COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is July 7, 2020.

1. 2-06.3.2 - All mapped data shall be drawn at an engineering scale having no more than 50 feet to the inch. This scale is the minimum accepted to assure the plan will be legible during review and when digitized and/or reduced for record-keeping purposes. The same scale shall be used for all sheets within the set.

2. 2-06.3.5 - A three-inch by five-inch space shall be reserved in the lower right quadrant of each sheet for an approval stamp. The reserved space should be the in the same location on all sheets for efficiency with electronic stamping. The reserved space is missing starting on Sheet NP 01.00.

3. 2-06.3.8 - The north arrow, contour interval, and scale as applicable to each sheet should be placed together in the upper right corner of each sheet. Ensure this standard is met on all sheets.

4. 2-06.3.12 - An index of sheets in the development package shall be provided on the first sheet. Remove sheet index references not applicable to submitted plan set. Include one sheet index.

5. 2-06.4.2.B - The title block shall be provided on each sheet. It must include a brief legal description and a statement as to whether the project is a resubdivision are to be provided. On resubdivisions, provide the recording information of the existing subdivision plat;

6. 2-06.4.2.C - The title block shall include the number of proposed lots and common areas are to be noted. Clarify (in title block and/or cover sheet) whether this proposal includes multiple existing lots or whether a change in lot configuration is proposed. Lot split must be approved prior to development package approval. New lot configuration should be shown on cover sheet.

7. 2-06.4.2.D - The title block shall include the page number and the total number of pages in the package (i.e., sheet xx of xx). The page numbers used in the submitted plan set may be retained, as long as a separate reference following the standard noted here is used (sheet xx of xx) for every sheet in the plan set.

8. 2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet. Provide rezoning case number C9-13-04, lot split case number S19-046 and any other associated cases.

9. 2-06.4.4.B - In the location map on the cover sheet, identify major streets and regional watercourses within the square mile area and all streets that abut the subject property. Include Golf Links Rd on the map.

10. 2-06.4.5 - When the development package documents consists of more than one sheet, a sheet index (a legible drawing of the site showing the area represented on each sheet) is to be placed on the cover sheet or the second sheet.

11. 2-06.4.6 - In the PAD reference map on the cover sheet, indicate the location of the portion being developed.

12. 2-06.4.7.A.1 - List as a general note: "Existing zoning is PAD 25, Northern Star."

13. 2-06.4.7.A.2 - As a general note, list the gross area of the site/subdivision by square footage and acreage.

14. 2-06.4.7.A.3 - As a general note, list the applicable rezoning file number (C9-13-04) and conditions of approval.

15. 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. Proposed use is Commercial: Medical Service - Major.

16. 2-06.4.7.A.6 - Add a general note that this development is designed to comply with UDC Article 5.4, Major Streets and Routes Setback Zone and UDC Article 5.3, Scenic Corridor Zone.

17. 2-06.4.7.A.8.a - Add a general note with the floor area for each building. It is acknowledged this information has been provided in a table on sheet 9 of 33. Clarify difference between "Major Medical Area" and "Gross Building Floor Area". What does the "Major Medical Area" include?

18. 2-06.4.8.A - On the site and within 50 feet of the site, provide site boundary/subdivision perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot, or other functional reference system. As a lot split is currently being processed for this application, ensure future perimeter information aligns with the development package submittal. Provide current and future property lines as appropriate.

19. 2-06.4.8.B - Verify all existing easements (if any) have been drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided.

20. 2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site, and across any right-of-way, shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks.

21. 2-06.4.9.A - Draw in all proposed lot lines with approximate distances and measurements. See previous comment regarding lot split and perimeter information. The development package cannot be approved until the lot split is finalized. Provide documentation with next submittal.

22. 2-06.4.9.B - Identify each block or lot by number within the PAD and include the approximate square footage of each.

23. 2-06.4.9.C - If the project has common areas, label each common area individually with a separate letter designation.

24. 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined.

25. 2-06.4.9.H.2 - Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section.

26. 2-06.4.9.H.5 - Provide dimensions for all parking area access lanes in each parking lot.

27. 2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. Each parking lot should have a dimensioned "typical" space or the dimensions applicable to all spaces should be illustrated in a typical parking space detail. Provide parking space counts on the plan in order to verify total number of spaces provided.

