01/07/2020 ELISA HAMBLIN ZONING REVIEW Reqs Change CDRC TRANSMITTAL

TO: Development Services Department
Plans Coordination Office

FROM: Elisa Hamblin, AICP; Principal Planner

PROJECT: Wildcat Village, 1050 E 8th St
Development Package (4th Review)
DP19-0261

TRANSMITTAL DATE: January 7, 2020

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is October 22, 2020.

1. As per previous comments, UDC Administrative Manual Section 2-06.4.9.H.5.a requires parking spaces and parking area access lanes to be designed to City standards. The illustrated parking does not meet standards. See comments below.
a. The parking to the north of the building includes one space which encroaches into the right-of-way. Additionally, another space is indicated over an existing sidewalk. These spaces cannot be counted towards provided parking. Redesign or eliminate these spaces from the plan.
b. The proposed handicap accessible spaces appear to meet dimensional standards. However, an accessible route from the building to the accessible parking spaces must be provided. Demonstrate how an accessible route, landings and curb ramps are provided. See Chapter 4 of the ICC A117.1-2009.
c. Provide dimensions for all sidewalks which provide access from parking areas to the building. Per Technical Standards Manual 7-01.3.A. "All sidewalks must be a minimum of four feet wide and installed to avoid any obstruction which decreases the minimum width to less than four feet."

2. Previous comments not fully addressed. UDC Administrative Manual Section 2-06.4.9.H.5.a - Handicap accessible signage is required. It is acknowledged a note has been provided on the plan. This is not sufficient. Per previous comments, provide details on development package. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson.

3. Previous comments not fully addressed. UDC Administrative Manual Section 2-06.4.9.H.5.d - It is acknowledged the bicycle parking calculations have been corrected and additional dimensions have been provided on the plan. However, bicycle design standards are not being met. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Dimensions and maneuverability standards per the UDC must be met and illustrated on the development package. The short-term bike parking as illustrated does not work. Bikes parked on the racks would overhang onto the next rack. The long-term bike parking must meet location, security, weather protection, signage and lighting standards per the code. Again, refer to Section 7.4.9 of the UDC.

4. Comment 1.a.-c. in this transmittal regarding parking need to be resolved prior to submitting for the Individual Parking Plan (IPP). Other needed corrections to the development package can be continued to be processed while the IPP is pending. However, final approval of the development package cannot be obtained until the IPP is approved.
