This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is October 22, 2020. 1. Previous comments not addressed. UDC Administrative Manual Section 2-06.4.3 - When assigned a case number for the Individual Parking Plan (or Variance), provide the case number adjacent to the title block on each sheet. (This can be indicated with placeholder text until a case number is assigned). 2. As per previous comments, UDC Administrative Manual Section 2-06.4.9.H.5.a requires parking spaces and parking area access lanes to be designed to City standards. The illustrated parking does not meet standards. See comments below. a. The parking to the north of the building does not meet City maneuverability standards. A two-way parking area access lane is shown at 18 ft but is required at 24 ft. This area may be redesigned to accommodate angled parking and an one-way parking area access lane. See UDC Article 7.4.6.D. This will likely result in the loss of some parking spaces. If handicap accessible parking is redesigned to be angled, the striped access path adjacent to van accessible spaces must be on the driver's side. b. The parking to the north of the building includes one space which encroaches into the right-of-way. This space cannot be counted towards provided parking. c. The parking to the south of the building does not meet City maneuverability and dimensional standards. A two-way parking area access lane is shown at 20 ft but is required at 24 ft. As 65.2 ft is indicated from property line to building wall, there may be sufficient room to redesign this area to accommodate 18 ft parking space depth, 24 ft access aisle, 18 ft parking space depth and a 4 ft sidewalk. d. Vehicle wheel stops are required in parking areas to the north and south of the building. The wheel stops will prevent vehicle overhang into the sidewalk clear area. 3. Based on review of the parking spaces and access lanes, there are two options to proceed: a. Re-design parking areas to the north and south of the building to meet City standards. Zoning review will be required to verify conformance and total parking spaces provided prior to submittal of an Individual Parking Plan. b. If re-design of the parking areas is not desired, a Variance will be required for both the non-standard parking area dimensions and the total number of provided parking spaces. An Individual Parking Plan would no longer be an option. 4. Previous comments not fully addressed. UDC Administrative Manual Section 2-06.4.9.H.5.a - Handicap accessible signage is required. Provide details on development package. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. 5. Previous comments not fully addressed. UDC Administrative Manual Section 2-06.4.9.H.5.d - It is acknowledged the bicycle parking calculations have been corrected. However, I am unable to verify whether the actual number provided is accurate, as appropriate details have not been provided. See following comment. 6. Previous comments not addressed. UDC Administrative Manual Section 2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. It is acknowledged some information has been provided on the plan. However, information is not sufficient. Dimensions and maneuverability standards per the UDC must be met and illustrated on the development package. 7. The comments in this transmittal regarding parking need to be resolved prior to submitting for the Individual Parking Plan (IPP). Other needed corrections to the development package can be continued to be processed while the IPP is pending. However, final approval of the development package cannot be obtained until the IPP is approved.
