COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is October 22, 2020.

1. As per previous comments, UDC Administrative Manual Section 2-06.4.9.H.5.a requires parking spaces and parking area access lanes to be designed to City standards. The illustrated parking does not meet standards. See comments below.
a. The parking to the north of the building includes one space over an existing sidewalk. However, detail 2 does not show the space over the sidewalk. Correct overall site plan to match detail 2.
b. It is acknowledged handicap accessible spaces have been provided that meet dimensional standards. The route to the building appears to be the correct size. Provide ramp detail (slope) to verify all standards are met. See Chapter 4 of the ICC A117.1-2009.
c. Provide dimensions (on detail 2 and overall site plan) for all sidewalks which provide access from parking areas to the building. Only some dimensions have been provided. Per Technical Standards Manual 7-01.3.A. "All sidewalks must be a minimum of four feet wide and installed to avoid any obstruction which decreases the minimum width to less than four feet."
d. Correct development information note 2. There are now 71 regular open sparking spaces and 4 accessible parking spaces on site. This total 75 parking spaces provided.

2. Previous comments not fully addressed. Changes to submittal 5 not adequate. Please call to discuss. UDC Administrative Manual Section 2-06.4.9.H.5.d - It is acknowledged the bicycle parking calculations have been corrected and additional dimensions have been provided on the plan. However, bicycle design standards are not being met. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Dimensions and maneuverability standards per the UDC must be met and illustrated on the development package. The short-term bike parking as illustrated does not work. Bikes parked on the racks would overhang onto the next rack. The long-term bike parking must meet location, security, weather protection, signage and lighting standards per the code. Again, refer to Section 7.4.9 of the UDC.

3. Comment 1.a.-d. in this transmittal regarding parking are minor and can be addressed on the next submittal. I am now confident on the total number of spaces provided. The applicant can proceed with the application for an the Individual Parking Plan (IPP) with 153 spaces required and 75 provided. Other needed corrections to the development package can be continued to be processed while the IPP is pending. However, final approval of the development package cannot be obtained until the IPP is approved.
