COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

The review comments include the actual standard first with the applicable Administrative Manual section number and the following paragraph is the actual comment related to the specific item that must be addressed.

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is November 27, 2020.

SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS)
Section
2-06.4.2.B - A brief legal description and a statement as to whether the project is a re-subdivision are to be provided. On re-subdivisions, provide the recording information of the existing subdivision plat;

1. COMMENT: Edit the title block to state Lot 4 and not Lot 5.

2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet.

2. COMMENT: Provide the assigned development package case number, DP19-0246, adjacent to the title block on each sheet.

2-06.4.2.A - Show the subject property approximately centered within the one square mile area;

3. COMMENT: Correct the depicted project location map to ensure that the subject property is shown in the approximate center of the project location map.

2-06.4.2.B - Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property

4. COMMENT: After placing the subject property in the approximate center of the project location map, be sure to identify the regional watercourses (eg. Santa Cruz river) and major streets within the square mile.

2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses.

5. COMMENT: Include the existing use of the property as vacant land. Also, include the proposed use of the property. After a discussion with the applicant on 12/20/19 the proposed use appears to be Industrial Land Use Group (General Manufacturing). The use of the property dictates other aspects of this review, if the use is determined to be something other than general manufacturing additional comments will be forthcoming. Ensure that the proposed use of the property is depicted on the plans. Other possible uses may be Storage Land Use Group (Commericial Storage) or Commerical Land Use Group (Construction Service or Office). Read the definitions in UDC Article 11 to help you identify the use. If the proposed use is Industrial Land Use Group (General Manufacturing) UDC Use Specific Standards 4.9.5.C.2, .6, .7, & .8 and 4.9.13.Q apply, state these specific standards.

2-06.4.7.B - Drainage Notes
List the following notes as appropriate:

2-06.4.7.B.2.b - "A floodplain use permit and/or finished floor elevation certificates are required for the following lots: __________." (List the lots affected by lot number, or in the case of a one lot development, place a period after the word "required" and delete the remainder of note.

6. COMMENT: It appears that the property does not fall within the "X" flood zone designation. Remove the "Flood Zone Designation" information from Sheet C1.0.

2-06.4.7.C - Streets and Roads Notes

2-06.4.7.C.2 - List the following note on all development package documents: "No structure or vegetation shall be located or maintained so as to interfere with the sight visibility triangles in accordance with Section 10-01.5.0, Sight Visibility, of the Technical Standards Manual."

7. COMMENT: Correct Note 8 under General Notes on sheet C1.1 to read as above.

2-06.4.7.C.3 - Provided the following notes as applicable:

2-06.4.7.E.1.d - The following note will be placed on all plans/plats if the proposed project is a commercial or industrial project: "Any wastewater discharged into the public sanitary sewerage system shall meet the requirements of Pima County Ordinance No. 1991-140, or as amended."

8. COMMENT: Include the above note.

2-06.4.7.E.3 - The following note shall be placed on a plan/plat proposed for commercial or industrial use: "Any wastewater discharged into the public sanitary sewerage system shall meet the requirements of Pima County Ordinance No. 1991-140, as currently amended."

9. COMMENT: Include the above note.

2-06.4.7.E.4 - The following note will be provided if public and private sewers are proposed for construction or if public sewers are existing: "On-site sanitary sewers, except public sewers within public sewer easements or rights-of-way, will be private and will be constructed, operated, and maintained on a private basis. The location and method of connection to an existing public sanitary sewer is subject to review and approval by the Pima County Wastewater Management Department at the time of submittal of plumbing or building plans."

10. COMMENT: Include the above note.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

11. COMMENT: Sheet C3.1 indicates an existing building on Lot 5 to the south of the subject property but does not depict the building. Show existing site conditions 50 feet to the South of the subject property.

2-06.4.8.B - All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided.

12. COMMENT: Show the 15 x 20 electrical easment. Include the recorded sequence number or docket and page number.

2-06.4.8.E - Indicate the ground elevation on the site based on City of Tucson Datum (indicate City of Tucson field book number and page).

13. COMMENT: Indicate the City of Tucson field book number and page from the City of Tucson Datum where the ground elevation contours were obtained.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. If the property is being rezoned, use those boundaries and classifications. The basis for this requirement is that some zoning requirements on a project are based on the zoning classification of adjacent property. Also, in some instances, each zone has to be taken into consideration on property that is split by two or more zoning classifications, as each may have different requirements.

