All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan. The landscape plan will contain the following identification in the lower right corner of each sheet: 2. Cross-reference to: a. Rezoning case: Any other relevant case number for reviews or modifications that affect the site. Indicate graphically, where possible, compliance with conditions of rezoning. ARTICLE 7: DEVELOPMENT STANDARDS 7.6. LANDSCAPING AND SCREENING 5.4.2. APPLICABILITY The MS&R standards apply to the following uses on property, any portion of which abuts or is adjacent to a street designated on the City's or County's MS&R Plan: A. New structures; B. Changes of use, including new structures occurring on vacant land; C. Uses of land or structures legally existing as of June 27, 1988, that are expanded in floor area, lot coverage, parking, seating capacity, or any other expansion of use, as listed below. Exception. An expansion of off-street parking for a nonconforming existing use that increases the number of spaces to the minimum required by the UDC for that use is exempt from counting toward the 25% expansion: (See Figure 5.4-A.) If the expansion is less than 25%, the MS&R applies to the proposed expansion. The remainder of the use or structure shall be governed by provisions in force at the time of initial approval for the use or structure; 2. If the expansion is 25% or more, the MS&R applies to the proposed expansion and to the parking and landscaping standards that apply to the overall development; or, 3. Expansions that occur after the effective date of the MS&R shall be cumulated in determining the 25% expansion. Provide expansion calculations. If applicable: Show compliance with landscaping and screening requirements for the entire site by locations, material descriptions, and dimensions. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is May 09, 2019. CONTENT REQUIREMENTS 1. 2-06.4.3 - Provide the development package case number, DP19-0116 , adjacent to the title block on all sheets. 2. 2-06.4.4 - Remove the subdivision case numbers from the location map as they are not required for a DP. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 3. 2-06.4.7.A.3 - Provide the rezoning case number, C9-18-09, the lower right corner of each sheet adjacent to the title block. 4. 2-06.4.7.A.8 - For development package documents provide: 5. 2-06.4.7.A.8.c - Provide a vehicle use are expansion calculation on the plan. 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 6. 2-06.4.8.C - Provide location dimensions for the existing curb and sidewalk along Broadway Blvd. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 7. 2-06.4.9.F - Provide the zoning for the parcels south of Broadway Blvd. 8. 2-06.4.9.H.5.a - Fully dimension the existing accessible vehicle parking spaces. 9. 2-06.4.9.H.5.a - The location of the wheel stop shown on the southern most accessible parking space needs to be addressed to meet UDC Article 7.4.6.H.3 as the current location allows a parking vehicle to overhang a 4' sidewalk. 10. 2-06.4.9.H.5.d - The short term bicycle parking calculation is not correct. Based on two (2) racks the number provided should be four (4) 11. 2-06.4.9.J - It does not appear that the existing curb and sidewalk along Broadway are at the future location, see comment 6. Show the future curb and sidewalk on the plan and provide dimensions. 12. 2-06.4.9.O - The south street perimeter yard setback listed under General Note 16 and shown on sheet 3 is not correct. Based on UDC Article 11.4.6 definition of Established Area Setback when a site has street frontage on a street designated on the MS&R plan the street perimeter yard is based on Developing Area Setbacks. That said the street perimeter yard setback should be listed as 21' or the Height of the exterior building wall, greater of the two, measured from the back of future curb. Show the future curb on the plan, see comment 11, and provide a dimension from the building to the back of future curb. The following comments are based on TSM Section 7-01.2.B. 13. 2-06.4.9.R - Provide a sidewalk from the existing building to the sidewalk located within the right-of-way. This sidewalk must meet the requirements of 2018 IBC Chapter 11 and the ICC A117.1-2009 14. 2-06.4.9.R - The will stop shown on the southern most accessible vehicle parking space must be relocated to meet the requirements of UDC Article 7.4.6.H.3 to maintain the required minimum 4' sidewalk width, see TSM 7-01.4.3.A. 15. 2-06.4.9.R - Some type of barrier is required to prevent vehicles from overhanging the 6.4' sidewalk shown just north of the accessible vehicle parking spaces to maintain the required minimum 4' sidewalk width, see TSM 7-01.4.3.A. 16. 2-06.4.9.R - Provide a width dimension for the sidewalk shown at the southeast corner of the building. 17. 2-06.4.9.U - It does not appear that all the rezoning conditions are provide on the plan. Conditions 10, 11 & 12 shown in the final report are not on the plan.
