Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is August 1, 2020.

SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS)

2-06.3.0 FORMAT REQUIREMENTS

2-06.3.10 - A legend that shows and describes all symbols used on the drawing is to be provided, preferably on the first sheet.
1. COMMENT: Provide a legend noted by the standard above.

2-06.4.2.B - A brief legal description and a statement as to whether the project is a re-subdivision are to be provided. On re-subdivisions, provide the recording information of the existing subdivision plat;
2. COMMENT: Provide a brief legal description on the title block noted by the standard above

2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet.
3. COMMENT: Provide the development package case number, DP19-0182, adjacent to the title block on each sheet.

2-06.4.4.B - Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property; and,

2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses.

2-06.4.7.A.5 - On residential projects, list the total number of units/lots proposed.

2-06.4.8.B - All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided.
7. COMMENT: If applicable provide the information noted by the standard above.

2-06.4.9.H.4 - Indicate if existing streets are public or private; provide street names, widths, curbs, sidewalks, and utility locations, all fully dimensioned.
8. COMMENT: Indicate if Estrella Ave is public or private noted by the standard above

2-06.4.9.L - All proposed easements (utility, sewer, drainage, access, etc.) are to be dimensioned and labeled as to their purposes and whether they will be public or private. The easements may have to be recorded and the recordation information added to the development package prior to approval.
9. COMMENT: If applicable provide the information noted by the standard above

2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown.
10. COMMENT: It appears that the south setback is incorrect please provide elevations so we can verify building setback the setbacks.

2-06.4.9.T - Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route. If dumpster service is not proposed, indicate type of service. For specific information on refuse collection, refer to Section 8-01.0.0, Solid Waste and Recycle Disposal, Collection, and Storage, of the Technical Standards Manual. Refuse collection on all projects shall be designed based on that section, even if collection is to be contracted to a private firm.
11. COMMENT: Per section 8-01.5.2.H, the enclosure must have a concrete slab six inches thick. The proposed concrete slab is five inches thick. Revise the concrete slab information as per the standard above.
12. COMMENT: Provide clarification on the ADA access to the west side of the property if that area is striped or it is part of the sidewalk.
13. COMMENT: Plans need to provide an accessible route from the ADA parking to the building and to the Laundry area
14. COMMENT: Clarify what is proposed on the north end if a wall is being proposed than a setback of 2 feet is required per UDC section 7.4.6.F.2.b

1) Sheet 3, Detail 2. Minimum clearance from grade to lowest sign is should be 84". Reference City of Tucson (COT) Technical Standards Manual (TSM) section 7-01.4.3
2) Sheet 2. Provide a detail for the proposed curb openings mentioned in keynote 14. Detail should show that water can freely enter the water harvesting basins and not be obstructed
3) Update ground cover, in water harvesting areas, to be something other than Decomposed Granite. DG silts and reduces water infiltration. Decorative Screened rock or Organic Mulch is suggested. Make sure grades within the basin take into account the proposed 2" thick rock layer
4) Pima Associations of Governments "PAG" standard details have been adopted to replace City of Tucson Standard Details. Update notes/details on all applicable sheets to reference the appropriate "PAG" standards. See following link http://apps.pagnet.org/standardspecifications/
5) Sheet 1. Keynote 14 is being applied to the curb along N Estrella Av. Clarify if water harvesting is proposed along N Estrella Ave between the curb and sidewalk
6) Provide a pedestrian circulation path in accordance with TSM section 7-01 which includes a pedestrian circulation connection to the proposed trash enclosure
7) Show on plans that the access ramps on either side of the proposed driveway will be built according to PAG standard detail 207
8) Sheet 1. Keynote 4 points to a ramp and references detail 3/3. Detail 3/3 is for an accessible parking space. Please update keynote 4 reference as needed
9) Double check that proposed landscape border along N Estrella Ave does not interfere with the required site visibility triangles
10) Check water harvesting calculations on sheet 4. The volumes of each water harvesting area need to take into account the constructed condition. This includes basin side slopes
11) Sheet 1. Indicate the provided water harvesting area in the "WATER HARVESTINV CALC:". Note that the available area must be receiving water from tributary impervious area. Provided area must take into account the constructed condition

SECTION 2-10.0.0: LANDSCAPE PLAN REQUIREMENTS
4.1 Identification and Descriptive Data
A. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.

B. The landscape plan will contain the following identification in the lower right corner of each sheet:

ARTICLE 7: DEVELOPMENT STANDARDS
7.6. LANDSCAPING AND SCREENING
Vehicular Use Areas

The standards in this Section 7.6.4.B apply to all developments that provide more than four motor vehicle parking spaces.

1. Canopy Trees in Vehicular Use Areas

a. General Standards
Within a vehicular use area, one canopy tree is required for each four motor vehicle parking spaces or fraction thereof.

The canopy trees must be evenly distributed throughout the vehicular use area. Every parking space must be located within 40 feet of the trunk of a canopy tree (as measured from the center of the tree trunk).

Show how vehicle use are meets above requirement.


Screening for individual land uses and zones must be provided as determined in Table 7.6.4-1 and in addition to the required landscape borders. Screening is not required between similar uses in accordance with Table 7.6.4-1.

A 5' wall is required to screen vehicle use area from adjacent residential zoned properties
Screening Materials

1. Walls

a. All walls required by this section must be of masonry material or masonry with a stucco or textured finish.

Provide a 5' wall or apply for DDO for chain link fence with slats.
