CHECKLIST FOR MINOR DEVELOPMENT CHANGES TO EXISTING COMMERCIAL/INDUSTRIAL SITES

Purpose
This standard has been prepared for the purpose of informing applicants of the submittal and review requirements for minor changes to existing commercial sites to assure proper and adequate information is presented in a consistent manner, thereby providing the basis for an efficient and timely review. The minor revisions to existing commercial sites are prepared in support of applications for building permits and related reviews.

The information that is requested establishes the basis upon which the project will be approved and could affect what is required of the property in the future, should there be a proposal for expansion or for a different use of the property. This standard does not waive any applicable city regulations or codes.

Applicability
This standard shall be used for minor changes to existing commercial sites such as but not limited to; expansions less than 25% in square footage of land area, floor area, lot coverage, or vehicular use area, modification to accessible vehicle parking, parking area restripe, etc. Applicability to be determined by Zoning and/or Engineering review staff via email or at PDSD review counter.

APPLICATION SUBMITTAL REQUIREMENTS

Development Package applications are available from PDSD. Completed applications and accompanying materials shall be submitted to PDSD. Incomplete or inaccurate applications will not be accepted. The types of documents and the specific number of copies required of each of the documents are on the PDSD website or may be obtained from PDSD. Resubmittals of development packages require a comment response letter that details how all previous comments have been addressed. Provide the same number of copies of the comment response letter as plans provided.

INFORMATION OF PROPOSED DEVELOPMENT:
The following information on the proposed project shall be shown on the drawing or added as notes.

1. Follow up to previous comment 4: The street perimeter yard applies to any street when a property is adjacent to an arterial street. In this case the Douglas Street is also considered a developing area for setbacks. In the developing area, all streets are considered street perimeter. Therefore the detached canopies along the Douglas Street frontage will require approval through a board of adjustment variance process. The detached accessory structures (canopies) cannot be placed beyond the building wall facing Douglas street frontage (R-1 Zone).

The canopies cannot be placed beyond the north wall of building 14, unless the structures are attached to the principal buildings and meet the required building setbacks of the greatest of 21 feet or the height of the structure measured from the edge of the nearest travel lane; or the approval of the canopies are granted through the Board of Adjustment variance process.

The site appears to have several parking areas where the canopies could be placed and be compliant. Assure that if any of the canopies are placed along the 22nd street frontage that none of the canopies are placed beyond the building 1 and 6 walls facing 22nd Street.

Previous Comment 4: Canopies B, C, D, G, H, I, J, Q, K are either partially or fully located in the buildable area of a Residential Zone (R-1). According to UDC section "6.6.3 Accessory Uses, Building, and Structures - Specifically within Residential Zones", detached accessory buildings which include solar canopies are not permitted in the front perimeter of a property in a residential zone. A variance will be required if these structures are to be kept where they are.



2. If the canopies are relocated to meet the location requirements it is suggested (and if the applicant wishes to do so) that you send a copy of the revised plans to zoning reviewer for a quick cursory review before resubmitting. If the owner wishes to process the Application for the board of adjustment variance the plans shall be submitted for a final review and comments for variance process.