28. 2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Bike parking as illustrated in detail 8 on sheet 32 of 33 does not meet UDC Article 7.4.9.B.2 and 7.4.9.C. Clarify where long-term bike parking has been provided and provide appropriate detail for bike lockers or interior controlled access storage.

29. 2-06.4.9.H.5.d - Provide, as a note, calculations for short and long term bicycle spaces required and provided. See previous comment #16 regarding floor area. Clarify in order to determine required parking. The table listing provided bike parking does not match plan, 12 listed as provided, 16 are shown on detail.

30. 2-06.4.9.H.5.d - Short-term bike parking must be located within 50' of public entrance. Demonstrate compliance on plan.

31. 2-06.4.9.H.6 - If the project is phased, the phase under consideration shall be designed so those later phases are assured legal access. If such access is provided through the phase under consideration, public streets are required, or access easements must be delineated and dedicated for such use. If private easements are utilized, protective covenants establishing the right of access, maintenance and incorporation of future phases into this project are required.

32. 2-06.4.9.I - Show all right-of-way dedications on or abutting the site and label. If the development package documents have been prepared in conjunction with a subdivision plat or is required as a condition of approval of a review process, such as a rezoning, street dedications in accordance with the Major Streets and Routes (MS&R) Plan may be required by these processes. Projects bounded by streets having only a portion of the right-of-way width dedicated will be required to dedicate right-of-way, up to one-half, to complete the street width. Verify all requirements of the PAD section III.N. and the Minor Amendment letter dated 11/28/18 are met.

33. 2-06.4.9.L - Verify all proposed easements are illustrated on the plans. All proposed easements (utility, sewer, drainage, access, etc.) are to be dimensioned and labeled as to their purposes and whether they will be public or private. The easements may have to be recorded and the recordation information added to the development package prior to approval.

34. 2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown. Required setback on Old Spanish Trail Rd frontage is 30 ft. plus the building height, measured from future curb. It appears that all applicable building setbacks are being met, however provide setback dimension line off of Old Spanish Trail Rd. Update Site Data Table with correct setback.

35. 2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s). Maximum building height permitted per the PAD is 50'. This is measured from design grade on all elevations.

36. 2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual and PAD section III.M. Per the PAD, a painted crosswalk, material change, signage or other such feature is required at each point a pedestrian walkway crosses a parking lot.

37. 2-06.4.9.S - Show existing or proposed pedestrian circulation along abutting rights-of-way. Such sidewalks must comply with accessibility requirements for the physically disabled and the design criteria in Section 10-01.0.0, Street Technical Standards, of the Technical Standards Manual.

38. 2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Indicate if there are any existing billboards on site. Compliance to the Sign Code, Chapter 3 of the Tucson Code, is required.

39. General comment - the inclusion of two cover sheets is confusing. Consolidate or duplicate title block on first sheet and include in overall sheet numbering. Only include sheet index for drawings in this sheet set.

40. PAD III.G. Provide dimensions to the spine roadway as illustrated on Exhibit III.D.1., 1030' from Houghton Rd property line and 467' from western property line.

41. PAD III.M. As part of the platting and development review process, a proposed pedestrian plan will be submitted that describes the proposed trail system, proposed trail connections and any other recreational features to be provided as part of the PAD development. Provide required proposed pedestrian plan.

42. PAD III.N. Verify all requirements of the PAD section III.N. and the Minor Amendment letter dated 11/28/18 are met regarding construction of infrastructure improvements.

43. PAD III.V. The Design Review Committee will review and approve all details of project design. A copy of the self-certification will be provided to the City of Tucson at the time of plan submittal advising whether the architectural and landscape design conforms to the Northern Star PAD Design Guidelines. Provide required DRC approval letter regarding project design as per PAD section III.V and compliance with design standards as found in section III.W.

44. General comment - per the Minor Amendment letter dated 11/28/18 and the letter dated 2/22/19, an updated Exhibit III.I.1. Circulation Concept is to be provided with the revised spine road location and the consolidated minor access points. Provide updated exhibit with resubmittal and provide a copy to John.Beall@tucsonaz.gov.
