COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is October 22, 2020.

1. Previous comment 1 not addressed. UDC Administrative Manual Section 2-06.4.1 - The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet. The applicable registration or license number shall be provided if prepared by or with the assistance of a registered professional, such as a surveyor, architect, landscape architect, or engineer. All sealing shall be consistent with Arizona Board of Technical Registration guidelines.

2. Previous comment 2 not addressed. UDC Administrative Manual Section 2-06.4.2.B - Move the legal description to be included in the title block.

3. Previous comment 3 not addressed. UDC Administrative Manual Section 2-06.4.2.D - Correct the page number to include the page number and the total number of pages in the package (i.e., sheet xx of xx).

4. Previous comment 4 not addressed. UDC Administrative Manual Section 2-06.4.3 - When assigned a case number for the Individual Parking Plan, provide the case number adjacent to the title block on each sheet. (This can be indicated with placeholder text until a case number is assigned).

5. Previous comment 5 not addressed. UDC Administrative Manual Section 2-06.4.7.A.1 - Correct General Note 1 to read "Existing zoning is R-3 and O-3". Remove Development Information note 1 as it is duplicative.

6. Previous comment 6 not addressed. UDC Administrative Manual Section 2-06.4.7.A.4 - Correct General Note 3 to read "Existing and proposed use of the site is Multifamily Development, subject to UDC Administrative Manual Section 4.9.7.B.6."

7. It is acknowledged the parking calculations and information have been updated in Development Information note 2. However, I am unable to verify if 79 spaces (which must meet maneuverability and dimensional standards per the UDC) are provided. See following three comments.

8. Previous comment 8 not addressed. UDC Administrative Manual Section 2-06.4.9.H.5.a - A typical parking space detail is required for standard parking spaces on the site. Standard parking spaces are required at a dimension of 8.5 ft by 18 ft. Spaces cannot encroach into the right-of-way. The entirety of each parking space must be contained on the site. Spaces that do not meet dimensional standards due to encroachment into the right-of-way cannot be counted as provided parking spaces.

9. Previous comment 9 not addressed. UDC Administrative Manual Section 2-06.4.9.H.5.a - Clarification is needed regarding the parking spaces on the northeast portion of the site. Currently, there are 17 parking spaces existing in a row, running east to west. The proposed site plan indicates 18 parking spaces in the same area, which now includes 4 handicap accessible parking spaces and required access aisles. It is unclear how an additional parking spaces and 2 access aisles can realistically fit in the same area. Additional dimensions are required.

10. UDC Administrative Manual Section 2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces and access lanes provided, fully dimensioned. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

11. Previous comment 10 not fully addressed. UDC Administrative Manual Section 2-06.4.9.H.5.a - Handicap accessible signage is required. Provide details on development package. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson.

12. Previous comment 11 not fully addressed. UDC Administrative Manual Section 2-06.4.9.H.5.d - It is acknowledged the bicycle parking calculations have been corrected. However, I am unable to verify whether the actual number provided is accurate, as appropriate details have not been provided. See following comment.

13. Previous comment 12 not addressed. UDC Administrative Manual Section 2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. The last submitted plan does not include adequate information for bicycle parking. Dimensions and maneuverability standards per the UDC must be met.

14. Previous comment 13 not addressed. UDC Administrative Manual Section 2-06.4.9.H.5.d - Short-term bicycle racks are illustrated within the right-of-way. Approval for this location is required by the Tucson Department of Transportation. Please contact Zelin.Canchola@tucsonaz.gov. Provide copy of approval email/letter with next submittal.

15. The comments in this transmittal regarding parking need to be resolved prior to submitting for the Individual Parking Plan (IPP). Other needed corrections to the development package can be continued to be processed while the IPP is pending. However, final approval of the development package can no be obtained until the IPP is approved.
