COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is October 22, 2020.

1. 2-06.4.1 - The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet. The applicable registration or license number shall be provided if prepared by or with the assistance of a registered professional, such as a surveyor, architect, landscape architect, or engineer. All sealing shall be consistent with Arizona Board of Technical Registration guidelines.

2. 2-06.4.2.B - Move the legal description to be included in the title block.

3. 2-06.4.2.D - Correct the page number to include the page number and the total number of pages in the package (i.e., sheet xx of xx).

4. 2-06.4.3 - When assigned a case number for the Individual Parking Plan, provide the case number adjacent to the title block on each sheet.

5. 2-06.4.7.A.1 - Correct General Note 1 to read "Existing zoning is R-3 and O-3". Remove Development Information note 1 as it is duplicative.

6. 2-06.4.7.A.4 - Correct General Note 3 to read "Existing and proposed use of the site is Multifamily Development, subject to UDC Article 4.9.7.B.6."

7. 2-06.4.9.H.5.a - Correct Development Information note 2. The total number of required spaces is accurate at 153. But it appears the total number of provided parking spaces is 79, not 76. However, the following two comments may impact this determination.

8. 2-06.4.9.H.5.a - A typical parking space detail is required for standard parking spaces on the site. Standard parking spaces are required at a dimension of 8.5 ft by 18 ft. Spaces cannot encroach into the right-of-way. The entirety of each parking space must be contained on the site. Spaces that do not meet dimensional standards due to encroachment into the right-of-way cannot be counted as provided parking spaces.

9. 2-06.4.9.H.5.a - Clarification is needed regarding the parking spaces on the northeast portion of the site. Currently, there are 17 parking spaces existing in a row, running east to west. The proposed site plan indicates 18 parking spaces in the same area, which now includes 4 handicap accessible parking spaces and required access aisles. It is unclear how an additional parking spaces and 2 access aisles can realistically fit in the same area. Additional dimensions are required. Additionally, some parking spaces lines appear to be missing in this row of parking. Correction of this formatting is required.

10. 2-06.4.9.H.5.a - Amend Development Information note 2 to include the total number of accessible spaces required (4) and provided (4). Handicap accessible signage is also required. Provide details on development package. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson.

11. 2-06.4.9.H.5.d - Correct Development Information note 3. Short-term bicycle parking is required at a ratio of 0.1 spaces per bedroom. This site is proposing a total of 180 bedrooms which requires 18 short-term bicycle parking spaces. Long-term bicycle parking is required a ratio of 0.5 spaces per bedroom. This site is proposing a total of 180 bedrooms which requires a total of 90 long-term bicycle parking spaces.

12. 2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC.

13. 2-06.4.9.H.5.d - Short-term bicycle racks are illustrated within the right-of-way. Approval for this location is required by the Tucson Department of Transportation. Please contact Zelin.Canchola@tucsonaz.gov. Provide copy of approval email/letter with next submittal.

14. 2-06.4.9.T - The scope of this development package does not require review or changes to the trash enclosures. Remove the trash enclosure detail that was included. The trash container does need to be outside the required parking spaces.

15. General comment: The development package contains numerous typographical errors. Please correct for clarity.

16. The comments in this transmittal can be used to submit for the Individual Parking Plan (IPP). The corrections to the development package can be continued to be processed while the IPP is pending. However, final approval of the development package can no be obtained until the IPP is approved.
