COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is June 10, 2020.

2-06.4.7.A - Zoning and Land Use Notes

2-06.4.7.A.2 - List the gross area of the site/subdivision by square footage and acreage.

Previous comment 5. S20-028 must be approved prior to approval of the DP.COMMENT: The overall area is made up of three parcels. Per the plan it appears that a lot reconfiguration is proposed and two parcels will be the end result. It is also my understanding that the proposed design may change due to a rezoning possibility or HPZ amendment to the Armory Park Historic Boundary. Additional comments may be forthcoming on the next review of the DP. At a minimum a lot reconfiguration application must be processed PDSD and the documents recorded.

2-06.4.8.B - All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided.

Previous comment 15. COMMENT: Abandonment of easements must be completed prior to approval of the DP.

2-06.4.9.I - Show all right-of-way dedications on or abutting the site and label. If the development package documents have been prepared in conjunction with a subdivision plat or is required as a condition of approval of a review process, such as a rezoning, street dedications in accordance with the Major Streets and Routes (MS&R) Plan may be required by these processes.
Projects bounded by streets having only a portion of the right-of-way width dedicated will be required to dedicate right-of-way, up to one-half, to complete the street width.
Should there be any proposed street or alley vacation, provide this information. If vacation has occurred, include the recording information.

Previous comment 19. COMMENT: Per the adopted Major Streets and Routes Plan, the Stone Avenue Right of way at this location is to be a total of 90 feet. Consult with TDOT for information on whether or not additional right of way will be required for Stone Avenue. Additional right of way if required would affect the placement of the proposed building. Provide in the next DP submittal any documentation from TDOT related to future right of way.

2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided.
New comment 1. Provide a detail for both the short and long term bicycle parking that demonstrates how the requirements of UDC Articles 7.4.9.B, .C, & .D are met.

2-06.4.9.L - All proposed easements (utility, sewer, drainage, access, etc.) are to be dimensioned and labeled as to their purposes and whether they will be public or private. The easements may have to be recorded and the recordation information added to the development package prior to approval.
New comment 2. As pedestrian circulation and vehicle parking is crossing property lines some type of easement or agreement for pedestrian and vehicle cross access will need to be recored and shown on the plan.

Sheet L1 Utility poles are missing from the plan, there may be tree conflicts. Please add to landscape and irrigation plans all utilities.
Sheet L1 What is the dimension between the sidewalk and the curb on Stone where trees are proposed? DTM requires 4' minimum if this cannot be achieved a tree grate may be necessary.
Sheet L1 The tree planting detail shows the excavation going under the sidewalk, and no ground cover, please dimension the detail more. The drop of the edge of sidewalk as shown in detail is unsafe.
Sheet L1 Update the ROW Landscape notes, the LUC is no longer used COT used UDC update Section information.
Sheet L2 Add a note that specifies that no irrigation equipment under pressure except the meter and line extension to the BFP(on private property) is allowed in the ROW.

Thank you for the opportunity to comment on DP19-0144, 375 South Stone; 2nd Submittal, a development package application for an approximately 0.76 acre site, located southeast of the intersection of East 14th Street and South Stone Avenue. The property is zoned Commercial Zone 3 (C-3) and Historical Commercial Zone 3 (HC-3), with the proposed development being a mixed use building, which would contain both residential and commercial uses.

This site is within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace.

The Tucson Airport Authority is satisfied with the 2nd submittal of this project and has no additional comments to provide.