14. COMMENT: Indicate on the parcels to the North, South and West that Zoning is I-1. Indicate on the parcel to the East that Zoning is R-1

2-06.4.9.H - Proposed Traffic Circulation

2-06.4.9.H.3 - Indicate fire circulation, including accessibility and vehicle maneuverability.

15. COMMENT: Ensure that fire circulation, including accessibility and vehicle maeuverability is shown on the site and utility plan.

2-06.4.9.H.4 - Indicate if existing streets are public or private; provide street names, widths, curbs, sidewalks, and utility locations, all fully dimensioned.

16. COMMENT: Indicate that Freeway Industrial Loop is a public street.

2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

17. COMMENT: The 2 parking spaces at the southeast and northeast of the parking lot near the wrought iron fence and gate require a back up spur. See UDC Section 7.4.6.D.4 for standards. Additionally, since the fence is an adjacent barrier over 6" in height, these parking spaces must be 10 feet wide. See UDC Section 7.4.6.D.2 for standards. Parking criteria was determined using Industrial Land Use Group with 1:1000 parking requirement, if the use of the site is changed the parking requirements may change.

2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided.

18. COMMENT: Show interior provided long term bicycle parking facility. Indicate under Project Data that two long term bicycle parking spaces are required and provided. Indicate under Project Data that no short term bicyle parking spaces are required or provided.

2-06.4.9.M - Grading Plan

2-06.4.9.M.1 - A conceptual grading plan is required on projects with significant topographic conditions. The PDSD Engineering Administrator or designee will determine the need for such a plan.

19. COMMENT: Refer to Engineering for grading comments, if applicable.

2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown

20. COMMENT: Provide dimension from building to front (west) property line. The minimum setback is 20' or 1 ½ the height of the proposed wall, measured from the street property line, whichever is greater. The height of the building is 21' therefore the required minimum setback from the street is 31'6".

2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s).

21. COMMENT: Write the use of the proposed building within the building's footprint. Based on discussion with applicant it appears the use is Industrial Land Use Group (manufacturing). Read Article 11 for help determining use of the site.

2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual.

22. COMMENT: Show pedestrian circulation and refuge in accordance with the Technical Standards Manual Section 7-01.0.0. Change callout from one arrow showing 5' sidewalk to two pinching arrows. Pay specific attention to portion of sidewalk on the north side of building where callout indicates 2' encroaching on sidewalk. Ensure that 5' wide sidewalk standard is met. Provide slope of sidewalk to ensure accessibility is met from parking spaces to front doors.

2-06.4.9.T - Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route. If dumpster service is not proposed, indicate type of service. For specific information on refuse collection, refer to Section 8-01.0.0, Solid Waste and Recycle Disposal, Collection, and Storage, of the Technical Standards Manual. Refuse collection on all projects shall be designed based on that section, even if collection is to be contracted to a private firm.

23. COMMENT: Show the dimensions, vehicle maneuverability and access route for the dumpster/trash enclosure.

2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Indicate if there are any existing billboards on site. Compliance to the Sign Code, Chapter 3 of the Tucson Code, is required.

24. COMMENT: Ensure that all proposed signs are indicated at the site, including wall, and free-standing signs.

2-06.4.9.X - Show compliance with landscaping and screening requirements by locations, material descriptions, and dimensions. Specific plant or hardscape material shall be detailed on a landscape plan. A detailed landscape plan is required. In accordance with Section 2-11.0.0, Landscape Plan Requirements.

5.3 Access and Maneuvering Standards


Metal container locations shall be placed so that the collection vehicle does not have to back into the public right-of-way or into moving traffic.

7.6.4. LANDSCAPE STANDARDS

A street landscape border is an area running the full length of the street property line bounding the site except for points of ingress-egress, refuse storage cannot be located within street landscape border.


7.6.5. SCREENING STANDARDS
Note: A 30' screen is required along Freeway Industrial Loop and the buildsing can serve as the screening.



SECTION 4-01.0.0: COMMERCIAL RAINWATER HARVESTING
1.3 Applicability

This standard applies to all commercial development plans submitted after June 1, 2010.

A Rainwater Harvesting Plan shall be submitted with all applications for commercial developments at which landscaping is required.

Ensure that Zoning and Engineering comments are addressed prior to landscape section approval.
