University Blvd. Development Package (1st Review) DP19-0285 TRANSMITTAL DATE: 12/4/2019 DUE DATE: 12/17/2019 COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed. Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is November 15, 2020. SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS) Section 2-06.3.0 FORMAT REQUIREMENTS 1. COMMENT: 2-06.3.8 - If a grading plan is to be submitted provide the contour interval. 2. COMMENT: 2-06.3.10 - A legend that shows and describes all symbols used on the drawing is to be provided. CONTENT REQUIREMENTS 3. COMMENT: 2-06.4.4.B - 2-06.4.4 - Add 1st Ave., 6th St., and Park Ave. to the project location map. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 4. COMMENT: 2-06.4.7.A.5 - List as a general note the total number of residential units and the number of bedrooms in each unit. 5. COMMENT: 2-06.4.7.A.6 - If project opts into the Main Gate Urban Overlay additional information will be required. If a plan or plat is prepared in conjunction with other applications or overlays or the parcel being developed is subject to conditions of an application processed previously, additional information must be added to the plan. 6. COMMENT: 2-06.4.7.A.6.a - If the project opts into the Main Gate Overlay include the special application case number as general note. Also list the case number adjacent to the title block. 7. COMMENT: 2-06.4.7.A.8.c - Revise general note 4 expansion calculation to not include patio areas. The existing shopping center area is 13,477 SF and does not include the patios. Revise general notes to include the proposed expansion calculation. 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 8. COMMENT: 2-06.4.8.B - If applicable, dimension all easements on the plan. 9. COMMENT: 2-06.4.8.C - Indicate if existing streets are public or private and provide the street recordation data. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 10. COMMENT: 2-06.4.9.H.5.a - Parking appears to be sufficient, however a bedroom count is needed to confirm the site meets parking requirements. DP16-0209 indicates that the variance reduced parking to 15 spaces for 13,477 SF of shopping center area. Revise Parking Note 1 to include the amount of square footage the variance applies to. 11. COMMENT: 2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided. 12. COMMENT: 2-06.4.9.Q - Provide the floor area per use within the existing building's footprint. 13. COMMENT: 2-06.4.9.R - A 4' pedestrian sidewalk that is physically separated from the vehicular use area is required around the perimeter of the new structure. Connection to the onsite pedestrian circulation will need to be made. Draw and label the onsite pedestrian circulation connection. Due to the pedestrian access requirements, the PAAL width may be reduced to 20'. A PAAL reduction can only reduce PAAL width by 5% per UDC 7.4.10.D.10 (a BOA variance may be required). Per C-5.d.1 of the Main Gate Urban Overlay (Ordinance 44694) the PAAL may be reduced to 20'. 14. COMMENT: 2-06.4.9.T - Indicate where and how refuse will be collected. 15. COMMENT: 2-06.4.9.V - Indicate how mail will be delivered.
