILITY The MS&R standards apply to the following uses on property, any portion of which abuts or is adjacent to a street designated on the City's or County's MS&R Plan: A. New structures; B. Changes of use, including new structures occurring on vacant land; C. Uses of land or structures legally existing as of June 27, 1988, that are expanded in floor area, lot coverage, parking, seating capacity, or any other expansion of use, as listed below. Exception. An expansion of off-street parking for a nonconforming existing use that increases the number of spaces to the minimum required by the UDC for that use is exempt from counting toward the 25% expansion: (See Figure 5.4-A.) 1. If the expansion is less than 25%, the MS&R applies to the proposed expansion. The remainder of the use or structure shall be governed by provisions in force at the time of initial approval for the use or structure; 2. If the expansion is 25% or more, the MS&R applies to the proposed expansion and to the parking and landscaping standards that apply to the overall development. 3. Expansions that occur after the effective date of the MS&R shall be cumulated in determining the 25% expansion. Provide expansion calculation. If applicable show compliance with landscaping and screening requirements by locations, material descriptions, and dimensions. Specific plant or hardscape material shall be detailed on a landscape plan. A detailed landscape plan is required. In accordance with Section 2-11.0.0, Landscape Plan Requirements. Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is December 19, 2020. SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS) ***Please note, a demolition permit is required separate from the development package. FORMAT REQUIREMENTS (2-06.3.0) 1. 2-06.3.5 - Remove the Code Review Checklist from the Site Plan. Remove the Development Package PDSD approval stamp from all sheets. Reserve a three-inch by five-inch space in the lower right quadrant of each sheet for an approval stamp. The approval stamp will be applied electronically by PDSD staff. CONTENT REQUIREMENTS 2. 2-06.4.1 - Provide the contact name, phone number and email address of the owner/developer for this site. 3. 2-06.4.2.B - Include a brief legal description where the subject property is located. 4. 2-06.4.3 - Provide the development package case number, DP19-0309, adjacent to the title block on each sheet. 5. 2-06.4.4.C - Provide Section corners to project-location map. General Notes (2-06.4.7) -The following general notes are required. Additional notes specific to each plan are required where applicable. Zoning and Land Use Notes 6. 2-06.4.7.A.4 - Revise the current and proposed land use. 5740 E Broadway Blvd is considered Commercial Recreation, and 5760, 5762, 5764 E Broadway Blvd is considered General Merchandise Sales; the site is considered Shopping Center per the UDC. 7. 2-06.4.7.A.6.a - Add a general note stating that this project meets the criteria/conditions and is in compliance with the Major Streets and Routes overlay (reference UDC Section 5.4) For development package documents provide (2-06.4.7.A.8): 8. 2-06.4.7.A.8.a - On each building, in the site plan, note the square footage, height, and use of the building 9. 2-06.4.7.A.8.c -Provide the percentage of vehicular use area expansion and percentage of building area reduction. Existing Site Conditions (2-06.4.8) 10. 2-06.4.8.A - Provide site boundary bearing in degrees, minutes and seconds, with basis for bearing noted. 11. 2-06.4.8.B - Provide easement information - the recordation information, location, width, and purpose of all easements on site. 12. 2-06.4.8.C -Include the entire width of Broadway along with the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. Information on Proposed Development (2-06.4.9) -The following information on the proposed project shall be shown on the drawing or added as notes. 13. 2-06.4.9.A - Provide the distances and measurements for the lot lines. 14. 2-06.4.9.C - Provide a cross-access agreement in order to allow access from western adjacent property onto the proposed project site. 15. 2-06.4.9.E - Add general note clarifying the proposal for lot line configuration (i.e. to remain or to be combined). Please be aware that if there is a change to the lot line current lot line configuration, this will require a separate permit. 16. 2-06.4.9.F - Provide the zoning classification for the adjacent properties located to the south and the north of the project site. 17. 2-06.4.9.H.2 - Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section. Sight visibility triangle is noted in keynotes but not labeled on site plan. Provide visibility sight triangle on site plan. 18. 2-06.4.9.H.4 - Provide dimensions for the new concrete sidewalk along the north side of the project, dimensions for the existing alley to the south of the project site, and utility locations as per the UDC standards. 19. 2-06.4.9.H.5 -Two-way PAAL located on Parcel 12803003A (on the eastern portion of the project site) is 23.1 feet wide in dimension and the required width for two-way PAAL is 24 feet as per UDC, Section 7.4.6, Motor Vehicle Area Design Criteria. Parking Design Modification Request (PDMR, refer to UDC, Section 7.4.10) can be used to reduce dimensional requirements for parking spaces and two-way PAAL access (Admin review ~5 days for processing) or Technical Standards Modification Request (Technical Standards Manual, Section 1-01.6.0) can be considered as well. 20. 2-06.4.9.H.5.a -Include dimensions for ADA parking spaces. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 21. 2-06.4.9.L - Verify no additional easements will be implemented for this project. 22. 2-06.4.9.O - For documentation purposes, provide setback dimensions from the existing buildings to remain to the southern property line. 23. 2-06.4.9.R - A sidewalk is required adjacent and parallel to any access lane or PAAL on the side where the building is located. Sidewalk width on the eastside of the 5740 E Broadway is insufficient as per the UDC design criteria, requiring a minimum four-foot width, see Technical Manual Section 7-01.4.0, Pedestrian Access Location Standards. 24. 2-06.4.9.S - Provide sidewalk dimensions along Broadway (six feet in width required as per Section 10-01.0.0, Street Technical Standards, of the Technical Manual, for arterial street sidewalks).
